A Decade of the Unified Payments Interface

  • India's unified digital payments service, the Unified Payments Interface, completed ten years on August 25, 2026.
  • It was started on August 25, 2016 by the National Payments Corporation of India, which operates under the regulatory supervision of the Reserve Bank of India.
  • At the start, 21 banks joined as members. They released their UPI-enabled mobile applications on an app store, and only then was the service opened for public use.
  • Within a short period the service has had an effect on everyday life that the editorial calls astonishing and enormous. It has not merely made paying easier; it has drawn everyone from large trading firms down to roadside shops into a single framework of financial accountability.
  • The International Monetary Fund has recognised it as the world's largest transaction system, which is itself a measure of how far it has travelled.

The Scale It Has Reached

  • The value routed through the service rose from Rs. 7,000 crore in the financial year 2016-17 to Rs. 314 lakh crore in 2025-26, an increase of about 4,000 times.
  • Measured by count rather than value, annual transactions rose from 1.78 crore in 2016-17 to 24,162 crore in 2025-26, an increase of about 13,000 times.
  • India now records an average of about 66 crore transactions a day through the service.
  • The current year is treated as the crown of that record. For the first time, 2,320 crore transactions were logged in a single month, in May 2026, and July 2026 set a ten-year high with 2,366 crore transactions.
  • 703 banks are now part of the platform, which the editorial describes as the backbone of India's digital public infrastructure.
  • The service is operational in 11 countries: the United Arab Emirates, France, Bhutan, Sri Lanka, Nepal, Singapore, Mauritius, Qatar, Cambodia, Greece and the Maldives.

How the Features Were Added, Stage by Stage

  • In December 2016 the BHIM application was introduced. It let users move money directly from one bank to another through a smartphone.
  • In 2017 came payment by scanning a QR code. This simplified paying by automatically carrying the payee's details and the exact amount into the transaction instead of leaving them to be typed in.
  • UPI 2.0 was launched in 2018 as the next leap for the service.
  • Between 2020 and 2022 the AutoPay facility was introduced, making it easier to pay for subscriptions, utility charges, insurance premiums, systematic investment plans and equated monthly instalments.
  • Two later additions were UPI Lite, which speeds up payment by not requiring a PIN number, and the linking of credit cards to the service. Each step has made India's financial technology simpler by the day.

The Question of Charges, and the Government's Clarification

  • The defining feature of the service is that it is completely free for everyone who uses it.
  • Doubt arose in the public mind after the Taxation and Other Laws Amendment Bill 2026 was passed in Parliament at the beginning of this month. That Bill makes provision for levying a charge, the merchant discount rate, on electronic payments including through this service, and reports followed that the service would be charged for.
  • The Union government has cleared that doubt. It stated that the Bill does not propose to levy any charge or tax on customers for this or other electronic payment methods.
  • The amendments brought into the payments and settlement law, it said, were made to strengthen the security of the system, prevent online fraud and improve the technological framework.
  • The government has further clarified that the merchant discount rate will not be collected on most commercial transactions, including ordinary and low-value payments, and that merchants may continue to transact without a charge. The levy will apply only to a small number of merchants who transact above a specified threshold.
  • The editorial's own position is that small traders must not be harmed, that a service which has crowned India's name globally must grow stronger still, and that it must continue as a free service.

Update, September 1: Half the World's Real-Time Payments, and the Route Abroad

  • The International Monetary Fund puts UPI at 49% of all real-time payments worldwide in 2025, close to half of every such transaction on earth.
  • Volume in a single recent month: 2,366 crore transactions in July 2026, about 7,600 every second, worth nearly Rs. 30 lakh crore. Across 2025-26 the system carried 24,160 crore transactions worth Rs. 314 lakh crore, which is 85% of India's digital payment transactions by volume.
  • The switching and routing layer is run by the National Payments Corporation of India (NPCI) and now links about 730 participating banks. A UPI ID of the name@bank form is an alias of the account, not the account itself, which is why one person can hold several.
  • It was built as an interoperable layer over the Immediate Payment Service (IMPS), with Nandan Nilekani as adviser and regulatory guidance from the Reserve Bank of India. Then Governor Raghuram Rajan piloted it in April 2016 with 21 banks; UPI 2.0 added overdraft linking, mandates and signed QR codes in mid-2018; the system passed 100 crore transactions a month in October 2019.
  • Abroad, the vehicle is NPCI International Payments Limited (NIPL), a wholly owned subsidiary. The Royal Monetary Authority of Bhutan enabled UPI in 2021, the first foreign adoption; Singapore followed the same year, the UAE in 2022, France, Mauritius, Sri Lanka and Nepal in 2024, Qatar in 2025, and Cambodia, Greece and the Maldives so far in 2026. Interoperability work with Indonesia, Malaysia and Thailand is under way.

Update, September 14: The Financial Fraud Risk Indicator, and a Payment Stopped in Mid Flight

  • The Financial Fraud Risk Indicator of the Department of Telecommunications, introduced on 22 May 2025 under its Digital Intelligence Platform, is reported to have prevented more than Rs. 5,000 crore of losses in fifteen months.
  • What matters is the timing. The money was not traced and frozen afterwards; the transaction was stopped in the second in which it was being made, so nothing left the account and no complaint had to be filed.
  • Speed decides the outcome because of the mule account. A fraudster moves stolen money within minutes through a chain of borrowed accounts and withdraws it long before a police complaint can freeze anything.
  • The indicator pools data from the Sanchar Saathi portal, the national cybercrime reporting portal and bank and telecom intelligence, sorts a number into medium, high or very high risk, and pushes that verdict to the bank and the payment application in real time, so the app either warns the user or blocks the transfer.
  • More than 1,600 banks and payment applications are linked to the platform along with the Reserve Bank of India and the National Payments Corporation of India, and the framework has been extended with the Securities and Exchange Board of India against fake demat accounts. The Chakshu service takes public reports and 1930 remains the helpline for the first hour after a fraud.

Update, September 16: A Merchant Discount Rate Returns to the Large UPI Payment

  • The National Payments Corporation of India has introduced a Merchant Discount Rate on person to merchant UPI payments above a threshold, to take effect from 15 October. Person to person transfers, and payments to small vendors, remain free.
  • The Merchant Discount Rate is the charge a merchant pays the bank and the payment processor for accepting a digital payment. The Finance Ministry has said banks are to ensure it is not passed on to the customer, which had been the main fear while the change was being discussed.
  • The classification decides who pays. P2P is person to person and is exempt; P2M is person to merchant and attracts the charge above the threshold; P2PM covers a very small merchant receiving up to a stated amount a month through a UPI code, and is exempt as well.
  • Certain essential sectors, among them railways, telecom, insurance, fuel and agricultural inputs, carry a flat charge rather than a percentage, and the charge on a very large transaction is capped, so the rate does not scale without limit.
  • The context is that UPI has run at a zero merchant discount rate since 2020. A payment system still costs money to operate, so a zero rate means banks, the payment applications or the exchequer carried the cost instead of the merchant, and the argument over this change is really an argument about who should.
  • The legal base is unchanged: the Payment and Settlement Systems Act, 2007, under which the Reserve Bank authorises and regulates payment systems, and under which the National Payments Corporation was set up with the Indian Banks' Association as the umbrella body for retail payments.

Update, September 17: Who Actually Pays, and Who Collects

  • From 15 October the Merchant Discount Rate applies to payments made to mid sized and large merchants above a threshold. Person to person transfers stay free, as do payments to small merchants and payments below the threshold.
  • The charge reaches very few payments. Only about 2.5 per cent of UPI transactions by volume will attract it, though those transactions carry about 20 per cent of the total value, which is why the revenue is meaningful while the reach is small.
  • The rate is not uniform. Essential and thin margin sectors such as railways, telecommunications, insurance, fuel and agricultural inputs pay a flat charge per transaction instead of a percentage, and capital market payments pay a much lower rate with a cap.
  • The money is shared rather than pocketed by one party. The largest share goes to the payer's bank, the next to the merchant's bank, and the rest to the payment applications and processors, which is why banks and a few large applications gain most.
  • The older objection remains. A merchant may split a large bill into smaller ones, or ask to be paid into a personal account, so a charge set at a threshold creates an incentive to stay below it rather than to stop using the system.

Update, September 18: The Circular, the Thresholds and Who Collects

  • The circular of 15 September settles the shape of the charge. The Merchant Discount Rate applies from 15 October to person to merchant payments of Rs. 2,000 or more, at 0.4 per cent, with the charge capped at Rs. 300 on a transaction of Rs. 75,000 and above.
  • Essential and thin margin sectors, among them railways, telecommunications, insurance, fuel and agricultural inputs, pay a flat Rs. 5 a transaction instead of a percentage, which gives cost certainty to a business working on a narrow margin.
  • Capital market payments, that is to mutual funds, stockbrokers and dealers, attract 0.02 per cent with the same cap, on the reasoning that a retail investor should not be discouraged from a formal market.
  • The arithmetic of reach is the answer to the alarm. Person to person transfers are about 37 per cent of all UPI transactions by volume and payments to merchants up to Rs. 2,000 another 60.5 per cent, so 97.5 per cent of transactions stay free, and small merchants receiving up to Rs. 1 lakh a month through a code are exempt on top of that.
  • The split down the chain is the part a student should carry. About 40 per cent of what is collected goes to the payer's bank, which holds the account and bears the authorisation, security and settlement cost; 30 per cent to the merchant's bank, which manages the merchant and the code; 20 per cent to the application; and 10 per cent to the payment service provider.
  • The upper limit on the revenue is therefore small in national terms. Payments above the threshold were about 20 per cent of UPI value, so the maximum the ecosystem can earn is about Rs. 2,400 crore a month, and the exemptions and flat rates will bring the actual figure below it.
  • On the charge of foreign pressure, the government pointed out that the circular allows no credit card other than RuPay on UPI, which is the opposite of what a foreign card network would want, and said a self sustaining revenue model lets smaller Indian applications compete. A share equal to 5 per cent of collections goes to a fund promoting adoption among small merchants.

Update, September 26: The Date Holds, and the Subsidy Question Behind It

  • The Merchant Discount Rate, the fee a merchant pays to the bank and the payment processor for accepting a digital payment, goes live on UPI from 15 October, and there is no proposal to postpone that date.
  • The charge will not meet the cost. Officials say the amount collected will not be enough to cover the full cost of running and maintaining the platform, so the government has still to decide how much of its existing subsidy continues and in what form.
  • That existing support is the incentive scheme for the promotion of RuPay debit cards and low value BHIM-UPI transactions, for which Rs. 2,000 crore has been budgeted this financial year.
  • The Ministry of Finance will work with the Indian Banks' Association on how to ensure that merchants do not pass the charge on to customers, and will talk to the traders' body so that shops do not stop accepting the payment.
  • Whether Goods and Services Tax is levied on the amount collected is not for the Centre alone to decide. A payment is a service and a service is taxable, but the rate, the amount and any exemption are for the GST Council.
  • The statutory hook is now clear. The charge rests on an amendment to Section 10 of the Payment and Settlement Systems Act, 2007, carried through the Taxation and Other Laws (Amendment) Bill 2026 and passed by both Houses, the section that had barred a bank from recovering a service charge on these transactions.
  • Two limits answer the charge that this is a tax. What is collected does not enter the Consolidated Fund of India, and a merchant transaction on a RuPay card attracts nothing at all. The Finance Minister described the decision as a commercial one taken jointly by the National Payments Corporation with the payer banks and the merchant banks, rather than one imposed by the Union government.

Update, September 29: The Supreme Court Asks What the Levy Is in Law

  • A three judge Bench headed by the Chief Justice of India has issued notice to the Union government, the Reserve Bank of India and the National Payments Corporation of India on a petition against the merchant discount rate on large person to merchant payments.
  • The Court's question is about the source of the power, not the rate. If the charge is neither a tax nor a fee, the Bench asked, what is the executive's scope for making such an expropriation, and it called for an explanation on affidavit.
  • It refused repeated requests for an interim stay, so the levy is to begin on 15 October 2026 as notified on 14 September, and the respondents have four weeks to file their counter affidavits.
  • The government's answer was that it takes nothing and that the charge sits with aggregators and banks, that 96 per cent of users are exempt, that essential services are capped at Rs. 5 and that any merchant crossing Rs. 75,000 pays no more than Rs. 300.
  • The petition also challenges the constitutional validity of the amended Section 10A of the Payment and Settlement Systems Act, 2007, arguing that it leaves the executive an unguided choice of which payment modes keep the no charge protection.
  • The petitioner's point on that unguided choice is that the no charge protection for RuPay debit cards continues without any monetary ceiling, while the same protection for the interface now stops above a threshold.

Update, October 3: The Half Year's Numbers, and a Day Without UPI

  • Volume rose 27 per cent in the first half of the financial year, to about 145 billion transactions against 114 billion a year earlier, on the National Payments Corporation of India's own data.
  • Value grew more slowly, by 20 per cent to Rs. 177 lakh crore against Rs. 148 lakh crore, which means the average transaction is getting smaller even as the count climbs.
  • September's volume eased 1.7 per cent on August to 24.07 billion, but August has 31 days against September's 30; average daily transactions were in fact higher in September, at 802 million against 791 million.
  • Traders observed a nationwide No UPI Day on 2 October against the levy, covering the QR code, the sound box and the scanner at the counter for the day.

Update, October 7: What the Levy Costs Elsewhere, and the Subsidy It Replaces

  • With the 0.4 per cent merchant discount rate on specified merchant transactions above Rs. 2,000 due from 15 October, the argument now being made is that the charge should be judged by its effect on the whole economy and not only by what it raises.
  • On 28 September the Supreme Court declined to stay the levy but asked the Centre, the Reserve Bank and the National Payments Corporation of India to explain on affidavit the legal basis for it, including whether the rate is a tax or a fee. The government replied that nothing reaches the exchequer and that the money is a settlement between banks and service providers.
  • That answers the legal question and not the economic one. The government approved Rs. 1,500 crore in 2024-25 alone to incentivise low value merchant transactions, on the view that moving cash through digital networks was worth paying for; a charge recovered from the transactions runs the other way.
  • The savings are real but scattered: a shopkeeper stops counting notes, guarding a till and making trips to the bank; banks handle less physical cash; businesses reconcile faster; a lender can read a small trader's cash flow from digital records; and the government gets a trail that helps with formalisation and tax compliance. None of that is revenue to the network.
  • The risk named is behaviour change: some merchants may prefer cash, others may push customers to a different instrument, and the handling, reconciliation and visibility costs the network removed would come back. If Rs. 100 collected causes more than Rs. 100 of value to disappear elsewhere, the system is better funded and the country poorer.
  • There is a trade dimension too. The United States Trade Representative had called India's zero merchant discount rate policy a market access barrier for the global card networks, which stand to gain from any drift back to cards; the domestic payments ecosystem was built at their expense.
