The Budget speech roots the announcement in history: through the Midday Meal Scheme, Perunthalaivar Kamarajar alleviated not only the physical hunger of students but also their appetite for education. Honouring that legacy, the Chief Minister has named the Chief Minister's Breakfast Scheme as the Perunthalaivar Kamarajar Breakfast Scheme and expanded it to cover students in Classes VI to VIII in Government and Government-aided schools. The speech said the expansion would be implemented from 17 September, the birth anniversary of Thantai Periyar, benefiting an additional 15.14 lakh students across 15,414 schools, and allocated Rs.710 crore for the scheme in the Revised Budget Estimates. The actual launch came five days later, on 22 September 2026.
The newly added beneficiaries are students of Classes VI to VIII in Government and Government-aided schools: about 15.30 lakh students in 15,454 schools by the launch figures (15.14 lakh students in 15,414 schools in the Budget estimate), over and above the students of Classes I to V already covered. With them, about 34.64 lakh students in 44,984 schools now get breakfast. The 15,454 schools are served in three ways: 447 Greater Chennai Corporation schools from integrated kitchens, 2,150 schools in other urban areas through the Directorate of Municipal Administration, and 12,857 rural schools where self-help group women cook the breakfast through the Tamil Nadu Corporation for Development of Women.

The Midday Meal Scheme of the Kamarajar era, invoked in the Budget speech itself, addressed the midday meal; the breakfast scheme addresses the morning meal, and it now carries Kamarajar's name.
