The Budget speech explains that the Southwest Monsoon did not bring normal rainfall this year due to weather phenomenon, resulting in insufficient water storage at the Mettur Dam. As a result, the dam could not be opened for irrigation on the scheduled date of 12 June. Taking cognisance of this, the Hon'ble Chief Minister sanctioned the Kuruvai Package Scheme, which the speech puts at a total outlay of Rs.134 crore, to encourage paddy cultivation in both delta and non-delta districts and ensure no reduction in paddy production during the Kar, Kuruvai and Sornavari seasons. Notably, the opening section of the Budget speech also lists a special package for Kuruvai cultivation among the significant steps this Government has already taken since assuming office. The Agriculture Budget of 6 August 2026 gives the exact figure, Rs.134.83 crore, says the Chief Minister is monitoring the scheme through review meetings, and records Kuruvai cultivation on 8.26 lakh acres so far.

Along with the package, the Chief Minister announced three-phase power for up to 18 hours a day for irrigation, and 10,714 metric tonnes of paddy seed and 4.02 lakh metric tonnes of fertiliser were kept ready for the season.
The Kuruvai Package sits within a larger set of farmer-focused announcements.
