The Budget speech explains that Tamil Nadu plays a pivotal role in the country's textile and apparel sector - the state accounts for 46 per cent of India's total spinning capacity, 22 per cent of its power loom capacity, 12 per cent of its handloom capacity and 70 per cent of cotton knitwear production. Yet cotton, known as 'White Gold' and called the 'King of Fibre', is cultivated on only about 3.14 lakh acres in Tamil Nadu, producing about 2.50 lakh bales. The cotton spinning mills operating in the state need 120 lakh bales, and 98 per cent of that requirement is procured from other states. Closing this huge gap between local production and mill demand is the mission's core objective.
The Mission will promote high-yielding production technologies such as the High-Density Planting System (HDPS), the Ultra High-Density Planting System (UHDPS), Integrated Crop Management and nipping. To raise farmers' income further, it will also encourage the cultivation of Extra Long Staple (ELS) cotton and intercropping. In 2026-27, the first year of the mission, these interventions will be implemented over 73,360 acres.
