The Tamil Nadu Semiconductor Ecosystem Scheme 2026 offers State incentives to companies that set up chip manufacturing, packaging, testing, materials and equipment units in Tamil Nadu. Chief Minister C. Joseph Vijay launched it on 15 October 2026 at the Secretariat, Chennai. It has two tracks: a top-up of 15% to 25% over the Centre's support for projects approved under the Semicon India Programme 2.0, and a separate State-only track for projects that did not apply under it or were not selected.

Local jobs conditionAt least 50% of the direct workforce and 60% of high-value jobs for Tamil Nadu residents (all Track 2 projects; in Track 1, materials, testing and equipment R&D projects)

What does Track 1 give?

The Union Cabinet approved the Semicon India Programme 2.0 on 15 July 2026 to strengthen the whole semiconductor value chain. For projects approved under it, Tamil Nadu adds its own investment promotion subsidy on top of the Centre's assistance (DT Next, 16 October 2026):

  • 25% of eligible capital cost for 300-mm silicon wafer fabrication (the Centre gives 40%);
  • 25% for advanced packaging;
  • 25% for display fabs and for compound semiconductor, photonics, sensor and discrete semiconductor fabs;
  • 20% for legacy packaging;
  • 15% for semiconductor-grade raw materials, testing and characterisation facilities, and research and development facilities for equipment;
  • 15%, with conditions, for making, assembling or refurbishing semiconductor equipment and components.

What is new in Track 2?

Track 2 is for projects that have not applied under Semicon 2.0, or applied but were not selected. Such projects can get a fixed capital subsidy of 15% to 25% of eligible fixed assets and a turnover-based subsidy of up to 2% a year for five years, depending on the category. According to the scheme document, the Tamil Nadu Semiconductor and Advanced Electronics Policy 2024 gave a capital subsidy only to projects approved by the Centre, at up to 50% of the central assistance; the new scheme delinks State incentives from central approval, so the State can make a firm offer to an investor during negotiations. An investor must choose one track for each project.

What other support and conditions are there?

  • training support of Rs.10,000 per person per month and payroll subsidies;
  • land cost concessions and stamp duty exemption;
  • electricity tax exemption for five years;
  • a 5% interest subsidy on term loans for six years;
  • at least 50% of the direct workforce must be Tamil Nadu residents, and at least 60% of high-value jobs (basic pay above Rs.25,000 a month) must go to residents, for all Track 2 projects and for Track 1 materials, testing and equipment R&D projects;
  • proposals must reach Guidance Tamil Nadu by 30 September 2027.

Separate incentives for chip design, research and talent development may be notified later. The scheme follows the Chief Minister's announcement in the Assembly in August 2026 of a Semiconductor and Electronics Park at Madhuramangalam in Kancheepuram district.
