The speech identifies permanent housing for homeless poor families in rural areas as the foremost challenge prioritised by the Government. Even though several housing schemes have been implemented by the State and Union Governments over the past thirty years, Tamil Nadu is yet to achieve hut-free status. Insufficient funding, inclusion and exclusion errors in beneficiary identification, and scarcity of land in rural areas remain the key challenges in this sector. To gradually resolve this, the Government is launching the Vetri Veedu Thittam as a new State Housing Scheme exclusively for Kutcha Hut dwelling families.
The Budget explains that because of the lower unit cost fixed for houses under earlier schemes, genuine and highly deserving poor households were being excluded - only families capable of bearing the additional construction expenses were being selected. The Government has therefore decided to increase the unit cost from Rs.3.1 lakh to Rs.5 lakh for construction of pucca houses for those living in Kutcha huts under this new scheme, so that the poorest families are not priced out of their own house.
