India Semiconductor Mission 2.0: Cabinet Clears a Rs 1.27 Lakh Crore Chip Plan

What the Cabinet Cleared

  • On 15 July 2026, the Union Cabinet cleared the second phase of the India Semiconductor Mission (ISM 2.0) with an outlay of ₹1.27 lakh crore, alongside the Mobile Phone Manufacturing Scheme (MPMS) worth ₹62,500 crore.
  • The same Cabinet meeting also approved ₹25,400 crore for two Varanasi highway projects under the Hybrid Annuity Model, and the National Investment Policy for Urea (NIPU 2026) for 8-9 new gas-based urea plants with a combined production capacity of 10 million tonnes.
  • Over the scheme's five-year tenure, the government expects to draw ₹4 lakh crore in investment, ₹2 lakh crore in semiconductor production, and ₹1 lakh crore in exports.

How Phase 1 Performed (2021-2026)

  • ISM's first phase was approved in December 2021 with an outlay of ₹76,000 crore. A 2022 amendment empowered the scheme to offer up to 50% capital subsidy for big-ticket projects.
  • Phase 1 approved 12 manufacturing and packaging units with a total committed investment of ₹1.64 lakh crore: nine packaging units spread across Gujarat, Uttar Pradesh, Punjab, Assam, Odisha and Andhra Pradesh, one silicon fabrication unit, and one gallium-nitride Micro LED display fabrication unit.
  • The majority of sector investment came from Tata Electronics and its semiconductor arm; its fabrication unit is set to start commercial production in 2028. Phase 1 funds also backed Micron's memory-chip packaging facility at Sanand, Gujarat.
  • A design-linked incentive programme approved 24 projects; the government also gave free licences for expensive chip-design software to universities and startups, and is revamping the Semiconductor Laboratory, Mohali as a facility where students and researchers can "tape out" (finalise for fabrication) their own chip designs.

What Changes in Phase 2

  • ISM 2.0 covers a larger part of the electronics manufacturing ecosystem than before, including chip design talent, capital machinery (chip-making equipment), semiconductor-grade chemicals and gases, and R&D - even incentivising raw-material suppliers to the industry.
  • Capital subsidy is trimmed to 30-40% (down from Phase 1's 50%), and the Union government is likely to offer less land support, since State governments now compete to offer land at token prices with their own added incentives.
  • Union IT Minister Ashwini Vaishnaw said Semicon 2.0 will rest on six pillars, the first being chip design, adding: "We will be self-reliant in the production of indigenous chips by the end of this programme."
  • The scheme targets 28 nanometre "legacy" process node chips rather than "frontier" chips (7nm or smaller used in the most powerful phones) - legacy chips have a massive market in everyday electronics where size and raw computing power are not the constraint. The government hopes the ecosystem will progress towards frontier nodes over time.

The Mobile Phone Manufacturing Scheme (MPMS)

  • The ₹62,500 crore scheme offers incentive support on eligible sales at rates from 2.25% to 5%, an additional 1.5% linked to domestic sourcing of key components, and a further 3% for building Indian brands through design and R&D.
  • Over the scheme's tenure, cumulative mobile phone production in India is expected to reach about ₹39 lakh crore, with a significant rise in exports and around 60,000 direct jobs created.

Why This Matters

  • The push is driven by COVID-19-era supply chain disruptions and export controls the United States imposed during its trade war with China, which sharpened India's sense that it must integrate more tightly into global electronics value chains.
  • The government has repeatedly described chip self-reliance as a "decades-long project", comparing India's current position to established chipmaking leaders like the Netherlands and Taiwan.
  • Most Phase 1 facilities are still ramping up towards commercial production, so the real payoff of India's chipmaking bet - and of this larger second phase - will only become clear over the coming decade.
