Tamil Nadu's Falling Birth Rate: 45,000 Fewer Births and the Demographic Transition

What the Registration Numbers Show

  • Tamil Nadu recorded nearly 45,000 fewer births in 2025 than in the previous year, a fall of 5.3%, from 8.47 lakh to 8.02 lakh.
  • The figures come from Civil Registration System data. The Civil Registration System is the continuous, compulsory recording of births and deaths as they occur, which is why it can show a change within a single year rather than waiting for a Census.
  • About five lakh births have been recorded in the State so far in 2026.
  • The fall is not a one-year event. It sits against the backdrop of a long-term decline in fertility in Tamil Nadu, and reflects a broader demographic transition with consequences for the workforce and for an ageing population.

Below the Replacement Level for Twenty Years

  • T. Sundararaman, former executive director of the National Health Systems Resource Centre, said the total fertility rate among women of reproductive age in Tamil Nadu fell below the replacement level of 2.1 nearly 20 years ago.
  • The total fertility rate is the average number of children a woman would bear over her lifetime at current age-specific rates. The replacement level is set at 2.1 rather than 2.0 because a small allowance is made for children who do not survive to reproductive age.
  • Falling below that level does not shrink a population at once. Tamil Nadu kept growing because of population momentum, the effect of a large cohort of people already in their childbearing years, which keeps the absolute number of births high even after family sizes have fallen.
  • Professor Sundararaman said the State has moved beyond that phenomenon, and that a decline in the population is now likely to occur.

Whether Incentives Can Reverse It

  • S. Irudaya Rajan, chairperson of the International Institute for Migration and Development, Thiruvananthapuram, said Tamil Nadu is better placed than Kerala, which recorded around three lakh births.
  • He said the Thai Maaman Thanga Mothiram Thittam, under which a 1-gram gold ring is given for every newborn delivered in a Government hospital, is unlikely to increase births. The scheme was announced in the Revised Budget 2026-27 with an allocation of Rs. 560 crore under the Health and Family Welfare Department, to be implemented from 15 September.
  • He also said extending maternity leave for a third child cannot be considered a meaningful incentive, and that raising the fertility rate is difficult in any case, given factors such as delayed marriages.
  • His argument is about attitude rather than money: children were once treated as assets and many couples now treat them as liabilities, a mindset he said must change, and motivating young couples would need innovative ideas rather than cash transfers.
  • Padmavathi Srinivasan, an independent research consultant in demography, went further and said there is no need to worry about a low fertility rate or a decline in births, because it opens up opportunities to improve the standard of living and lets people access the State's resources better.
  • She said financial incentives to reverse low fertility rates have never worked, and that it would be an injustice to channel government funds towards raising fertility instead of towards the existing population, especially the youth.

The Ageing Society the State Must Plan For

  • Politicians worry about what a smaller cohort means for the State's labour force. Ms. Srinivasan's answer was that this is precisely the time to concentrate on education and employment opportunities.
  • Professor Rajan made the same point in economic terms: there will be no short-term impact, and the State can build a productive, healthy population of eight lakh-plus by investing in quality education.
  • Professor Sundararaman pointed to the other half of the transition. Rising longevity means more people aged 65 or 70 and above, so the State will have a smaller working age population supporting a larger elderly one.
  • He said he is less worried about productivity and more concerned about social security and elderly care, and that policies must anticipate these changes rather than react to them.
  • The common thread across all three experts is that the response belongs in education, childcare, social security, elderly care and the standard of living, and not in trying to push the birth rate back up.

ஊக்கத் தொகைகளால் இதைத் திருப்ப முடியுமா

  • திருவனந்தபுரம் சர்வதேச இடம்பெயர்வு, வளர்ச்சி நிறுவனத்தின் தலைவர் எஸ். இருதயா ராஜன், சுமார் மூன்று லட்சம் பிறப்புகளைப் பதிவு செய்த கேரளத்தைவிடத் தமிழ்நாடு சிறந்த நிலையில் உள்ளது எனக் கூறினார்.
  • அரசு மருத்துவமனையில் பிறக்கும் ஒவ்வொரு குழந்தைக்கும் 1 கிராம் தங்க மோதிரம் வழங்கும் தாய்மாமன் தங்க மோதிரம் திட்டம் பிறப்புகளை உயர்த்தாது என்பது அவரது கருத்து. இத்திட்டம் திருத்தப்பட்ட நிதிநிலை அறிக்கை 2026-27-இல், சுகாதாரம் மற்றும் குடும்ப நலத் துறையின் கீழ் ரூ. 560 கோடி ஒதுக்கீட்டுடன் அறிவிக்கப்பட்டு, செப்டம்பர் 15 முதல் செயல்படுத்தப்பட உள்ளது.

  • குறைந்த கருவுறுதல் விகிதத்தைத் திருப்ப நிதி ஊக்கத் தொகைகள் எப்போதுமே பலனளித்ததில்லை எனவும், கருவுறுதலை உயர்த்துவதற்கு அரசு நிதியைத் திருப்புவது, ஏற்கெனவே உள்ள மக்களுக்கு, குறிப்பாக இளையோருக்குச் செய்யும் அநீதி எனவும் அவர் கூறினார்.

மாநிலம் திட்டமிட வேண்டிய முதுமையடையும் சமூகம்

  • சிறிய தலைமுறை மாநிலத்தின் உழைக்கும் சக்திக்கு என்ன செய்யும் என்று அரசியல்வாதிகள் கவலைப்படுகின்றனர். கல்வி, வேலைவாய்ப்புகளில் கவனம் செலுத்த வேண்டிய தருணமே இது என்பது திருமதி சீனிவாசனின் பதில்.
  • பேராசிரியர் ராஜன் இதையே பொருளாதார அடிப்படையில் கூறினார்: குறுங்கால பாதிப்பு எதுவும் இருக்காது; தரமான கல்வியில் முதலீடு செய்வதன் மூலம் எட்டு லட்சத்துக்கும் மேற்பட்ட உற்பத்தித் திறன் மிக்க, ஆரோக்கியமான மக்கள்தொகையை மாநிலம் உருவாக்க முடியும்.
