The speech says that the Iyothee Thass Pandithar Habitation Development Scheme will be implemented to ensure complete socio-economic development in Adi Dravidar habitations, both urban and rural, by comprehensively upgrading basic infrastructure and improving the living standards of the people there, and allocates Rs.300 crore for it in the Revised Budget Estimates. The wording reads like a fresh announcement, but the scheme has been in operation since 2023-24. What the 2026 Budget does is continue it under the new Government, with the same Rs.300 crore that the Interim Budget of February 2026 had provided (up from Rs.280 crore in 2025-26). It is still the largest single-scheme allocation in the Social Justice section of this Budget.

Iyothee Thass Pandithar (1845 to 1914) was a Siddha physician, Tamil scholar and anti-caste reformer. He founded the Dravida Mahajana Sabha in 1891 and the Sakya Buddhist Society in 1898, and in 1907 launched the Tamil weekly Oru Paisa Tamizhan. Naming a scheme for Adi Dravidar habitations after him links it to his work for the dignity of the oppressed communities.
