Introduction

Climate finance has emerged as a critical issue at the COP-29 negotiations in Baku, Azerbaijan. India has taken a firm stance that climate finance should be seen as a support mechanism from developed to developing countries rather than as investment goals. At the same time, India has opposed protectionist trade measures that link carbon emissions with trade barriers, considering them discriminatory and unfair to developing nations.

India's Position on Climate Finance

India has clearly stated that climate finance is a "unidirectional provision" from developed to developing countries, as per the Paris Agreement.

At COP-29, India emphasized that developed countries need to commit at least $1.3 trillion every year until 2030 through grants and non-debt support.

India's lead negotiator, Naresh Pal Gangwar, highlighted that climate change impacts are becoming evident through increasing disasters.

The current climate finance being discussed at Baku ranges from $5-6.8 trillion until 2030, replacing the previous goal of $100 billion annually from 2020-2025.

India spoke on behalf of Like-Minded Developing Countries (LMDCs), stressing that the principles of equity and common but differentiated responsibilities must be followed.

India rejected adding new elements to any climate finance goal that fall outside the mandate of the Paris Agreement.

Opposition to Unilateral Trade Measures

India voiced disapproval of "protectionist" measures that link trade barriers with carbon emissions.

India stated such measures unfairly impose transition costs to low-carbon economies on developing countries.

Together with BASIC countries (Brazil, South Africa, India, and China), India petitioned against measures like the EU's Carbon Border Adjustment Mechanism (CBAM).

The CBAM, which will fully come into effect from January 1, 2026, imposes a tax on products imported into the EU that don't meet its carbon emission standards.

India considers these measures discriminatory, detrimental to multilateral cooperation, and a violation of equity principles.

Rather than naming CBAM directly, India referred to "arbitrary and unjustifiable unilateral measures" to maintain the spirit of UN-backed negotiations.
