The Indian Ocean, home to one-third of humanity, is already among the most climate-vulnerable basins on earth. India now has both the opportunity and responsibility to play a historic leadership role, ensuring that the Indian Ocean becomes not a theatre of rivalry but a laboratory of sustainability, innovation, and resilience.

1. India's Historical Role in Ocean Diplomacy

During UNCLOS negotiations, India aligned with Pacific Island countries to champion the principle that ocean resources beyond national jurisdiction belong to all humanity equally.

Prime Minister Indira Gandhi at the Stockholm Conference in 1972 warned against impoverishing the environment, an insight that remains strikingly relevant for ocean governance today.

India's approach has consistently prioritised cooperation and shared prosperity over competitive exploitation of maritime resources and strategic dominance.

Prime Minister Narendra Modi's SAGAR doctrine articulated in Mauritius in 2015 seeks a future for the Indian Ocean as a zone of peace, stability, and prosperity.
