Update, August 14: Karnataka Claims Compliance in the Supreme Court; Tamil Nadu Says Only 19.49% Realised

  • In the Supreme Court, Karnataka claimed that good rainfall in a distress year enabled it to comply with the CWMA-upheld direction to supply Tamil Nadu 3,500 cusecs per day at Biligundlu, saying it released a total of 1,64,080 cusecs from the KRS and Kabini reservoirs between July 29 and August 10. Karnataka is also moving the Court against the CWMA's August 11 order of 12,000 cusecs per day for 15 days, seeking to scale it back.
  • Tamil Nadu's additional affidavit countered that the release was "never voluntary compliance": only 19.49% of the allocated Cauvery water has been realised this season, and the State seeks the balance 21.357 TMC due as of August 12 plus the water due for August 12-31.
  • The Karnataka-wide bandh on August 13 called by Kannada organisations against the release order evoked no public response and was withdrawn after their leaders met Karnataka Chief Minister D.K. Shivakumar. Separately, the CWMA's chairperson has proposed a permanent Cauvery river board to own and operate basin reservoirs, modelled on the Bhakra Beas Management Board (BBMB), as the Cauvery Water Disputes Tribunal itself had recommended.

Update, August 12: CWMA Orders Karnataka to Release 12,000 Cusecs a Day for 15 Days

  • The Cauvery Water Management Authority (CWMA), chaired by Saumitra Kumar Haldar, met in New Delhi on August 11, following a recommendation from the Cauvery Water Regulation Committee (CWRC) chaired by Vineet Gupta, and directed Karnataka to release Cauvery water to Tamil Nadu at 12,000 cusecs per day for 15 days (about 15 TMC total) starting August 12 - a sharp step-up from the CWRC's earlier, unimplemented July 28 recommendation of just 3,500 cusecs per day (4.5 TMC).
  • Karnataka's Additional Chief Secretary Gaurav Gupta gave no firm compliance commitment; Karnataka Chief Minister D.K. Shivakumar linked any release to the state's dam storage levels and farmers' interests.
  • The order lands just two days before the Supreme Court is set to hear Tamil Nadu's pending plea (filed August 3) over Karnataka's earlier non-compliance, on August 13.

Update, August 11: Supreme Court to Hear Tamil Nadu's Plea on August 13; Mekedatu Row Escalates

  • Tamil Nadu's plea (filed August 3) will be heard by the Supreme Court on August 13 (CJI Surya Kant). TN's case: the Cauvery Water Management Authority's July 30 order directed Karnataka to release 3,500 cusecs for 15 days (4.536 TMC total) from the Kabini/KRS reservoirs to ensure water reached Biligundulu by August 12; but from July 29 to August 2, only 158-530 cusecs was actually recorded at Biligundulu.
  • Tamil Nadu wants the resulting shortfall - 26.954 TMC for the period June 1-August 12 - compensated pro-rata this irrigation year, plus continuous monitoring of Karnataka's dam releases. An emergency Cauvery Water Regulation Committee and CWMA meeting was also scheduled in Delhi for August 11.
  • Separately, Mekedatu dam friction escalated: Kannada organisations (Kannada Chaluvali Vatal Paksha, Kannada Rakshana Vedike) staged a border blockade at Athipalli demanding Karnataka build the Mekedatu dam, threatening a Karnataka-wide bandh on August 13 and a possible ban on Tamil films in Karnataka if Tamil Nadu keeps opposing the project; over 100 protesters were detained and released by Karnataka police.

Update, August 8: Tamil Nadu Moves Supreme Court Again as Mettur Inflow Falls

  • Per the Cauvery Water Regulation Committee's 139th meeting (July 28), Karnataka was to release 3,500 cusecs (4.536 TMC total) between July 7 and August 12, but released only 144-619 cusecs during July 29-August 2. Tamil Nadu moved the Supreme Court again on August 3 over the shortfall.
  • As of the following Thursday, Tamil Nadu had received only 4.947 TMC of Cauvery water this water year; the shortfall against the Cauvery Tribunal's final award stands at 41.412 TMC. Tamil Nadu's legally allocated Cauvery share is 177.25 tmcft.
  • At the Mettur dam, inflow fell from 18,875 to 13,674 cusecs (evening of August 8) as Karnataka cut releases from the Kabini reservoir (9,217 to 7,000 cusecs) amid reduced Kerala rainfall. The dam's level stood at 77.57 feet with storage of 39.57 TMC; only 1,500 cusecs is being released, for drinking water alone. An irrigation release requires the level to reach 90 feet, expected to take 2-3 more weeks.

Update, August 5: Karnataka's Release Reaches Mettur, Inflow Rising

  • Water released from Karnataka's Kabini reservoir reached Tamil Nadu's Stanley Reservoir at Mettur in Salem district via the Biligundlu and Hogenakkal measuring points.
  • The Stanley Reservoir's level stood at 73.18 feet against its full reservoir level of 120 feet, with storage at 35.49 tmc ft against its 93.47 tmc ft capacity; inflow was rising toward 25,000 cusecs.

Why the Cauvery Basin Is in Crisis Again

  • As of July 20, 2026, Karnataka's four major Cauvery-basin reservoirs held just 48.979 TMC, only 12.15 percent of capacity, a shortfall of 24.896 TMC against the required level, after poor rainfall across the basin.
  • The Cauvery Water Management Authority (CWMA), meeting in Delhi, directed both Tamil Nadu and Karnataka to strictly confine current reservoir storage to drinking-water use only.
  • Inflow into Tamil Nadu's Mettur dam remains very low, with only 1,003 cusecs being released, and that too only to meet drinking-water needs; the situation is scheduled for review on July 28, 2026.

Update, July 24: Karnataka's Release Falls Far Short

  • Since June, Karnataka has released only 3.44 tmc ft of Cauvery water to Tamil Nadu for protecting the kuruvai crop, against 28.30 tmc ft due under the sharing formula.
  • The CWMA accepted Karnataka's position that the available water was needed for Bengaluru's drinking-water supply, and declined Tamil Nadu's request for a larger release.

Update, July 25: A Chief-Minister-Level Meeting Proposed

  • Tamil Nadu Chief Minister C. Joseph Vijay has proposed a meeting with his Karnataka counterpart D.K. Shivakumar on the release of Tamil Nadu's share of Cauvery water, requesting any date between July 31 and August 3; the timing was chosen because the Cauvery Water Regulation Committee (CWRC) meets on July 28 to take stock.
  • As of July 22, Tamil Nadu had received about 3.5 tmc ft. Measured under the Tribunal's final award as amended by the Supreme Court in 2018, the shortfall is approximately 28 tmc ft; even after accounting for the deficient southwest monsoon, the State is entitled to at least 3 tmc ft more.
  • If it happens, this would be the first Chief-Minister-level meeting on the Cauvery in nearly 14 years. On November 29, 2012, Jayalalithaa met Karnataka Chief Minister Jagadish Shettar in Bengaluru following a Supreme Court suggestion, but no compromise was reached. A September 29, 2016 meeting chaired by Union Jal Shakti Minister Uma Bharti saw Tamil Nadu represented by Public Works Minister Edappadi K. Palaniswami, as Jayalalithaa was hospitalised.
  • Earlier, five rounds of talks were held between August 1996 and January 1997, when M. Karunanidhi and J.H. Patel were the Chief Ministers. Before the Tribunal was set up in June 1990, there were 26 rounds of negotiations between August 1968 and April 1990 with no solution, of which 21 were held in the presence of the Union Irrigation Minister.
  • Karnataka Deputy Chief Minister D.K. Shivakumar has said on record that Karnataka is "ready to work together" with Tamil Nadu on the issue. Separately, the matter remains before the Supreme Court, pending since 2012, with a hearing sequence reported: a hearing on August 3, Karnataka required to clarify its position by August 5, the matter returning on August 6, and a broader interlocutory application listed for August 19.

Update, July 27: A Direct Appeal to the Prime Minister

  • Tamil Nadu Chief Minister C. Joseph Vijay met Prime Minister Modi and submitted a letter demanding that no permission be given for Karnataka's Mekedatu dam project until the Cauvery Water Tribunal's final award and the Supreme Court's verdict are fully implemented; the State Assembly's unanimous resolution seeking a new arbitration body was also forwarded to the Centre.
  • Fresh figures show the shortfall widening: under the Supreme Court's proportion-based formula, Tamil Nadu was due about 40.43 tmc ft of Cauvery water between June and July 2026, but only about 3.50 tmc ft has actually reached the State. The Mettur dam, usually opened on June 12 for delta irrigation, has still not been opened, with its storage sufficient only for drinking-water needs - putting this year's kuruvai and samba cultivation at risk.

Update, July 28: Karnataka Says It Needs No TN Consent for Mekedatu, as CWMA Data Shows a Sharpening Monthly Shortfall

  • In a reply in the Rajya Sabha, Union Minister of State Raj Bhushan Choudhary said the Supreme Court's 16 February 2018 Cauvery judgment does not require Karnataka to obtain lower riparian States' consent before constructing any structure across the river, potentially bolstering Karnataka's stand on the proposed Mekedatu balancing reservoir; Karnataka has still not submitted a revised DPR for the project since 2018.
  • CWMA data cited in the reply showed a widening month-on-month shortfall: the May 2025-26 target of 2.5 tmc saw a surplus release of 3.101 tmc, but June 2026-27's target of 9.19 tmc saw only 2.195 tmc released, and July 2026-27's target of 31.24 tmc has seen only 0.459 tmc released so far.
  • Per the final Tribunal award, Karnataka's normal-year obligation to Tamil Nadu at Billigundulu totals 177.25 tmc.

Update, July 29: Cauvery Panel Orders a 15-Day Release as Tamil Nadu's Shortfall Deepens

  • The Cauvery Water Regulation Committee (CWRC), meeting in Delhi on July 28, directed Karnataka to release 4 tmcft of water to Tamil Nadu at 3,500 cusecs a day for 15 days, starting 8 a.m. on July 29, measured at the Biligundlu gauge; Karnataka Water Resources Minister K. Ramalinga Reddy said the state would consult Chief Minister D.K. Shivakumar on possibly appealing the order.
  • Tamil Nadu had received only 3.543 tmcft against a prescribed 35.391 tmcft till July 26, just 10.01 percent of the stipulated quantum, with its own storage at about 63 tmc ft against a total capacity of 114.57 tmc ft.
  • Chief Minister C. Joseph Vijay wrote to Prime Minister Modi seeking his intervention to withhold approval for Karnataka's Mekedatu project unless it complies with the Cauvery Tribunal's final award and the Supreme Court's 2018 verdict, citing the Alamatti case precedent where the top court held lower-riparian consent was "absolutely necessary," and demanding withdrawal of the Union Minister of State for Jal Shakti's July 27 Rajya Sabha reply on the consent question; it also emerged that Karnataka's 2019 DPR for Mekedatu was returned by the Central Water Commission for revision to ensure compliance with the Tribunal award.

Update, July 30: Karnataka to Appeal the Release Order as Biligundlu Shows a 90% Deficit

  • Karnataka Deputy CM D.K. Shivakumar said Karnataka will formally appeal the CWRC's 15-day release order before the Cauvery Water Management Authority, which met in Delhi on 31 July; he also invited Tamil Nadu CM Vijay to personally inspect the Cauvery riverbed in Karnataka on 3 August, with a helicopter arranged for the visit.
  • CWRC chairperson Vineet Gupta gave sharper hydrology figures: realisation at the Biligundlu gauge was just 0.6 tmcft against a prescribed 27.2 tmcft as of 27 July, with cumulative realisation from 1 June to 27 July at about 3.6 tmcft against a stipulated 36.4 tmcft; Karnataka's four reservoirs show a 60 percent deficit in net inflow, and Biligundlu a 90 percent deficit.

Update, July 31: CWMA Upholds the 15-Day Release Order, Rejecting Karnataka's Appeal

  • The Cauvery Water Management Authority (CWMA), meeting in Delhi on 30 July 2026, upheld the Cauvery Water Regulation Committee's (CWRC) order directing Karnataka to release Cauvery water to Tamil Nadu at 3,500 cusecs a day for 15 days from 29 July, a setback for Karnataka.
  • Karnataka had appealed to the CWMA to keep the CWRC's order in abeyance for another fortnight while it reviewed the hydrological situation, but the CWMA rejected this and endorsed the CWRC order in full. Karnataka's four Cauvery-basin reservoirs held a combined 65.34 tmc ft against a total capacity of 114.57 tmc ft as of 30 July, with the deficit at the Biligundlu measuring gauge at 90 percent.
  • Karnataka Chief Minister D.K. Shivakumar has called a meeting for 2 August in Bengaluru to discuss the CWMA's decision; the next CWRC review meeting is scheduled for 11 August. Tamil Nadu's Water Resources Minister Duraimurugan led a delegation to Delhi to press the State's case, seeking a larger release of 9.45 tmc ft at 7,000 cusecs a day under the distress formula rather than the 3,500 cusecs actually ordered.

  • Karnataka's reservoir storage stood at Harangi 95%, Kabini 83%, Krishnarajasagar (KRS) 36%, and Hemavathi 67% of capacity; Karnataka Chief Minister D.K. Shivakumar said this year's release to Tamil Nadu, till July, has been the smallest in the last 100 years.
  • Tamil Nadu's Mettur dam released 54,000 cusecs of water, with its level at about 120 ft; the state had sought release of 9.94 tmc ft, of which the CWRC/CWMA order (3,500 cusecs a day for 15 days) recommended roughly half.
  • Tamil Nadu's Minister for Energy Resources and Law, R.   • The Tamil Nadu government transferred Prashant M. Wadnere as Secretary, Water Resources Department, replacing Satyabrata Sahoo, amid the ongoing dispute.

Update, August 3: Tamil Nadu to Move the Supreme Court as Karnataka Raises the Kabini Release

  • Karnataka raised its release from the Kabini Dam to 25,000 cusecs by Saturday night (August 1), as the Cauvery Water Regulation Committee's 15-day release order continued.
  • At the Billigundlu gauge, Tamil Nadu received barely 1,000 million cubic feet against a stipulated 31 tmc ft for July; between June 1 and end-July the State received only about 3.6 tmc ft against the roughly 40 tmc ft prescribed under the Tribunal award as amended by the Supreme Court, barely 10% of entitlement.
  • Tamil Nadu's Mettur Dam stood at 73.33 ft of its 120 ft full reservoir level, storage 35.63 tmc ft against a 93.47 tmc ft capacity, with inflow of just 47 cusecs and a drinking-water discharge of 1,500 cusecs; Karnataka's KRS Dam held about 20 tmc ft of its 49.45 tmc ft capacity.
  • The Tamil Nadu government is set to move the Supreme Court on Monday, August 3, seeking to safeguard its rights over Cauvery water release.
  • A scheduled meeting between the Tamil Nadu and Karnataka Chief Ministers on the dispute was postponed amid the rising tensions.

Update, August 4: Tamil Nadu's July Cauvery Realisation Was the Worst in 50 Years

  • Tamil Nadu's July 2026 Cauvery realisation at the Biligundulu gauge (the reference point since the Cauvery Water Disputes Tribunal's final award) was just 0.698 tmc ft against a stipulated 31.24 tmc ft - the worst July on record in the last 50 years. The 25-year average July realisation is 36.871 tmc ft, and the 42-year average is 39.087 tmc ft; the previous lowest July was 2003, at 2.441 tmc ft. The August 2026 figure so far stands at just 0.074 tmc ft.
  • Tamil Nadu formally moved the Supreme Court seeking a direction to Karnataka to release 26.954 tmc ft from the KRS and Kabini reservoirs, saying the pro-rata sharing ratio works out to 46.34% based on 30-year average inflows; as of August 3, Karnataka held 77.537 tmc ft of gross storage across its KRS, Kabini, Harangi and Hemavathy reservoirs.
  • The Tamil Nadu Cabinet passed a resolution demanding that the central government cancel Cauvery water-management notifications dated December 3, 2025.

Origins of a Century-Old Dispute

  • The Cauvery originates at Talakaveri, in the Brahmagiri hills of Kodagu district, Karnataka, in the Western Ghats, and flows about 800 km through Karnataka and Tamil Nadu (with a small stretch through Kerala and Puducherry's Karaikal) before emptying into the Bay of Bengal near Poompuhar.
  • The dispute traces back to agreements signed in 1892 and 1924 between the Madras Presidency and the princely State of Mysore, which allocated shares of Cauvery water but became contentious once Karnataka (formerly Mysore) began building new dams from the 1970s onward.
  • Tamil Nadu's delta districts, often called the Cauvery delta or the "rice bowl of Tamil Nadu", depend on Cauvery water released through the Mettur dam (built in 1934) for their irrigation cycle.

From Tribunal to Supreme Court Verdict

  • In 1990, the Union government constituted the Cauvery Water Disputes Tribunal under the Inter-State River Water Disputes Act, 1956, after decades of failed negotiations between the states.
  • The Tribunal delivered its final award in 2007, allocating the river's assessed yield among the basin states: Tamil Nadu 419 TMC, Karnataka 270 TMC, Kerala 30 TMC, and Puducherry 7 TMC, out of a total assessed yield of about 740 TMC at Billigundlu.
  • In February 2018, the Supreme Court modified the award, raising Karnataka's share to 284.75 TMC (partly for Bengaluru's drinking-water and groundwater needs) and correspondingly reducing Tamil Nadu's share to 404.25 TMC, while upholding the Tribunal's overall framework.
  • The Supreme Court also directed the Union government to set up the Cauvery Water Management Authority (CWMA) and the Cauvery Water Regulation Committee (CWRC) to implement the award; both bodies were operationalised in June 2018.

Update, August 17: Mekedatu Dispute and a Fresh Supreme Court Hearing

  • Karnataka has been releasing water from its Kabini reservoir amid the ongoing Mekedatu dam dispute, and the Supreme Court has listed Tamil Nadu's plea (accusing Karnataka of non-compliance with Cauvery Water Management Authority orders) for hearing on 17 August 2026, before Justices Vikram Nath and Sandeep Mehta.
  • Under the CWMA's monthly release schedule (per the 2018 Supreme Court verdict), Karnataka must give Tamil Nadu a "normal year" total of 177.25 TMC, apportioned month-wise: June 10, July 34, August 50, September 40, October 22, November 15, December 3, January 2.25, and May 1 TMC.
  • As inflows rose on 16 August, Mettur dam's inflow increased from 4,385 to 6,179 cusecs, with the water level at 81.31 ft and storage at 42.27 TMC; the drinking-water release from Mettur was correspondingly raised from 1,500 to 2,000 cusecs. At Hogenakkal, inflow rose from 4,500 to 9,500 cusecs, driven by releases of 12,000 cusecs each from the KRS and Kabini reservoirs; the district collector banned coracle rides there as a safety measure.

Update, August 18: Supreme Court Decides to Wait and Watch, Posts the Case to August 24

  • Hearing Tamil Nadu's plea on 17 August, a Bench of Justice Vikram Nath and Justice Sandeep Mehta decided to wait and watch, observing that "it is not that the State is not giving water to you", and posted the case to 24 August while directing Karnataka to continue releases as per Cauvery Water Management Authority orders.
  • Karnataka's affidavit stated that it had released over 12,000 cusecs by 8 a.m. on 17 August and 1,64,080 cusecs from its reservoirs between 29 July and 10 August, with releases from the KRS and Kabini reservoirs measured at the inter-State border at Biligundlu.
  • Karnataka cited a distress year and attributed recent inflows to good rainfall in the Wayanad catchment above the Kabini. Tamil Nadu, through senior advocate C.S. Vaidyanathan, pressed for the balance of 21.357 tmc ft due as on 12 August and for 37 tmc ft between 12 and 31 August.

Update, August 22: A Central Inspection at Mettur as the Delta's Kuruvai Area Shrinks

  • On 21 August 2026, Yogesh Paithankar, Additional Secretary in the Union Jal Shakti Ministry and a Member of the central water authority, inspected the Mettur dam. He examined the right-bank water gauge point and climbed the 75 ft Pavala Vizha tower to view the dam and the dried-up reservoir spread, and sought storage, inflow and release details from Water Resources Department engineers.
  • Figures recorded the same day: inflow into Mettur fell from 10,579 cusecs to 10,414 cusecs, the water level stood between 84.95 ft and 85.17 ft, storage was 47.30 TMC, and 2,000 cusecs was being released for drinking water. At Hogenakkal, the Cauvery flow fell to about 10,000 cusecs.
  • Mettur was not opened on the customary 12 June date this year. The level of about 85 ft is far below the dam's full level of 120 ft, and delta farmers have sought a release only once the level crosses 100 ft.
  • The area under Kuruvai paddy in the delta has fallen to about 4.5 lakh acres against a normal 5.3 lakh acres. In the 2025-26 procurement year the delta contributed 39.5 lakh tonnes of the 57.5 lakh tonnes of paddy procured across Tamil Nadu.
  • On 11 August, Karnataka asked the Cauvery Water Management Authority to cut daily releases to Tamil Nadu from 12,000 cusecs to 10,000 cusecs, citing drinking water needs. On 19 August, it restricted canal irrigation water to four rotational cycles.
  • Karnataka's Cauvery Stage VI drinking water project, costing Rs 6,939 crore and approved in February 2026, is to supply 500 MLD to Bengaluru and its surrounding towns, and will require an additional 6 TMC of Cauvery water every year.

Update, August 25: CWRC Recommends 9,000 Cusecs; the Supreme Court Sends the Proportionate-Quantity Issue to the Authority

  • The Cauvery Water Regulation Committee (CWRC) met in Delhi on 24 August 2026 and recommended that Karnataka release 9,000 cusecs to Tamil Nadu for the next 15 days. The 56th meeting of the Cauvery Water Management Authority (CWMA) was fixed for 25 August 2026 at 11.30 a.m. in New Delhi, where the quantum is to be finalised and an order issued.
  • In the Supreme Court, a Bench of Justice Vikram Nath and Justice Sandeep Mehta heard Tamil Nadu's plea that Karnataka had ignored the orders of the Court and of the CWMA. Tamil Nadu, represented by senior advocates C.S. Vaidyanathan and G. Umapathy, argued that it had not received the "proportionate" quantity of water due to it. The Bench directed the State to raise that issue before the Authority, sought an updated report, and adjourned the matter to 31 August 2026.
  • The shortfall under the pro rata formula stood at 17.414 tmc ft as of 23 August 2026, while Karnataka held about 78 TMC in its reservoirs.
  • Karnataka's affidavit said it had overcome a distress year and worsening El Nino conditions to ensure supply from the Kabini reservoir after large inflows followed good rainfall; releases from KRS (Krishna Raja Sagara) and Kabini are reflected at the inter-State border at Biligundlu. Tamil Nadu's earlier plea of 3 August had sought that Karnataka make good the shortfall at Biligundlu on a pro rata basis for 1 June to 12 August.

Update, August 26: The Authority's 56th Meeting Endorses 9,000 Cusecs

  • The Cauvery Water Management Authority, at its 56th meeting in Delhi, endorsed the Regulation Committee's direction: Karnataka is to release 9,000 cusecs a day for 15 days, totalling 11.66 tmc ft.
  • The conversion the Authority works to is worth memorising: a flow of 11,574 cusecs sustained for 24 hours equals one tmc ft.
  • Karnataka sought a reduction from 9,000 to 6,000 cusecs, saying cumulative inflows into its four Cauvery basin reservoirs were about 49.18% below the 30-year average, and claimed compliance: Biligundlu realised 18.748 tmc ft against the 15.940 tmc ft ordered between July 29 and August 23, an excess of 2.807 tmc ft.
  • Tamil Nadu put its backlog at 17.49 tmc ft till August 23 and sought 28.386 tmc ft from August 24 to September 7, comprising that backlog and a pro-rata share of 10.896 tmc ft. Its petition returns to the Supreme Court on August 31.

Update, August 27: Mettur Opens for the Delta on September 1, for 45 Days

  • The Chief Minister will release water from the Stanley Reservoir at Mettur for Cauvery delta irrigation on September 1, and the Minister for Rural Development and Water Resources said the release will run for 45 days, subject to storage and inflow.
  • At the start of the current irrigation year the dam held only 41.223 tmc ft. Water due from Karnataka's dams did not arrive in sufficient quantity and the dam's minimum reserve of 10 tmc ft had to be maintained, so continuous supply to the delta was not possible, though drinking water supply continued.
  • Pressing its legal and administrative case, Tamil Nadu obtained orders directing Karnataka, at different periods, to ensure 3,500 cusecs, 9,000 cusecs and 12,000 cusecs at Billigundulu, from the Cauvery Water Regulation Committee. It also placed its stand before the Cauvery Water Management Authority and approached the Supreme Court.
  • The Agriculture and Farmers' Welfare Department is to begin delta irrigation works at once. Farmers are advised to choose short-duration and medium-duration paddy varieties, and officials are to ensure that system irrigation carries water to the tail end.
  • Upstream, inflow at Hogenakkal fell from 10,000 cusecs on Tuesday to 6,500 cusecs by Wednesday evening as rainfall eased in Karnataka's catchment and surplus into the Kabini and Krishnaraja Sagar dams dropped; the ban on operating coracles ran into an eleventh day.

Update, August 31: Tamil Nadu Files a Supplementary Affidavit for the 17.604 tmc Balance

  • Tamil Nadu has filed a supplementary affidavit in the Supreme Court asking that Karnataka be directed to release 17.604 tmc ft, the balance due as on 27 August on the pro-rata formula. The affidavit was settled by senior advocate G. Umapathy and re-settled by C.S. Vaidyanathan.
  • At the Cauvery Water Regulation Committee meeting of 24 August, Tamil Nadu said it was entitled to about 28 tmc and asked for about 22,000 cusecs a day, that is 1.9 tmc daily, for fifteen days. The committee instead fixed 9,000 cusecs at Billigundulu from 25 August to 8 September, without counting the accumulated backlog of 17.415 tmc as on 23 August.
  • The Cauvery Water Management Authority affirmed that recommendation at its 56th meeting on 25 August rather than issuing a fresh direction, and Tamil Nadu has filed a review petition with the Authority against that decision.
  • The State told the court that CWMA mechanically affirmed the committee's recommendation, that the Kuruvai season is almost over and that Mettur could not be opened for irrigation. The case was listed on 31 August before a Bench of Justices Vikram Nath and Sandeep Mehta.
  • On the ground, rain in Wayanad filled Karnataka's Kabini dam and the surplus reached Mettur, whose level rose to 90.47 feet with an inflow of about 9,035 cusecs. The Kuruvai area has still fallen from about 5.66 lakh acres last year to about 3.78 lakh acres this year.

Update, September 1: Karnataka Reports 9,888 Cusecs; the Court Points Tamil Nadu to the Authority

  • Karnataka told the Supreme Court that it is meeting the Cauvery Water Management Authority (CWMA) direction to keep 9,000 cusecs flowing to Tamil Nadu, the quantum the Authority fixed on August 25 when it upheld the Cauvery Water Regulation Committee's (CWRC) recommendation for 15 days.
  • Its figures were 9,888 cusecs released on August 30, with the flow crossing 11,000 cusecs by Monday morning.
  • Tamil Nadu's answer was that meeting today's number does nothing about yesterday's: the accumulated shortfall from earlier releases is untouched. It pressed for 17.604 tmc ft, the balance it computes as due on August 27 under the pro-rata formula.
  • The Bench drew a jurisdictional line. Anything over and above what the CWMA has directed means the Authority's own decision has to be challenged before the appropriate forum, not converted into a fresh direction from the court. Noting that the CWRC meets every 15 days, it posted the matter to September 15.
  • The dispute widened beyond the two States. The Puducherry Assembly unanimously passed a resolution moved by Chief Minister N. Rangasamy against the proposed dam at Mekedatu, which lies about 5 km from the Tamil Nadu border. The resolution argued that the dam is contrary to the Cauvery Tribunal's final award as confirmed by the Supreme Court and cannot be built without the prior consent of the Cauvery basin States, and asked the Centre to restrain Karnataka.

Update, September 2: Mettur Opened for the Delta, the 62nd Time After the Customary Date

  • Chief Minister C. Joseph Vijay opened the sluice gates of the Stanley Reservoir at Mettur on Tuesday for samba cultivation in the Cauvery delta. Water is traditionally released on June 12 every year, provided the level is above 90 feet; the dam did not hold enough water on that date this year.
  • In the dam's 93-year history, water has gone out on June 12 on 20 occasions and before the customary date on 11 occasions. This is the 62nd release after the customary date and, after 2002, 2012 and 2016, only the fourth September opening.
  • At 8 a.m. the level stood at 91.56 feet against a full reservoir level of 120 feet and storage at 54.45 tmcft against a full capacity of 93.47 tmcft. Inflow had eased to 10,857 cusecs from 11,501 cusecs. It was Karnataka's surplus releases that carried the level past 90 feet.
  • 3,000 cusecs went out initially, to be raised to 7,000 cusecs by Tuesday night, and the discharge is to continue for 45 days, till October 15, subject to availability. The dam serves 16.05 lakh acres across 12 delta districts, a full season needing 330 tmc in all, and it is to be closed on January 28, after 230 days.
  • The Chief Minister showered flowers and paddy grains on the water, received petitions from farmers seeking a release for more than the 45 days announced, inspected the dam powerhouse and visited a photo exhibition. Over 3,800 police personnel were deployed along the route from Salem airport.

Update, September 4: Karnataka Presses the Central Water Commission on Mekedatu

  • Karnataka's Minister for Water Resources met the Chairman of the Central Water Commission in person and pressed for early clearance to build the Mekedatu dam across the Cauvery.
  • The Central Water Commission is the technical authority that appraises such projects. The permission at issue is the 2018 clearance to submit a detailed project report, and the demand in Tamil Nadu is that the Centre be urged to withdraw it.
  • The reason this is Tamil Nadu's own subject and not another State's is structural: a storage structure upstream on the Cauvery changes the timing and the quantity of the flows that the lower riparian receives, which is the substance of the dispute.
