The Tamilaga Vettri Kazhagam (TVK) government has cancelled the Parandur airport project, leaving Tamil Nadu back at the drawing board nearly three decades after the idea of a second airport for Chennai was first mooted.
Parandur, in Kancheepuram district, had been planned over 5,846 acres, of which the government had already completed the acquisition of 1,802 acres.
Industries Minister Keerthana has said the 1,802 acres already acquired will now be put to industrial purposes.
Parandur had come the closest to hosting Chennai's second airport after the Sriperumbudur airport project, proposed in the mid-2000s, was aborted.
With Parandur now a closed chapter, every procedure for building a second airport must begin from scratch.
The Sites in the Race and the Clearances Ahead
Cheyyur in Chengalpattu district and Gummidipoondi in Tiruvallur district are the top contenders now.
Both were among the 11 locations originally considered when the search began nearly seven to eight years ago, though neither entered the later shortlist of four: Parandur, Pannur, Thiruporur and Padalam.
Discussions had been held on Pannur as well, but it is not clear whether it is still in the race.
If Cheyyur is pursued, the State government may have to obtain the approval of the Ministry of Defence, since the site could fall within airspace controlled by the Indian Air Force, Tambaram.
At Gummidipoondi, Pulicat Lake lies closer to the site, and it remains to be seen how bird movement will affect air traffic.
Sources say no decision has yet been taken on the site and that a site inspection is expected anytime.
After finalising the site, the government must request the Airports Authority of India (AAI) to carry out a pre-feasibility study and give its recommendation.
Only then will the State rope in a consultant and apply afresh for site clearance.
Building an airport at any chosen site will take a minimum of five to seven years.
Meenambakkam Becomes the Interim Plan
Because of that timeline, the State government has shifted its immediate focus to enhancing the capacity of the existing airport at Meenambakkam by constructing a T5 Terminal.
T5 is planned near the remote bays, between the main and secondary runways.
With the completion of phase 2 modernisation, which covers the T2 and T3 Terminals, the airport's capacity will rise to 35 million passengers a year.
Completing the T5 Terminal would take the handling capacity further, to 55 million passengers a year.
An elevated corridor from National Highway 32 has to be constructed to let air passengers enter T5.
Passengers and aviation experts point out that AAI projects are already reeling under delays: phase 2 modernisation's original deadline was 2022, and it is yet to be completed.
A detailed project report has to be prepared for both the T5 Terminal and the elevated corridor.
An aviation expert estimates a minimum of five years to fix the designs, call for bids and complete the process, and that only if the AAI meets all its deadlines.
The Economic Argument and What Chennai Has Lost
The aerotropolis model, which revolves around airport-led development, brings businesses, commercial complexes, residential communities and the logistics industry up in the airport's vicinity.
Ravichandran Purushothaman, chairman of the Confederation of Indian Industry (CII) Southern Region, described an airport as far more than transport infrastructure, calling it a strategic enabler of economic growth, global competitiveness, trade, tourism, investment and job creation.
The CII holds that modernising the Meenambakkam airport is only a medium-term plan for the city, and that choosing a site quickly is critical if Chennai is to retain its competitive advantage among India's leading industrial and investment destinations.
Vijay Gopalan, former chief financial officer of AirAsia India, says scrapping Parandur will prove a costly mistake that pushes Chennai's growth behind by at least 10 years, and that perceptions matter when a city competes for young talent and for Global Capability Centres (GCCs).
Dinesh K. Krishnan, national treasurer of The Air Cargo Agents Association of India, says Chennai's competitive advantage lies in its manufacturing ecosystem, but air cargo handling falls significantly short of the efficiency of the privately managed Bengaluru and Hyderabad airports.
Exporters and freight agents frequently complete customs clearance in Chennai and then move the cargo by bonded trucks to the Bengaluru airport, drawn by faster processing, lower air freight rates and operational predictability.
With professionalised terminal management, he says, the Chennai cargo facility can serve regional trade for another 10 to 15 years while long-term second-airport plans materialise.
The Uvakai Research Foundation argues in a recent report that there is scope to improve the utilisation of the existing airport before going in for another major airport.
Aviation experts counter that aircraft and cargo movement cannot increase significantly unless a second airport run by a private operator is established.
In passenger traffic, Chennai has been pushed from the third position to the fifth.
Direct flights to Paris and Tokyo are no longer available from Chennai, while Bengaluru now has direct flights to Tokyo, Paris, Amsterdam, Vietnam and the Maldives.
Frequent flyers describe the painful walk to the multi-level car park and the absence of a smooth contiguous path for trolleys, and ask for policy continuity so that a project proposed by one government is not dropped by the next.
Update, September 6: Two Sites Shortlisted, and the AAI Is Asked for a Pre-Feasibility Study
Two sites have been shortlisted for Chennai's new airport, Cheyyur in Chengalpattu district and Manellore near Gummidipoondi, and the Airports Authority of India has been asked to carry out the pre-feasibility study.
The Cheyyur site is about 40 km from the Puducherry airport, nearly 35 km from Kalpakkam and nearly 100 km from the existing airport at Meenambakkam.
The Manellore site is about 50 km from the city and about 35 km from Sriharikota.
Cheyyur will need clearance from the Ministry of Defence, because the airspace in that region is controlled by the Indian Air Force at Tambaram. A team of AAI officials will inspect both sites before the report is drafted, and it is expected in a few months.
Even with the State government pressing for speed, sources say a second airport needs a minimum of five to seven years to become a reality.
Update, September 19: The State Asks the Centre to Replace the AAI as Chennai's Airport Operator
Chief Minister C. Joseph Vijay has written to the Prime Minister asking the Centre to bring in an operator other than the Airports Authority of India for the Chennai airport. The letter was sent in August.
The State's case is that Tamil Nadu is industry friendly and is working to attract investment, so better management of the airport is of paramount importance. The letter points to passenger volume, aircraft movement and cargo volume as the measures on which the airport needs significant improvement.
The move is in substance a request to privatise the airport. Privatisation of an airport in India normally takes the form of a concession: the asset stays publicly owned while a private concessionaire operates, maintains and develops it for a fixed term and then hands it back. Ownership does not change; the right to operate does.
Charges do not follow the operator's wishes either way. The Airports Economic Regulatory Authority, created by an Act of 2008, fixes the tariff for aeronautical services at a major airport, which is the standard answer to the fear that a private operator will price as it pleases.
The stated operational grievance is that many significant decisions have to be vetted by the Authority's headquarters in New Delhi, which consumes time. Delays at the cab pick up point and the still unfinished T3 terminal are cited as the visible results.
The timing follows from the Parandur decision. A second airport at Cheyyur or Gummidipoondi will take several years to build, so the immediate priority is to expand the existing airport and to change who runs it.
Update, September 20: The State Says Airports Will Not Be Privatised, Only Maintenance Outsourced
A day after the letter to the Prime Minister was reported, the Minister for Energy and Law, C.T.R. Nirmal Kumar, said airports in the State will not be privatised, and that only their maintenance work is being handed to private hands.
The two statements can stand together, and the distinction is the point worth learning. Contracting out a service, such as housekeeping, baggage handling or upkeep of a terminal, leaves the operator in place and buys work from a vendor.
A concession is a different thing altogether. It transfers the right to operate, maintain and develop the whole airport to a private concessionaire for a fixed term, along with the revenue it earns, before the asset returns to public hands.
What the State asked the Centre for was a change of operator. What the Minister has now described is a change of contractor. Which of the two the Centre acts on is still open, and it is the difference between the two that decides who sets the airport's priorities.
Ownership is not in question in either case. The land and the terminal remain publicly owned, and aeronautical charges remain fixed by the economic regulator and not by whoever runs the airport.
Update, September 21: The Authority Answers With a Terminal Upgrade
The Airports Authority has drawn up a detailed plan for the Chennai airport, prepared after identifying passenger complaints over the past few weeks, and it comes directly after the State's letter asking the Centre to change the operator.
The plan is about wayfinding and comfort: missing or inadequate signage replaced with larger, well lit boards that also give the distance between terminals, within four months; display boards showing the live waiting time above each security queue; plastic chairs replaced with sofas; more murals reflecting the State's heritage.
It also adds workstations for passengers who want to work before boarding, accessible charging points, more greenery and better baby care rooms.
The last line of the report is the telling one. These plans must themselves be approved by the Authority's headquarters in New Delhi before they can be implemented, which is the exact delay the State cited when it asked for a change of operator.
The episode shows what is and is not at stake in the argument. A terminal upgrade improves the experience of using an airport; it does not change who decides how fast the airport can act, and that decision right is what a change of operator or a concession would move.
