Data from the Department of Science and Technology's Research and Development Statistics 2025-26 showed India's R&D spending hit 0.83 percent of GDP in 2021-22 - the first time it crossed 0.8 percent since 2009-10, after falling to a nadir of 0.64 percent in 2020-21 during the COVID slump.
India still trails major economies by a wide margin: China spends 2.4 percent of GDP on R&D, Japan 3.3 percent, the US 3.5 percent, South Korea 4.8 percent, and Israel around 5 percent.
Total R&D Spending More Than Doubles in Five Years
India's Gross Expenditure on R&D (GERD) rose from Rs 1.33 lakh crore in 2019-20 to Rs 1.27 lakh crore in 2020-21 (a COVID-year dip), then climbed sharply to Rs 1.95 lakh crore in 2021-22 (a 53 percent jump), Rs 2.13 lakh crore in 2022-23, and Rs 2.45 lakh crore in 2023-24.
Private Industry Overtakes Government Spending for the First Time
Private industry's share of India's total R&D spending rose from 38.5 percent in 2017-18 to 51.8 percent in 2023-24 - crossing 50 percent for the first time, meaning private industry now spends more on R&D than all levels of government combined. The climb was sharp in recent years: 36.4 percent (2020-21), 45.5 percent (2021-22), 48.0 percent (2022-23), then 51.8 percent (2023-24).
In absolute terms, industry's R&D spending rose from about Rs 43,800 crore in 2017-18 to Rs 88,600 crore in 2021-22 and Rs 1,26,800 crore in 2023-24, supported by a network of 2,397 DSIR-recognised in-house R&D centres as of December 2022.
Update, August 5: Among individual sectors, the Transport sector (Rs 39,137 crore) is now India's top private R&D spender, per the same Research and Development Statistics 2025-26 release.

முதன்முறையாக அரசை மிஞ்சிய தனியார் தொழில்துறை செலவு
இந்தியாவின் மொத்த R&D செலவில் தனியார் தொழில்துறையின் பங்கு, 2017-18-ல் 38.5 சதவீதத்திலிருந்து 2023-24-ல் 51.8 சதவீதமாக உயர்ந்தது - முதன்முறையாக 50 சதவீதத்தைக் கடந்தது; அரசின் அனைத்து நிலைகளையும் இணைத்ததை விட தனியார் தொழில்துறையே இப்போது அதிகம் செலவிடுகிறது என்று பொருள். சமீப ஆண்டுகளில் இவ்வுயர்வு கூர்மையாக இருந்தது: 36.4 சதவீதம் (2020-21), 45.5 சதவீதம் (2021-22), 48.0 சதவீதம் (2022-23), பின்னர் 51.8 சதவீதம் (2023-24).
