The National Statistics Office released the country's first ever National Household Travel Survey on Monday, 5 October 2026.
The survey was conducted between July 2025 and June 2026 and covered 4,92,023 households. A full year is used because travel is seasonal, and a household sample of that size is what lets a finding be broken down by State, by rural and urban, and by sex.
It measures journeys, not vehicles. A registration figure tells you what people own; a travel survey tells you what they actually use, how far they go, how long it takes and what it costs them, which is why it can see things a vehicle count cannot.
Two kinds of travel are counted separately: the overnight household journey, which is the long trip a family makes, and the daily commute to work. The two give almost opposite pictures, and that contrast is the survey's central finding.
A survey like this is the evidence base a transport plan needs. Without it, capacity is added where a department already operates rather than where people are actually travelling.
Overnight Journeys: the Bus, Not the Train
Buses are used significantly more than trains for overnight travel in India. More than half of all household overnight journeys are undertaken by bus.
The split is 55.8 per cent by bus against 17.7 per cent by inter city railways.
Railway use is significantly higher among urban households: about 22.7 per cent of urban households use rail for overnight journeys, against around 14 per cent of rural households.
70.2 per cent of overnight household trips are for social, communication and religious purposes, that is for a wedding, a funeral, a visit to family or a pilgrimage, rather than for work or business.
The policy reading is direct. If the long distance journey of the average Indian household is a bus journey undertaken for a family occasion, then road capacity, bus fleet condition and intercity bus terminals matter more to ordinary mobility than the railway timetable alone suggests.
The Daily Commute to Work
The pattern changes sharply when it comes to daily travel to work. Two wheelers are the dominant mode for workers, accounting for 42.6 per cent of journeys.
Their share rises to 52.3 per cent among urban workers, against 37.1 per cent in rural areas.
Public transport has a much smaller share of daily workforce mobility nationally: buses account for just 6.7 per cent of work trips. The same bus that carries the long journey carries almost none of the daily one.
Commuting costs differ by where a worker lives: urban workers spend Rs. 1,044 a month against Rs. 612 for rural workers.
Read together, the two findings describe a country where the long journey is collective and the daily journey is private and individually owned. A worker who cannot afford a two wheeler is therefore not simply choosing a cheaper mode; in much of India there may be no frequent bus to choose.
The Gender Gap in Mobility
Women are twice as likely as men to commute to work on foot or by public transport. Nearly 67 per cent of all women who commuted to work relied on walking, buses or other public transport, against only 33 per cent of men.
In rural areas more than half of all working women walked to their workplaces, while a large share of men depended on two wheelers. In urban areas two wheelers remained a major mode for both, but women were not solely reliant on them, using autos and cars as well.
The State pattern points to supply, not preference. The share of women walking to work rather than relying on buses was higher than the national average in the central and northeastern States, including Madhya Pradesh, Uttar Pradesh and Bihar, which the survey reads as low public transport availability.
In southern States such as Keralam, the gap between women taking buses in rural and urban areas reduced significantly, which is what a dense and reliable bus network does to the difference between living in a town and living in a village.
Women in urban areas still take slightly longer than men to commute. In at least 13 major States a higher share of men than women reached work in around 30 minutes.
Distance tells the same story: 61.9 per cent of male workers undertake work related trips of more than one kilometre, against only 41.9 per cent of women. A shorter trip is not a convenience; it narrows the set of jobs a woman can take at all.
The spending gap follows: male workers spend an average of Rs. 835 a month on commuting against Rs. 533 for female workers. Though women's commute expenditure is lower than men's in rural areas, the gap is reducing in urban areas.
The chain to carry into an answer is this: fewer buses mean a shorter trip, a shorter trip means a smaller choice of work, and a smaller choice of work means lower earnings. On this reading public transport is not only a transport question; it is a condition of women's participation in the workforce.
