Update, August 7: Agriculture Budget 2026-27 Tabled
Agriculture Minister R. Vinoth tabled the TVK government's first Agriculture Budget: ₹58,374 crore for agriculture and 20 allied departments, ₹12,713 crore more than last year. The food-grain production target is 131 lakh tonnes over 5 years (125 lakh tonnes for 2026-27 itself).
A new Tamil Nadu Soil Fertility Mission was launched: a 5-year mission with ₹600 crore total outlay (₹122 crore this year), including Soil Health Cards for about 3 lakh Farmer-ID-holding farmers.
Pradhan Mantri Fasal Bima Yojana (PMFBY) crop insurance will run across 14 clusters covering all districts in 2026-27, with ₹648.55 crore from State funds covering 36 lakh acres and 15 lakh farmers.
New farmer-welfare measures include the "Vetri Vaanmagal" scheme training 500 people (including 100 women) as drone pilots, a new Nammazhwar Award for the best organic farmer with an organic-farming diploma college named after him at Sakkottai, Thanjavur, and the Ambedkar Agricultural Assistance Scheme for SC/ST farmers (₹56.72 crore).
A Revenue Enhancement Committee chaired by former Planning Commission Deputy Chairman Montek Singh Ahluwalia is inviting public suggestions on Tamil Nadu's finances till August 11.
Update, August 6: Full Budget Figures and Major New Schemes
The Budget set total revenue receipts at ₹3,50,766 crore and total expenditure at ₹4,72,585 crore; the fiscal deficit is ₹1,21,819 crore and the revenue deficit is ₹55,775 crore. The State's outstanding debt (Revised Estimate basis) stands at ₹10.98 lakh crore, a debt-to-GSDP ratio of 27.01%. The Budget set a target to grow Tamil Nadu's economy to $1.5 trillion within 10 years.
VB-G RAM G (Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission-Gramin) replaces MGNREGS in Tamil Nadu, on a 60:40 Centre-State cost-sharing basis (Centre ₹7,586 crore, State ₹5,057 crore).
SPEED, an AI-enabled Single Platform for Efficient Expedited Development, integrates the CMDA, DTCP and local bodies for planning approvals.
MY-HOME (Metropolitan Youth and Family Housing Scheme) targets 1 lakh housing units through a public-private partnership, with ₹15,000 crore in investment plus ₹3,500 crore in Viability Gap Funding via the Tamil Nadu Shelter Fund.
Tamil Nadu announced "Arivagam," billed as India's first dedicated AI and innovation city.
Thoothukudi and Tirunelveli districts were declared a "Space Industrial Investment Zone," anchored by the Kulasekarapattinam spaceport.
The HR&CE Department received ₹708 crore, funding "Thirukudamuzhukku" consecration at 3,000 temples, restoration of 84 temple cars over 5 years, and restoration of 213 temples over 1,000 years old (about ₹418 crore); trustees have been appointed to 9,205 temples.
Chennai Metro Rail Phase II (118.9 km, ₹63,246 crore) is under construction, with three new extension proposals awaiting the Centre's approval.
Tamil Nadu's First TVK-led Coalition Budget for 2026-27
The TVK-led coalition presented Tamil Nadu's first State Budget for 2026-27. Finance Minister N. Marie Wilson presented the budget, built on the 436-proposal "Vetri Tamilagam Vision Document", themed on the Thirukkural's three ideals: Aram (virtue), Porul (wealth) and Inbam (love).
White Paper Flags Tamil Nadu's Actual Debt
A White Paper accompanying the Budget put Tamil Nadu's actual outstanding debt at ₹13.18 lakh crore (including PSU debt), and flagged a declining share of the State's Own Tax Revenue.
Revenue Augmentation Committee
A Revenue Augmentation Committee was constituted under economist Montek Singh Ahluwalia to recommend ways to boost Tamil Nadu's revenue.
New Welfare Schemes in the Budget
The Budget announced several new welfare schemes for Tamil Nadu:
The Thaaimaman Thanga Mothiram Thittam gives a one-gram gold ring to babies born in government hospitals.
The renamed Peruntahalaivar Kamarajar Breakfast Scheme has been extended to Classes VI to VIII from September.
The Singappen Special Force has been formed to tackle crimes against women and children.
200 units of free electricity will be given to consumers using up to 500 units bimonthly.
A cooperative crop-loan waiver of up to ₹75,000 was announced.
