The Committee and What It Has Been Asked to Do

  • Tamil Nadu has decided to establish a high-level Revenue Augmentation Committee, chaired by Montek Singh Ahluwalia.
  • Its brief is to recommend measures to strengthen own-tax and non-tax revenues, improve buoyancy, plug leakages and increase fiscal self-reliance.
  • The argument made for it is that the committee could matter for more than the Budget's bottom line. It offers the State a chance to do something no Indian State has yet systematically attempted: to modernise the way revenue itself is defined and managed.
  • The stake is that Tamil Nadu's record in economic growth and social development, and the public services and investment that rest on it, can only be sustained on a sustainable revenue base.

How the Revenue Base Narrowed

  • Tamil Nadu was once among India's fiscally better-managed States. Its own-tax revenue reached 9.3% of Gross State Domestic Product in 2002-03, after exceeding 10% in the early 1990s.
  • Non-tax revenue has remained the persistent weakness: only 7% of total revenue came from non-tax sources.
  • A study prepared for the 15th Finance Commission traced the erosion, finding own-tax revenue falling from close to 9% of GSDP in 2006-07 to 6.4% in 2016-17, with tax buoyancy below one in eight of the 14 years examined.
  • More recently, own-tax revenue was budgeted at around 6.2% of GSDP in 2024-25, against 6.9% in Karnataka and 8.2% in Telangana. The committee is therefore addressing a structural problem, not a passing shortfall.

What Counts as Revenue: the GFSM 2014 Framework

  • The distinction has become blurred in Indian public finance. The phrase resource mobilisation is often stretched to cover taxes and user charges alongside borrowing, official loans, green and municipal bonds, blended finance and asset monetisation. All of these provide resources, but they are economically very different.
  • The International Monetary Fund's Government Finance Statistics Manual (GFSM 2014) supplies a clear framework. Government revenue consists of taxes, social contributions, grants and other revenue, the last including fees and charges, dividends, interest, royalties and rents.
  • Borrowing is different. A market loan or bond provides cash today while creating a financial liability. It is financing, not revenue.
  • Selling an existing asset generally does not create revenue either, because it exchanges one asset for another. Recurring lease payments, royalties, concession fees, rents and dividends can be genuine non-tax revenue, but proceeds from outright asset sales generally are not.
  • This matters because a government can appear to have mobilised substantial resources without improving its underlying capacity to finance public services. Borrowing and asset sales can fund investment or ease a temporary squeeze, but they cannot permanently finance a structural gap between recurrent expenditure and revenue.
  • The proposal is that Tamil Nadu use the committee to become the first Indian State to explicitly adopt international standards for defining and presenting government revenue, with fiscal deficit and financing measures consistent with international practice and fuller reporting of arrears, guarantees, off-budget borrowing and public-enterprise finances.
  • Indian States conventionally divide revenue into own-tax revenue, own non-tax revenue, shares in central taxes, and grants from the Centre. Tamil Nadu need not abandon that system; it could publish a supplementary GFSM statement alongside its Budget, separating revenue from transactions in assets and financing.

Raising Revenue Sustainably

  • The first priority should be better tax administration rather than simply higher rates. Linking Goods and Services Tax information with registration, vehicle, property and other administrative databases can reduce evasion and improve buoyancy without increasing the burden on compliant taxpayers.
  • Non-tax revenue deserves greater attention. User charges should be periodically reviewed against costs, and so should royalties, licence and concession fees, and rents and returns from public assets.
  • State-owned enterprises should generate predictable returns through better governance and transparent dividend policies, rather than exceptional dividends used to fill annual budget gaps.
  • The inherited lesson is that borrowing to finance recurrent expenditure raises debt and interest burdens and reduces fiscal space for development, so revenue reform cannot be separated from expenditure efficiency, liabilities and fiscal risks.
  • By adopting international standards for defining and presenting revenue, Tamil Nadu could set a benchmark for other States and for the Union government.

Update, September 5

  • Economist Dr. Shanmugam put the sustainable debt to GSDP ratio for Tamil Nadu at 23%, against the present 27%, arguing for a reduction from the existing level.
  • The Review Committee headed by N.K. Singh on Fiscal Responsibility and Budget Management prescribed 20% as the prudent limit for States in general in its 2017 report; he would allow Tamil Nadu three percentage points above that, given the macroeconomic progress of recent years.
  • His sharper worry is the revenue deficit, about 1.4% of GSDP, which means nearly 50% of borrowed money is going into consumption rather than investment. He appreciated the State for holding the fiscal deficit at 3% of GSDP.
  • Tamil Nadu's ratio was 22.78% in 2019-20 and rose to 28.67% in the COVID year. Only Gujarat, Odisha and Maharashtra are below 20%, while nine States have ratios higher than Tamil Nadu's.
  • On the expenditure side he urged the government to drop outdated and unproductive welfare schemes, and to defer the promised increase in the monthly assistance under Magalir Urimai Thogai until fiscal consolidation is achieved.

Update, September 7: The Committee Becomes the Model as the State Planning Commission Faces Abolition

  • The government is looking to wind up the Tamil Nadu State Planning Commission, a body created 55 years ago, and this committee is being cited as the form of expert advice it prefers instead.
  • The posts of Vice-Chairperson and full-time members have not been filled since the previous team resigned, and the Commission now has only an IAS officer as Member-Secretary. By convention the incumbent Chief Minister is its ex-officio Chairperson, with the Chief Secretary and the Finance Secretary among the ex-officio members.
  • The intention, an official says, is to abolish the concept of a planning commission itself. Since the body's contribution is confined to policy inputs, the government prefers subject specific committees of experts, of which the committee headed by Montek Singh Ahluwalia on own tax and non-tax revenues, buoyancy, leakages and fiscal self reliance is the standing example.
  • The wider shift is that after the economic liberalisation of the early 1990s the relevance of planning commissions at the Centre and in the States narrowed. The Union Planning Commission was replaced by NITI Aayog in January 2015. Neither was ever a constitutional body; the constitutional channel for resource transfer to the States is the Finance Commission under Article 280.

  • வரி அல்லாத வருவாயே தொடர்ந்து பலவீனமாக உள்ளது: மொத்த வருவாயில் 7 சதவீதம் மட்டுமே வரி அல்லாத ஆதாரங்களில் இருந்து வந்தது.

வருவாய் என்பது எது: GFSM 2014 கட்டமைப்பு

  • இந்தியப் பொதுநிதியியலில் இந்த வேறுபாடு மங்கிவிட்டது. வள திரட்டல் என்ற சொல், வரிகள், பயனர் கட்டணங்களுடன் கடன் வாங்குதல், அரசுமுறைக் கடன்கள், பசுமை மற்றும் நகராட்சிப் பத்திரங்கள், கலப்பு நிதி, சொத்து பணமாக்கல் ஆகியவற்றையும் உள்ளடக்க நீட்டப்படுகிறது. இவை அனைத்தும் வளங்களைத் தந்தாலும், பொருளாதார ரீதியாக மிகவும் வேறுபட்டவை.
  • சர்வதேச நாணய நிதியத்தின் அரசு நிதிப் புள்ளிவிவர கையேடு (GFSM 2014) தெளிவான கட்டமைப்பை அளிக்கிறது. அரசு வருவாய் என்பது வரிகள், சமூகப் பங்களிப்புகள், மானியங்கள் மற்றும் பிற வருவாய்; கடைசியில் கட்டணங்கள், பங்காதாயம், வட்டி, உரிமத் தொகை, வாடகை ஆகியவை அடங்கும்.

  • இருக்கும் சொத்தை விற்பதும் பொதுவாக வருவாயை உருவாக்குவதில்லை, ஏனெனில் அது ஒரு சொத்தை மற்றொன்றாக மாற்றுகிறது. தொடர் குத்தகைத் தொகை, உரிமத் தொகை, சலுகைக் கட்டணம், வாடகை, பங்காதாயம் ஆகியவை உண்மையான வரி அல்லாத வருவாயாக இருக்கலாம்; ஆனால் சொத்துகளை நேரடியாக விற்று வரும் தொகை பொதுவாக அப்படி அல்ல.
  • இது ஏன் முக்கியம் என்றால், பொதுச் சேவைகளுக்கு நிதியளிக்கும் தனது அடிப்படைத் திறனை மேம்படுத்தாமலேயே ஓர் அரசு பெரும் வளங்களைத் திரட்டியதாகத் தோன்ற முடியும். கடனும் சொத்து விற்பனையும் முதலீட்டுக்கு நிதியளிக்கலாம், தற்காலிக நெருக்கடியைத் தளர்த்தலாம்; ஆனால் தொடர்ச் செலவுக்கும் வருவாய்க்கும் இடையிலான கட்டமைப்பு இடைவெளியை நிரந்தரமாக நிரப்ப முடியாது.
  • அரசு வருவாயை வரையறுத்து முன்வைப்பதில் சர்வதேசத் தரங்களை வெளிப்படையாக ஏற்கும் முதல் இந்திய மாநிலமாக தமிழ்நாடு மாற இக்குழுவைப் பயன்படுத்த வேண்டும் என்பது முன்மொழிவு; நிதிப் பற்றாக்குறை மற்றும் நிதியளிப்பு அளவீடுகள் சர்வதேச நடைமுறைக்கு இணங்க இருக்க வேண்டும், நிலுவைத் தொகைகள், உத்தரவாதங்கள், நிதிநிலை அறிக்கைக்கு வெளியிலான கடன், பொது நிறுவனங்களின் நிதிநிலை ஆகியவை முழுமையாக அறிக்கையிடப்பட வேண்டும்.
  • இந்திய மாநிலங்கள் வழக்கமாக வருவாயை சொந்த வரி வருவாய், சொந்த வரி அல்லாத வருவாய், மத்திய வரிகளில் பங்கு, மத்திய அரசின் மானியங்கள் எனப் பிரிக்கின்றன. தமிழ்நாடு அம்முறையைக் கைவிட வேண்டியதில்லை; நிதிநிலை அறிக்கையுடன் ஒரு துணை GFSM அறிக்கையை வெளியிடலாம், அதில் வருவாயையும் சொத்து மற்றும் நிதியளிப்புப் பரிவர்த்தனைகளையும் தனித்தனியே காட்டலாம்.

வருவாயை நிலையான முறையில் உயர்த்துதல்

  • முதல் முன்னுரிமை வரி விகிதங்களை உயர்த்துவதை விட வரி நிர்வாகத்தை மேம்படுத்துவதே. சரக்கு மற்றும் சேவை வரித் தகவல்களை பதிவு, வாகனம், சொத்து உள்ளிட்ட நிர்வாகத் தரவுத் தளங்களுடன் இணைப்பது, விதிகளைப் பின்பற்றும் வரி செலுத்துவோரின் சுமையை அதிகரிக்காமல் ஏய்ப்பைக் குறைத்து மீள்திறனை மேம்படுத்தும்.
  • வரி அல்லாத வருவாய் அதிகக் கவனம் பெற வேண்டும். பயனர் கட்டணங்கள் செலவுகளுடன் ஒப்பிட்டு அவ்வப்போது மறுபரிசீலனை செய்யப்பட வேண்டும்; அதேபோல் உரிமத் தொகை, உரிமம் மற்றும் சலுகைக் கட்டணங்கள், பொதுச் சொத்துகளின் வாடகையும் வருவாயும் மறுபரிசீலனை செய்யப்பட வேண்டும்.
  • அரசுக்குச் சொந்தமான நிறுவனங்கள் கணிக்கத்தக்க வருவாயை ஈட்ட வேண்டும்; இது சிறந்த நிர்வாகத்தாலும் வெளிப்படையான பங்காதாயக் கொள்கைகளாலும் வர வேண்டுமே தவிர, ஆண்டு நிதி இடைவெளியை நிரப்ப வழங்கப்படும் விதிவிலக்கான பங்காதாயங்களால் அல்ல.

செப்டம்பர் 5 நிலவரம்

  • பொருளாதார அறிஞர் டாக்டர் சண்முகம், தமிழ்நாட்டுக்கு நிலைத்தன்மை உள்ள கடன்-மொத்த மாநில உற்பத்தி விகிதம் 23% என, தற்போதைய 27%-க்கு எதிராகக் கூறி, தற்போதைய அளவைக் குறைக்க வேண்டும் என வாதிட்டார்.
  • என்.கே. சிங் தலைமையிலான நிதிப் பொறுப்பு, வரவு செலவுத் திட்ட மேலாண்மை மறுஆய்வுக் குழு, தன் 2017 அறிக்கையில் மாநிலங்களுக்குப் பொதுவாக 20% என்பதே விவேகமான வரம்பு எனப் பரிந்துரைத்தது; சமீப ஆண்டுகளின் பொருளாதார முன்னேற்றத்தைக் கருதி அதற்கு மேல் தமிழ்நாட்டுக்கு மூன்று சதவீதப் புள்ளிகள் சலுகை அவர் அளிக்கிறார்.

புதுப்பிப்பு, செப்டம்பர் 7: மாநிலத் திட்டக் குழு ஒழிக்கப்படும் நிலையில் இக்குழுவே முன்மாதிரி

  • 55 ஆண்டுகளுக்கு முன் உருவாக்கப்பட்ட தமிழ்நாடு மாநிலத் திட்டக் குழுவைக் கலைக்க அரசு பார்க்கிறது; அதற்குப் பதிலாக அது விரும்பும் நிபுணர் ஆலோசனை வடிவமாக இக்குழுவே சுட்டப்படுகிறது.
  • முந்தைய குழுவினர் பதவி விலகியதிலிருந்து துணைத் தலைவர், முழு நேர உறுப்பினர் பணியிடங்கள் நிரப்பப்படவில்லை; தற்போது உறுப்பினர் செயலாளராக ஒரு இந்திய ஆட்சிப்பணி அலுவலர் மட்டுமே உள்ளார். மரபின்படி பதவியில் உள்ள முதலமைச்சரே அதன் பதவி வழி தலைவர்; தலைமைச் செயலாளரும் நிதிச் செயலாளரும் பதவி வழி உறுப்பினர்களுள் அடங்குவர்.
  • திட்டக் குழு என்ற கருத்தாக்கத்தையே ஒழிப்பதுதான் நோக்கம் என ஓர் அலுவலர் கூறுகிறார். அக்குழுவின் பங்களிப்பு கொள்கை உள்ளீடுகளோடு நின்றுவிடுவதால், நிபுணர்கள் அடங்கிய பொருள் சார்ந்த குழுக்களையே அரசு விரும்புகிறது; சொந்த வரி, வரி அல்லாத வருவாய்கள், மீள்திறன், கசிவுகள், நிதி தன்னிறைவு குறித்து மாண்டேக் சிங் அலுவாலியா தலைமையிலான இக்குழுவே அதற்கு நிற்கும் எடுத்துக்காட்டு.
  • பரந்த மாற்றம் இதுதான்: 1990 களின் தொடக்கத்தில் பொருளாதாரத் தாராளமயமாக்கலுக்குப் பின், ஒன்றியத்திலும் மாநிலங்களிலும் திட்டக் குழுக்களின் பொருத்தப்பாடு சுருங்கியது. ஒன்றியத் திட்டக் குழு 2015 ஜனவரியில் நிதி ஆயோக் ஆல் மாற்றப்பட்டது. இரண்டுமே ஒருபோதும் அரசியலமைப்பு அமைப்புகள் அல்ல; மாநிலங்களுக்கு வளம் பகிரும் அரசியலமைப்பு வழி உறுப்புரை 280 இன் கீழ் அமையும் நிதிக் குழுவே.
