On the same day (August 10, 2026), two opposite developments played out over Tamil Thai Vazhthu's protocol placement: the Tamil Nadu Assembly unanimously resolved that it must be sung first at official events, while a Madras High Court petition sought a direction that it be sung last, after Vande Mataram and the National Anthem.
The Assembly Resolution: Sung First
On the 4th day of the Assembly's budget session, Chief Minister C. Joseph Vijay moved a resolution making it compulsory for Tamil Thai Vazhthu to be sung first, before any other song, at events of all educational institutions, universities, government offices and public-sector bodies in Tamil Nadu. It was passed unanimously by voice vote.
The CM's stated trigger: the Union Home Ministry's January 28 circular on protocol at government functions did not address the state song's placement, so the CM wrote to the Prime Minister on July 9 asking that Tamil Thai Vazhthu be sung first. Having received no clear response, the government moved the Assembly resolution instead.
The Madras High Court Case: A Push for It to Be Sung Last
The same day, in a Public Interest Litigation filed by Ananya Radhakrishnan, the Madras High Court was asked to direct that Tamil Thai Vazhthu be sung last, after both Vande Mataram and the National Anthem.
The Union government's counsel told the court that its January 28 circular only mandates that Vande Mataram be sung first, followed by the National Anthem - it does not direct that a state song be sung last. The case was adjourned to the following week before a Bench led by Chief Justice S.A. Dharmadhikari.
Historical Background
Tamil Thai Vazhthu was written by Manonmaniam Sundaram Pillai in 1891, as part of his play "Manonmaniam".
A November 23, 1970 Government Order first made it compulsory to sing Tamil Thai Vazhthu at government events.
A separate December 12, 2021 Government Order formally gave it recognition as Tamil Nadu's State Song.
