A palayam was a tract of territory held by a chieftain called a Palayakkarar, which the English anglicised as Poligar. The holder was not a landlord but a military tenant.
The arrangement took its settled form under the Madurai Nayakas, whose kingdom is traditionally described as divided into seventy-two palayams. In return for the land, the holder kept a body of troops, policed his tract and paid an annual tribute.
The tribute, not the land, is the heart of the story. A Palayakkarar who paid was left to govern; one who did not was treated as a defaulter, and the force sent against him was a revenue measure in form and a war in substance.
When the English East India Company acquired the revenues of the Carnatic, it inherited the right to that tribute. It also brought a different idea of what the payment meant: to the Company an arrear to be collected, to the chieftain a token of a relationship between near equals.
That mismatch, more than any single quarrel, is what turned a settled fiscal custom into the Polygar Wars of the far south.
Panchalankurichi and the Refusal
Veerapandiya Kattabomman, born in 1760, was the Palayakkarar of Panchalankurichi, in what is now Thoothukudi district. He succeeded to the palayam in 1790.
He refused to pay the arrears of tribute the Company demanded, and refused to accept that the demand could be enforced on him at all.
The breaking point came at Ramanathapuram in 1798, where the Collector, Jackson, summoned him. The meeting ended in violence, and Kattabomman's minister Thanapathi Pillai was killed. Kattabomman escaped.
The Company's own inquiry found Jackson's conduct improper and he was removed, but the demand itself was not withdrawn. The refusal and the demand both stood.
In 1799 the Company sent a force under Major Bannerman, which besieged and took the fort at Panchalankurichi. Kattabomman got away into the forests.
He was taken after the ruler of Pudukkottai, with whom he had sought shelter, gave him up to the Company.
Kayathar, 16 October 1799
He was tried by the Company and hanged at Kayathar, in what is now Tirunelveli district, on 16 October 1799. That is the date observed as his memorial day.
The execution was staged in front of the assembled Palayakkarars of the region. The point of that audience was deterrence: the Company wanted every other chieftain to watch what refusal cost.
It had the opposite effect. The spectacle turned a revenue defaulter into a symbol, and the memory of Kayathar is what later rebellions in the south drew on.
The fort at Panchalankurichi was demolished after his death. A memorial fort now stands on the site, and a memorial marks the execution ground at Kayathar.
What Followed, and Why the Date Matters
His brother Oomaithurai, so called because he could not speak, survived, was imprisoned, escaped from Palayamkottai and rebuilt the fort at Panchalankurichi.
In 1801 he joined the Marudhu Pandiyar brothers of Sivagangai in the Second Polygar War, a far wider rising than the first.
That rising produced the Tiruchirappalli Proclamation of 1801, issued by the Marudhu Pandiyars and affixed to the walls of the Rockfort temple, which called on the people of the country to turn against Company rule. It is read as one of the earliest such public calls in India.
Oomaithurai was captured and executed at Panchalankurichi in 1801, and the Polygar Wars ran on to about 1805, after which the palayam system in the south was dismantled.
The chronology is the examinable point. The resistance in the far south came before the revolt of 1857, which is why the Polygar Wars are read as an early armed challenge to Company rule rather than as a local tax dispute.
On the memorial day this week, Vice-President C.P. Radhakrishnan paid floral tribute to his portrait at the Vice-President's residence, and the Governor of Tamil Nadu, Rajendra Vishwanath Arlekar, paid tribute in a post, calling the refusal to bow to colonial power an enduring symbol of valour and self-respect.
