Surface thinning accelerated from about 0.22 metres/year (2000-05) to about 0.57 metres/year (2015-20); thinner ice reduces the glacier's "driving stress," slowing ice transport, while the concept of "peak water" describes glacier melt temporarily boosting river flow before long-term meltwater contribution declines.
Similar glacier slowdowns have been reported in the Alps, Alaska, Canadian Arctic, Andes and Tibetan plateau; the study's major long-term implication is reduced summer flows in the Indus basin, which depends heavily on glacier melt.

Deepak Dhar Wins ICTP Dirac Medal 2026 for Statistical Physics

Theoretical physicist Deepak Dhar (formerly TIFR and IISER Pune; since 2024 INSA Distinguished Professor at ICTS Bengaluru) shares the 2026 ICTP Dirac Medal with Bernard Derrida, Marc Mezard and Haim Sompolinsky for contributions to statistical physics.
He is known for the "Abelian sandpile" model (with Ramakrishna Ramaswamy), a mathematical formalisation of "self-organised criticality" used to model phenomena such as earthquakes, forest fires and neural avalanches.
He is only the second Indian to win the Dirac Medal, after string theorist Ashoke Sen (2012); his earlier honours include the Shanti Swarup Bhatnagar Prize (1991), the TWAS Prize (2002), the Padma Bhushan (2023) and the Boltzmann Medal (2022), shared with Nobel laureate John Hopfield.

NASA Invites ISRO to Join Moon Base Programme

The invitation was extended at the 9th meeting of the India-US Civil Space Joint Working Group (CSJWG) in Bengaluru, building on the Artemis Accords partnership and the NASA-ISRO NISAR satellite mission.
The programme aims to establish humanity's first outpost near the Moon's South Pole; it also builds on the earlier "TRUST" (Transforming Relationship Utilizing Strategic Technology) framework covering AI, semiconductors, quantum, biotech, energy and space.

Indian Railways to Deploy AI Cameras at Level Crossings

Indian Railways will deploy solar-powered AI surveillance cameras at non-interlocked level-crossing gates, ordered after the July 8, 2025 Cuddalore, Tamil Nadu accident that killed three schoolchildren.
These cameras will send real-time alerts to Station Masters if a level-crossing gate stays open beyond the required time.

MP Raises Kudankulam Nuclear Plant Cybersecurity Concern in Parliament

Cauvery Water Management Authority Orders Karnataka to Release 12,000 Cusecs/Day for 15 Days

The Cauvery Water Management Authority (CWMA), chaired by Saumitra Kumar Haldar, met in New Delhi on August 11 (after the Cauvery Water Regulation Committee (CWRC), chaired by Vineet Gupta, met earlier the same day) and directed Karnataka to release Cauvery water to Tamil Nadu at 12,000 cusecs/day for 15 days from August 12 (about 15 TMC total).
CWMA implements the Cauvery Water Disputes Tribunal (CWDT) award as modified by the Supreme Court.
Karnataka had not complied with an earlier CWRC recommendation (July 28, 4.5 TMC at 3,500 cusecs/day); Tamil Nadu's Supreme Court petition is listed for hearing on August 13.

Tribunal Reforms Bill 2026 Creates National Tribunals Commission

Parliament passed the Tribunal Reforms Bill 2026 (Lok Sabha August 10, Rajya Sabha August 11, by voice vote, piloted by Law Minister Arjun Ram Meghwal), creating the National Tribunals Commission (NTC), first recommended by the Supreme Court in Rojer Mathew vs Union of India (2019).
The Bill restores 5-year terms for tribunal members, uniform service conditions, and a National Tribunals Data Grid; it traces through the S.P. Sampath Kumar (1987), L. Chandra Kumar (1997) and Madras Bar Association (2025) judgments.
The Centre still appoints NTC members, consulting the Chief Justice of India only for the chairperson and judicial members.

Vande Mataram Act Gives It Legal Parity with the National Anthem

President Droupadi Murmu gave assent (August 11, 2026) to the Prevention of Insults to National Honour (Amendment) Act, 2026, passed by Rajya Sabha (July 29) and Lok Sabha (July 30).
The Act criminalises intentional disruption or prevention of the singing of Vande Mataram, with up to 3 years' imprisonment plus fine, giving it the same legal protection as the National Anthem, Jana Gana Mana.
Per a January 28, 2026 Home Ministry protocol order, all six stanzas (about 3 minutes 10 seconds) must be sung in full at official events, before the National Anthem; it will be sung for the first time under this order at the Red Fort Independence Day event on August 15, 2026.

FCRA Amendment Bill Gives Sweeping Powers Over NGO Assets, Centre Open to JPC Referral

The FCRA (Regulation) Amendment Bill 2026, introduced in the Lok Sabha on March 25, 2026, would give a designated authority sweeping powers over the land, funds and assets of churches and NGOs whose FCRA registration is cancelled or not renewed, without judicial oversight.
Assets of organisations with lapsed certificates could go to the Consolidated Fund of India.
Amid protests, the Centre indicated on August 11 that it is open to referring the Bill to a Joint Parliamentary Committee (JPC).

Tamil Nadu Assembly Resolves to Freeze Lok Sabha Strength at 543, Seek 33% Women's Reservation

The Tamil Nadu Assembly, moved by Chief Minister C. Joseph Vijay on August 12, resolved to urge the Centre to permanently freeze Lok Sabha's total strength at 543 seats and reserve one-third of Lok Sabha/Assembly seats for women in future elections.
The resolution follows a Chief Minister-convened all-party MPs' meeting on August 8 (19 MPs attended; DMK and AIADMK boycotted, alleging no similar all-party meeting was called on Cauvery).
The Centre has separately agreed to 3 of Tamil Nadu's earlier demands: extending the constitutional freeze on seats (based on the 1971 Census) for 25 more years, a uniform 50% increase in Lok Sabha seats for all States, and a Schedule fixing per-State seat numbers.

Mecca Pact: MEA Says India Examining Implications for National Security

Saudi Arabia, Turkiye and Pakistan signed a mutual defence agreement in Mecca on August 7, 2026, under which an attack on one is treated as an attack on all three.
India's Ministry of External Affairs (spokesperson Randhir Jaiswal) said India is examining the pact's implications for its national security and regional peace and stability.
MEA reiterated that India remains "fully committed to safeguarding its national interests."

Madras High Court Orders Removal of Caste Names from Street and Road Names

Justice N. Ramesh, in his first order as a Madras High Court judge, directed the State to enforce a 1978 Government Order (along with subsequent 2018 directions) removing caste references from street and road names.
The order followed a Namakkal bail-plea FIR that revealed a caste name in a street's name.
The Court also ordered that a suo motu case on the issue be placed before the Chief Justice.

The Tamil Nadu Advance Medical Directive Guidelines, 2026 implement the Supreme Court's Common Cause vs Union of India judgment on passive euthanasia.
Every adult can execute an Advance Medical Directive (AMD) naming a guardian; withdrawal of treatment needs certification of incapacity by the treating institution's Primary and Secondary Medical Boards, each with members of 5 or more years' experience.
A Judicial Magistrate First Class is the final recourse if the Secondary Medical Board refuses to allow withdrawal of treatment.

Centre's Task Force Recommends Raising SC/ST Atrocities Relief Amounts

The Centre's internal task force has recommended raising relief and rehabilitation amounts under the SC/ST (Prevention of Atrocities) Act, last revised in 2016, currently ranging from Rs 85,000 to Rs 8.25 lakh, to account for inflation.
The task force also proposed counselling for both accused and victims, and State/UT-level relief and rehabilitation cells.
It recommended that FIRs and chargesheets against government officials be sent within 24 hours.

JNV Case: Tamil Nadu Moves Supreme Court Citing State's Rights over Land and Education

The Tamil Nadu government filed a fresh Supreme Court petition on August 7 seeking to recall a December 15, 2025 interim order directing it to identify land for Jawahar Navodaya Vidyalayas (JNVs) in every district.
Tamil Nadu argues that land and education are State subjects and no central law compels a State to host JNVs, citing the Tamil Nadu Tamil Medium Learning Act, 2006.
Background: the Madras High Court's Madurai bench ordered Tamil Nadu in 2017 to open JNVs; the Supreme Court stayed that order in December 2017 and vacated the stay on December 15, 2025.

New Central Scheme 'VB-G RAM G' Replaces MGNREGA; Tamil Nadu Gets Rs 5,057 Crore Share

Madras HC Upholds Using Temple (HR&CE) Funds for College Building
