ICAR National Research Centre for Banana, Tiruchirappalli, releases two new varieties: Kaveri Thangam and Kaveri Naadan

  • The two varieties were released on August 21, 2026 by the ICAR National Research Centre for Banana (NRCB) at Thayanur, Tiruchirappalli district, during its 33rd Foundation Day and Farmers' Day function; Director R. Selvarajan made the announcement. The centre has released 9 new banana varieties in its 33 years; an exhibition displayed more than 150 banana varieties, value-added products and tissue-culture plantlets.
  • Kaveri Thangam is a biofortified, pro-vitamin A rich variety with 1,000 micrograms of pro-vitamin A per 100 g of fruit pulp, about 10 times more than normal varieties; eating 5 fruits meets a person's recommended daily pro-vitamin A need.
  • Kaveri Naadan belongs to the green Naadan type; it gives double the yield of usual varieties, up to 75 tonnes per hectare.
  • Farmers at 35 locations in Tamil Nadu and 112 farmers across India have trial-grown the varieties; formal release will be through the State Variety Release Committee in December and the Central Variety Release Committee in April 2027, followed by nationwide marketing. The Director flagged this year's Super El Nino as a major challenge for banana and all crops, with quality seed selection and water management as safeguards.

14th BRICS Science, Technology and Innovation Ministerial Meeting begins in Chennai

  • The 14th BRICS Science, Technology and Innovation (STI) Ministerial Meeting began in Chennai; it was inaugurated by Union Minister of State for Science and Technology Jitendra Singh, who said India is growing strongly in science, technology and innovation.
  • The theme of India's 2026 BRICS Presidency is "Building for Resilience, Innovation, Cooperation and Sustainability"; Indian initiatives cited include the National Quantum Mission, BioE3 Policy, National Geospatial Policy and the Digital Public Infrastructure ecosystem.

Tau therapy cited as a breakthrough for early dementia at healthy-ageing webinar

  • At a wellness webinar held with Kauvery Hospital to mark World Senior Citizen's Day (August 21), experts said the new "tau therapy" medication can slow or postpone the transition to dementia when used in early dementia; pseudo-dementia caused by depression or worry is hard for caregivers to distinguish from true dementia.
  • The most common age-related musculoskeletal conditions named: sarcopenia, osteoporosis and osteoarthritis. For healthy ageing, experts recommended an anti-inflammatory diet with adequate protein, Vitamin D and calcium, along with weight-bearing, strength, stability and balance exercises.

National workshop on Integrative Mental Health held in Chennai

  • A two-day national workshop on Integrative Mental Health was organised by Buddhi Clinic, Chennai, with experts from NIMHANS Bengaluru and PGIMER Chandigarh; B.N. Gangadhar, distinguished scientist-AYUSH and former director of NIMHANS, spoke.
  • NIMHANS runs an integrative medicine health model combining modern biomedicine with traditional systems; in Tamil Nadu the relevant traditional system is Siddha (against Ayurveda elsewhere).

How Chennai's coastline evolved: Marina Beach formed after 19th-century harbour construction

  • Marina Beach, among the world's longest beaches, formed gradually over a century by sediment deposition after the construction of Chennai harbour in the 19th century; the breakwaters trapped sand to the south of the harbour but starved the northern coast, causing erosion in North Chennai.
  • Later port infrastructure, Kamarajar Port and then Kattupalli, added more breakwaters to the already altered shoreline; rising sea levels, intense storms and development now put pressure on the modified coastline.
  • Madraspatnam was established by the English in the 17th century between the Cooum and Adyar rivers, near the older settlement of Mylapore, growing around Fort St. George.

Ennore fish kill: fall in dissolved oxygen identified as the primary cause

  • On the mass fish death at the mouth of the Kosasthalaiyar river at Ennore, Chennai, the Assembly was informed that inspections were carried out at 5 spots including the river mouth and the railway bridge; the primary cause identified was a fall in dissolved oxygen in the water, not industrial effluent, though sewage mixing may have contributed.
  • 2,150 kg of dead fish were removed; an expert committee will give a detailed report in 10 days.

Madras High Court orders ₹5 crore per district from the District Mineral Fund for seemai karuvelam removal

  • The Madras High Court's special green bench of Justices N. Sathish Kumar and K. Rajasekar, hearing the case for eradication of the invasive seemai karuvelam (Prosopis juliflora), ordered every district collector to immediately allocate ₹5 crore from the District Mineral Fund for removal works.
  • The bench condemned officials' delay tactics; retired Justice V. Bharathidasan, appointed to monitor removal in the northern districts, said no official had contacted him and no progress was visible; the court noted that waterbodies are full of seemai karuvelam in the monsoon season and that there is no water management at all.

Anaikatti forest area: High Court orders immediate closure of 8 unauthorised private resorts

  • The same special green bench ordered the Coimbatore collector to immediately close 8 private resorts functioning without any approval in Veerapandi village panchayat in the Anaikatti forest area, Coimbatore district, on a wildlife activist's petition; a collector-headed committee found 10 resorts operating there, of which only 2 obtained permission last month.
  • The licences of the 2 permitted resorts are to be examined and reported; the hearing was adjourned to September 18. The area carries a Western Ghats and elephant-corridor ecology angle.

Indo-Pacific maritime chokepoints and the Quad's new maritime surveillance collaboration

  • The Indo-Pacific carries nearly $7 trillion in trade annually; key maritime chokepoints named: the Straits of Malacca, Lombok and Sunda, the Strait of Hormuz, Bab-el-Mandeb and the Mozambique Channel.

NGT issues notice to the Centre over redefinition of the Ganga floodplain

  • The National Green Tribunal (NGT) bench of Chairperson Justice Prakash Shrivastava and Expert Member Afroz Ahmad issued notice to the Centre over a Jal Shakti Ministry amendment to the River Ganga (Rejuvenation, Protection and Management) Authorities Order, 2016, notified by the National Mission for Clean Ganga; the next hearing is on October 27 and the amendment has not been stayed.

Great Nicobar: Expression of Interest for a data centre project issued and withdrawn

  • The Andaman and Nicobar Islands administration issued and then withdrew an Expression of Interest for a data centre project on Great Nicobar; the island's local Tribal Council opposes the mega infrastructure project and cases against its clearances are before the Calcutta High Court.

Supreme Court trims the legal-practice requirement for judicial service from 3 years to 1 year

  • The Supreme Court, by a 2:1 majority (Chief Justice of India Surya Kant and Justice A.G. Masih; Justice Vinod Chandran dissenting), upheld its May 2025 judgment mandating prior legal practice for entry into judicial service, but cut the requirement from 3 years to 1 year.
  • Successful applicants with one year's practice will undergo one-year intensive training at the State judicial academy, followed by a final year of law clerkship with senior judicial officers and High Court judges; the rule takes effect in earnest from April 1, 2027.
  • Candidates who applied for Civil Judge (Junior Division) posts in the interregnum are deemed to have completed the one-year practice; no certificates of proof of practice are required. The dissent held that experience at the Bar is essential for students right out of college.

MGNREGA repealed and replaced by the VB-G RAM G Act; Supreme Court calls the old scheme salutary

  • The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) has been repealed; its successor is the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin), the VB-G RAM G Act.
  • Under the new law, guaranteed work days rose from 100 to 125 per household annually, while the Centre:State funding ratio shifted from 90:10 to 60:40, tripling the States' burden; civil rights groups claim a 50% decline in employment generation and a shift from a demand-driven, rights-based framework to a centrally controlled model.
  • A 3-judge Bench headed by Chief Justice of India Surya Kant, with Justices Joymalya Bagchi and V. Mohana, hearing activist Aruna Roy's petition on delayed MGNREGA wages, called MGNREGA a "salutary scheme, neither a freebie nor exploitation".

Facial recognition surveillance at protests: no statute governs its use in India

  • A police affidavit to the Supreme Court admitted deploying at a protest site AI-enabled facial recognition cameras scanning faces in real time against a database, a mobile surveillance van, a command-and-control vehicle, smart spectacles for identifying people on the move, drones and videographers; the van and spectacles were operated by private contractors.
  • No statute currently governs the use of facial recognition systems in India; the Digital Personal Data Protection Act's data-processing obligations are not yet in force and the Act makes broad exemptions for state agencies.
  • NCRB's Automated Facial Recognition System (AFRS) may be used to identify criminals and unidentified bodies; the Criminal Procedure (Identification) Act, 2022 expanded the records the police may collect, but only from specified persons.
  • State interference with the right to privacy must pass the proportionality test (legitimate objective, least restrictive means); indiscriminate facial recognition has a chilling effect on the right to protest.

Delimitation: State's stand on the freeze of 543 Lok Sabha seats reiterated

  • Tamil Nadu's position, stated in the Assembly: a freeze on the current 543 Lok Sabha seats, as done through special laws on the 1971 population basis under Indira Gandhi and Atal Bihari Vajpayee; the slogan is "freeze delimitation, not fair delimitation"; the Assembly resolution of August 12, 2026 demanded the freeze.
  • Tamil Nadu currently holds 7.18% of Lok Sabha seats (39 MPs); if the 25-year freeze is not extended before December 2026, a new central law is needed, since delimitation based on the new Census could reduce the State's seats; a projection of 59 seats for the State after delimitation was also cited in the Assembly debate.
  • The stand follows the 31st Southern Zonal Council meeting at Mamallapuram (August 20-21), presided over by Union Home Minister Amit Shah, where the State also said the legitimate rights of lower riparian States and livelihoods depending on assured river flows must be protected.

Nine-judge Bench: 1978 definition of 'industry' will not apply to the Industrial Relations Code

  • A nine-judge Bench of the Supreme Court held that the expansive definition of 'industry' from the 1978 Bangalore Water Supply-era judgment will not apply to the new Industrial Relations Code, which replaced the Industrial Disputes Act.

Madras High Court seeks a report on 14 State universities functioning without Vice-Chancellors

  • The Madurai Bench of the Madras High Court (Justice B. Pugalendhi) sought a report from the Higher Education Department Secretary on 14 State universities that have had no Vice-Chancellors for several years; most are run by in-charge Registrars, with decisions taken by a Convenor Committee.
  • The case arose from a petition challenging the appointment of the in-charge Registrar of Madurai Kamaraj University; the university said the charge is purely temporary and the notification for a regular Registrar was issued on June 2.

NGT orders the TN State Legal Services Authority to refund Vedanta's ₹2.5 crore Sterlite-case deposit

  • The NGT Principal Bench (Chairperson Justice Prakash Shrivastava and expert member Afroz Ahmad) ordered the Tamil Nadu State Legal Services Authority (TNSLSA) to immediately return the ₹2.5 crore deposited by Vedanta, closing the case.
  • NGT's December 15, 2018 order in the Thoothukudi Sterlite matter had directed Vedanta to deposit ₹2.5 crore with the TNSLSA for creating environmental awareness in the Thoothukudi region; Vedanta deposited it on January 24, 2019; the Supreme Court later set aside that 2018 order, so the deposit's legal basis vanished.
  • The Sterlite copper smelter was permanently closed in May 2018 after 13 people died in police firing during the anti-Sterlite protests; the Supreme Court confirmed the closure, dismissing Vedanta's review over continued environmental violations.

Madras High Court: uninterrupted power to the judiciary and public services is a public purpose

  • A Bench of Chief Justice S.A. Dharmadhikari and Justice G. Arulmurugan, hearing a plea to take back the vacant portion of High Court campus land given to the electricity board in 1990 for court buildings and parking, observed that providing uninterrupted electricity to the judiciary and key public-service institutions is itself a public-welfare purpose; a substation with additional capacity functions on the land.

  • The Assembly cautioned that portions expunged from Assembly proceedings are being circulated as social media reels; publishing anything other than the official record is a breach of privilege and will attract action.

Union government: reservation ensures representation, not poverty alleviation

  • The Union government restated that reservation for SCs, STs and OBCs is not a poverty-alleviation scheme but a scheme to ensure representation for marginalised communities; the Centre also told the Supreme Court it is rethinking the 2026 UGC equity regulations.

National Commission for Safai Karmacharis to launch a missed-call grievance facility

  • The National Commission for Safai Karmacharis (NCSK) will launch a missed-call grievance facility for sanitation workers on its foundation day, August 23; it is also working on regularising contract workers.

Energy Department "Vision 2031": 50% renewable energy in the State's mix by 2031

  • The Energy Minister announced "Vision 2031" in the Assembly: a 50% renewable energy share in the State's energy mix by 2031, reduction of aggregate technical and commercial (AT&C) losses to 10%, and expansion of EV charging infrastructure and rooftop solar.
  • TNPDCL (Tamil Nadu Power Distribution Corporation Ltd) will give 50,000 new agriculture power connections this financial year; new single-phase house connections will be given without field inspection, purely on the applicant's self-declaration; 2,558 vacancies in the distribution corporation will be filled through direct recruitment, and 10,000 workers engaged on 5-year contract; an auto-debit facility will deduct the bill amount from the registered bank account on the 10th day from the bill date.
  • Network works: 10 new high-tension sub-stations at ₹110 crore; additional transformers at 20 substations in the Chennai region at ₹104 crore; 1,250 distribution transformers to be converted into ring main units at ₹250 crore; communication equipment for very-high-tension substations at ₹120.32 crore and replacement of aged safety equipment at ₹92.3 crore.
  • EVs: 20,000 EV charging stations to be established under Vision 2031 with priority for corridors connecting major cities; as of April 2026 the State had 5.50 lakh registered EVs and 2,425 charging stations; TN Green Energy Corporation Ltd conducted a feasibility study at 528 locations under PM E-DRIVE; a 50% capital subsidy (ceiling ₹50,000) is offered for charging points in apartment complexes.
  • Storage and thermal: a 1,000 MWh stand-alone Battery Energy Storage System (BESS) under the State Component of the Viability Gap Funding (VGF) Scheme on build-own-operate basis at six TANTRANSCO sub-stations (Thennampatty, Anuppankulam, Ottapidaram, Vellalaviduthi, Kayathar and Karaikudi), to be commissioned by end-December 2026; the 2x660 MW Udangudi Stage-I thermal project is targeted for commercial operation before December 2026, and the Ennore SEZ project is planned for late 2027.

Thaimaman Thanga Mothiram Thittam: work orders issued for gold rings for newborns in government hospitals

  • Under the Thaimaman Thanga Mothiram Thittam, every baby born in a government hospital from June 22, 2026 gets a one-gram gold ring; the stated objective is to encourage institutional deliveries in government hospitals; the scheme launch is set for September 15, the birth anniversary of Anna.
  • A government order was issued for the procurement of 4,41,667 gold rings a year; the TN Medical Services Corporation (TNMSC) floated tenders on July 14 and 11 firms bid; Joyalukkas quoted the lowest add-on price of just ₹0.01 over the gold price (covering making charge, insurance, transport and BIS hallmark), matched by Kalyan Jewellers.
  • Work orders were issued to Joyalukkas and Kalyan Jewellers in the 70:30 ratio; the first work order of 1,28,499 rings covers the requirement for the four months of births from June.
  • The Assembly was informed that TNMSC rules will be amended as needed for gold procurement; the corporation has procured non-medicine items earlier too, such as newborn baby-care kit contents.

Cauvery in distress: Mettur not opened on June 12; delta paddy area falls to 4.5 lakh acres

  • A weak southwest monsoon, attributed to a super El Nino forecast, has hit both Karnataka and Tamil Nadu; Mettur dam, built across the Cauvery in Salem district, was not opened on the customary June 12 this year; the level is around 85 ft against the full level of 120 ft, storage is 47.30 TMC and 2,000 cusecs is being released for drinking water; water released on June 12 normally reaches the tail-end delta, about 300 km downstream, by June 23-24.
  • Yogesh Paithankar, Additional Secretary of the Union Jal Shakti Ministry and Member of the central water authority, inspected Mettur dam on August 21, examining the right-bank gauge point and viewing the dried reservoir spread from the 75-ft Pavala Vizha tower; the same day, inflow fell from 10,579 to 10,414 cusecs; at Hogenakkal the Cauvery flow fell to 10,000 cusecs and the ban on coracle rides was extended for the sixth day.
  • In the delta, the "rice bowl of Tamil Nadu" (Thanjavur, Tiruvarur, Mayiladuthurai, Nagapattinam districts with fertile alluvial soil), the Kuruvai season normally covers 5.3 lakh acres and Samba-Thaladi 12.9 lakh acres; this year the area under paddy has fallen to 4.5 lakh acres; in procurement year 2025-26 the delta contributed 39.5 lakh tonnes of the 57.5 lakh tonnes of paddy procured Statewide; farmers demand a full unconditional crop-loan waiver up to ₹1 lakh.
  • Framework: the Cauvery Water Disputes Tribunal and the Supreme Court require 123.14 TMC of Tamil Nadu's 177.25 TMC annual quota to be released by Karnataka during the southwest monsoon; the Cauvery Water Management Authority (CWMA) was set up in June 2018 by the Union government for Karnataka, Tamil Nadu, Kerala and Puducherry, assisted by the Cauvery Water Regulation Committee (CWRC); the inter-State dispute goes back more than 130 years.
  • On August 11, Karnataka appealed to the CWMA to cut daily releases to Tamil Nadu from 12,000 to 10,000 cusecs citing drinking water needs; Tamil Nadu is pressing the Supreme Court for strict adherence to 12,000 cusecs; Karnataka's Cauvery Irrigation Advisory Committee (August 19) restricted canal releases to four rotational cycles of 15 days on and off.
  • Karnataka side: the KRS (Krishna Raja Sagara) reservoir (full level 124.8 ft) rose from 93-94 ft to about 109 ft in early August; the ₹6,939 crore Cauvery Stage VI drinking water project, approved in February 2026, will supply 500 MLD to about 30 lakh residents of Bengaluru and nearby towns, requiring an additional 6 TMC annually. In the delta, Kuruvai depends heavily on groundwater and energised pumpsets, over-extraction is causing salinity ingress, and the Coleroon (Kollidam) is a branch of the Cauvery.

Chennai Metro Rail wins the Chief Minister's Good Governance Award for station maintenance

  • The Chennai Metro Rail Ltd (CMRL) Operations and Maintenance team won the Chief Minister's Good Governance Award for the first time, for station maintenance; it was presented on August 15.
  • Ridership grew from about 10,000 passengers a decade ago to nearly 3.4 lakh daily commuters on a 54 km network; since 2023, contractor payment for outsourced mechanised cleaning is linked to more than 25 Key Performance Indicators on the Dubai Metro model, with Singapore as the benchmark; services continued through the 2015 floods and Cyclone Michaung.

17 new POCSO courts and a Law Department package announced in the Assembly

  • To protect children from sexual offences, 17 new POCSO courts will come up in 17 districts including Chengalpattu, Tiruvallur, Coimbatore, Dharmapuri, Dindigul, Salem, Tirunelveli, Ariyalur and Pudukkottai; 3 special NDPS courts will be set up in Kancheepuram, Tiruvallur and Vellore districts, with 1 additional special court in Chennai.
  • Prisons: a new district prison campus in Tiruvallur district for 500 inmates at ₹48.76 crore; a vocational training institute at Chennai Central Prison-1 at ₹8 crore; the monthly honorarium of prison mental-health counsellors raised from ₹25,000 to ₹30,000; ₹21 crore to renovate prison kitchens Statewide and 45 heavy-duty washing machines at ₹6.50 crore.
  • An AI-enabled digital repository, the "Tamil Nadu Law Compendium website", will host all State acts, ordinances and draft-legislation gazettes for public use.
