Why a dengue vaccine is hard to make: four serotypes and antibody-dependent enhancement

  • Dengue has four antigenically distinct serotypes (DENV-1 to DENV-4). A second infection by a different serotype can produce more severe disease through antibody-dependent enhancement (ADE), so an effective vaccine must induce strong immunity against all four at once.
  • India's newly approved Qdenga vaccine (Takeda) shows efficacy highest against DENV-2, then DENV-1, with uncertainty remaining for DENV-3 and DENV-4 in people without prior exposure. This matters because DENV-2 is more common in India but DENV-3 prevalence is rising.

IMD to push weather alerts to panchayats via WhatsApp

  • The India Meteorological Department (IMD) is rolling out a panchayat-level dissemination system: automated forecasts and advisories on heavy rain, heatwaves and lightning delivered directly to panchayat and ward members via WhatsApp, announced in the Lok Sabha on July 22 by Jitendra Singh, Minister of State for Science and Technology and Earth Sciences.
  • IMD is also leveraging the Krishi Sakhis and Pashu Sakhis networks under the Ministry of Rural Development to deliver crop and livestock advisories to farmers.

Cauvery issue: Chief Minister Vijay proposes meeting with Karnataka's Shivakumar

  • Tamil Nadu Chief Minister C. Joseph Vijay has proposed a meeting with Karnataka Chief Minister D.K. Shivakumar on release of Tamil Nadu's share of Cauvery water, requesting a date between July 31 and August 3. As of July 22, Tamil Nadu had received about 3.5 tmc ft against a shortfall of approximately 28 tmc ft measured under the Tribunal's final award as amended by the Supreme Court in 2018.
  • Karnataka Deputy Chief Minister Shivakumar has said Karnataka is "ready to work together" with Tamil Nadu. The matter also remains before the Supreme Court, pending since 2012, with a reported hearing sequence: August 3 hearing, Karnataka to clarify its position by August 5, the matter returning August 6, and a broader interlocutory application listed for August 19.

Monsoon roundup: Gujarat and Assam floods, Himachal landslide, national rainfall deficit erased

  • A spell of exceptionally heavy rainfall over Gujarat, aided by a low-pressure system from the Bay of Bengal interacting with a western disturbance, has erased India's rainfall deficit for July: as of Friday, rainfall stood at 215.5 mm against a normal of 215 mm. Cumulative monsoon rainfall from June 1 to July 24 remained 16.1% below normal nationwide, with east and northeast India worst-hit at a 31.9% deficit.
  • In Gujarat, more than 40,500 people were shifted to safer locations and 6,367 rescued as rains battered the State for a third day; the Army, NDRF, SDRF and Coast Guard were deployed, and the Coast Guard airlifted at least 60 shrimp farmers stranded near Navsari.
  • In Assam, the flood toll reached 61, with about 7.05 lakh people affected in 856 villages across 12 districts, per the Assam State Disaster Management Authority. In Himachal Pradesh's Lahaul-Spiti district, 13 people were killed when boulders fell on a vehicle at Karunallah.

Tamil Nadu heatwave advisory for eight districts

  • The Tamil Nadu Meteorological Department has forecast elevated heat conditions from July 25 to 28 in eight districts including Vellore, Krishnagiri, Dharmapuri and Thiruvallur, with temperatures 2-4 degrees Celsius above normal; the highest reading forecast is 41.66 degrees Celsius at Vellore. An advisory has been issued for outdoor workers and farmers.

Vande Mataram insult set to become a punishable offence: the Constituent Assembly debate revisited

  • The Prevention of Insults to National Honour (Amendment) Bill, 2026, introduced in the Rajya Sabha by Union Minister of State for Home Nityananda Rai, extends punishment for disrespect, currently covering the National Flag, the Constitution and the National Anthem, to the National Song, Vande Mataram. A parliamentary Select Committee report has separately recommended the change, citing the song's role in the freedom movement since the 1905 Swadeshi era.
  • Opposing the Bill, CPI(M) MP John Brittas argued that the Constituent Assembly, after nearly three years of deliberation, consciously refrained from placing the National Song and the National Anthem on the same constitutional footing. CPI MP Sandosh Kumar P. noted that freedom movement leaders including Rabindranath Tagore understood this, which is why Vande Mataram was confined to two stanzas at party gatherings. Rai countered that on January 24, 1950, Rajendra Prasad had said both the National Song and National Anthem should have equal status; the objections were defeated by voice vote.

Faith: the Chandogya Upanishad's Bhuma Vidya and the dialogue of Narada and Sanatkumara

  • The Chandogya Upanishad is part of the Sama Veda (the Bhagavad Gita has Krishna say "Vedanam Samavedosmi", among the Vedas I am the Sama Veda). Its Chapter 7, known as Bhuma Vidya (the science of ultimate truth), records the dialogue between sage Narada and Sanatkumara.
  • Sanatkumara, one of the four mind-born sons of Brahma, is considered in Puranic and Upanishadic tradition an incarnation or cosmic form of Lord Muruga (Kandha/Skanda), the divine commander-in-chief. The teaching describes an ascending ladder from word and speech through mind, awareness and meditation to vijnana (true knowledge) and finally the Paramatma dwelling within every being as its inner controller (antaryami).

Cabinet toughens the anti-paper-leak law; NTA overhauled after 47 officials sacked

  • The Union Cabinet approved amendments to the Public Examinations (Prevention of Unfair Means) Act, 2024 (in force since June 21, 2024): imprisonment for organised examination fraud raised from the earlier 3-5 year bracket to 5-10 years, the maximum fine for those involved in an organised racket raised to Rs. 10 crore, and statutory backing for dedicated fast-track courts mandated to conclude investigations, dispose of cases and pronounce judgments within three months.
  • Separately, the National Testing Agency (NTA) terminated the services of 47 officials, with legal and criminal action to follow against some; the restructuring follows the K. Radhakrishnan-led seven-member High Level Committee set up in 2024 to review the NEET system. New hiring includes General Manager posts for assessment/psychometrics, operations, cyber-security and anti-malpractice, with young professionals recruited via the the Pratibha Setu talent portal.

Supreme Court bars unauthorised use of livestreamed court videos

  • A Bench of CJI Surya Kant and Justices Joymalya Bagchi and V. Mohana passed an interim order barring extraction, modification, dissemination, monetisation, posting or reposting of audio-video recordings of judicial proceedings on social media or digital platforms without permission of the Secretary General of the Supreme Court or the Registrar General of the concerned High Court, on a PIL by journalist Harshita Grover alleging selective clipping and commercial exploitation.
  • The order gives effect to the Supreme Court's 2022 'Model Rules for Live Streaming and Recording of Court Proceedings'; the court clarified it is not a gag order and does not cover news reporting.

Supreme Court seeks government response on shifting NEET-UG to a computer-based test

  • A Bench of Justices P.S. Narasimha and Alok Aradhe directed the Centre to file a detailed affidavit on whether it intends to shift NEET-UG to a computer-based test (CBT) and on the cybersecurity framework and data-protection safeguards proposed. The court noted that deploying the Indian Air Force to transport question papers for this year's re-NEET was only an ad hoc arrangement, and stressed institutionalisation. Next hearing August 3.

Delhi High Court: AI training on copyrighted news content is fair dealing, in ANI vs OpenAI

  • Justice Amit Bansal refused interim relief to news agency ANI, holding no prima facie case that ChatGPT infringed its copyright. The court held that using ANI's literary works to train Large Language Models is covered by the fair dealing exception under Section 52(1)(a) of the Copyright Act, noting ANI had itself offered OpenAI a licence for USD 7.5 million in October 2024, making the claim compensable in money rather than needing an injunction.

Anti-defection law tested in Tamil Nadu: petition seeks disqualification of AMMK MLA

  • AMMK treasurer M. Karikalan petitioned Assembly Speaker J.C.D. Prabhakar seeking disqualification of the party's lone MLA, S. Kamaraj (Mannargudi), who was expelled by AMMK general secretary T.T.V. Dhinakaran on May 12, a day before a confidence motion, and then voted in favour of the motion on May 13.
  • The legal argument: since the MLA contested and won the 2026 Assembly election on the basis of A Form and B Form issued by the party's general secretary, expulsion before the confidence vote does not exempt him from the anti-defection law.

Telecom data localisation: no data on communication infrastructure may leave India

  • A Department of Telecom notification dated July 20, under the authorisation framework for infrastructure providers, bars communication infrastructure providers such as cloud-based telecom networks, mobile towers and satellite gateways from sharing any data outside India: all systems, data, logs and information must be stored within India, part of the shift from a licensing regime to light regulation under the Telecommunications Act, 2023.

Killai becomes Tamil Nadu's first fully operational Climate Resilient Village

  • Killai in Cuddalore district is Tamil Nadu's first fully operational Climate Resilient Village (CRV), implemented under the Tamil Nadu Climate Change Mission (TNCCM) at a cost of Rs. 230.15 lakh, through District Climate Change Mission and Corporate Environmental Responsibility funds. Killai is one of 11 CRVs identified by WRI India with the State's climate department, and the first where the framework has been fully implemented.
  • Core interventions: restoration/desilting of a 3-km stretch of the Buckingham Canal strengthening the Pichavaram mangrove ecosystem; a solar electric boat for eco-tourism through the mangroves; hybrid solar power at the Pichavaram Boat House, Panchayat office and community centre; and a Green School programme for environmental education, addressing cyclones, sea-level rise, saline intrusion and coastal erosion.

HMIS 3.0 'e-Nalam': 2,423 government healthcare units onboard in Tamil Nadu

  • Tamil Nadu has brought 2,423 government healthcare facilities, from primary health centres to medical college hospitals, onto the State's Health Management Information System 3.0 (HMIS 3.0), now renamed 'e-Nalam'. All are capturing outpatient details in real time; the in-patient module is being rolled out. Currently 30 of 38 districts are onboard, with the remaining eight to be covered in phase V, next month.
  • Under HMIS 3.0, the Health Department also launched Nalam AI, a WhatsApp chatbot letting the public locate the nearest government hospital, register patient details, and download outpatient cards, prescriptions and laboratory reports.

Taiwan-Tamil Nadu ties deepen: south India's first semiconductor research pilot

  • National Formosa University (Taiwan), Chennai Institute of Technology and AGEM Technology (Taiwan) have launched south India's first pilot project on semiconductor research, and will set up an Industry-Academia Office on September 21 for talent development, per Stephen S.C. Hsu, Director-General of the Taipei Economic and Cultural Center (TECC), Chennai.
  • As of June 2026, nearly 325 Taiwanese businessmen have invested in India, creating about 2,14,400 jobs. Priority sectors identified for Tamil Nadu include semiconductors, AI and electronics, electric vehicles and batteries, and green technologies.

Kanikkaran/Kanikkar ST certificates outside Kanniyakumari and Tenkasi to be cancelled

  • N. Subbaiyan, Secretary, Department of Social Justice, has instructed Collectors to identify and cancel Scheduled Tribe certificates issued to the Kanikkaran/Kanikkar community outside the areas where it is notified as an ST: only Kanniyakumari district and the Shencottai and Ambasamudram taluks of Tenkasi district. Per Tamil Nadu e-Governance Agency data, 954 ST certificates were wrongly issued online in districts including Chengalpattu, Chennai, Cuddalore, Ramanathapuram and Vellore.
  • Per the 2005 Government Order, the competent authority to issue SC/ST certificates is the one for the locality where the applicant had permanent residence at the time of the relevant Presidential Order; a revenue authority of one district cannot certify persons from another. Separately, SC certificates must be issued by the Tahsildar within two days, and ST certificates by the Revenue Divisional Officer within one week.

TNEA 2026: first-round allotment for 35,214 candidates

  • The Tamil Nadu Engineering Admissions (TNEA) 2026 committee released tentative first-round allotment for 35,214 candidates across academic and vocational courses: 31,221 under general category and 2,427 under the horizontal reservation category (7.5% for government school students) in academic courses, plus 1,318 general and 248 horizontal-reservation candidates in vocational courses. Of 37,976 eligible general-category students in academic courses, only 32,250 had filled choices.

TANGEDCO extends free three-phase agricultural power from 14 to 18 hours a day

  • TANGEDCO announced extension of free three-phase power supply for agricultural pump-sets from the current 14 hours to 18 hours a day, to be implemented in a phased manner across the State to help farmers with irrigation during the current cropping season.

Madras High Court orders 24-hour permission for removal of invasive seemai karuvela trees

  • The Madras High Court directed the Tamil Nadu government to grant permission within 24 hours to farmers seeking removal of seemai karuvela (Prosopis juliflora), an invasive species encroaching agricultural and other lands, criticising delay in forest department clearances. The court noted the species' rapid spread damages the groundwater table and native flora, and directed district-level nodal officers to fast-track applications.

U.S. forced-labour tariffs: India stays at 10%, not 12.5%

  • The Trump administration announced permanent tariffs related to its investigation into forced labour on 60 trading partners. India remains in the lower 10% tariff category (instead of 12.5%) after banning the import of forced-labour goods earlier this month; the 12.5% rate applies to countries including China, Vietnam, Thailand, Turkiye, UAE, Brazil and South Africa. About 70% of India's exports are covered, including engineering goods, textiles, chemicals and gems and jewellery.
  • On July 13, the DGFT issued a notification inserting new paragraphs into the Foreign Trade Policy prohibiting the import of goods produced using forced labour; India has also implemented four Labour Codes. The U.S. is India's single-largest market for textiles and apparel, with annual exports close to $11 billion.

Cabinet approves BHAVYA-Rasayan chemical parks and the Ballari-Guntakal rail multi-tracking

  • The Cabinet approved the Bharat Audyogik Vikas Yojana Rasayan (BHAVYA-Rasayan) Scheme to establish three dedicated chemical parks, each spread across at least 2,000 acres, with a total outlay of Rs. 3,030 crore and potential to attract Rs. 20,000-50,000 crore in investment per park, aimed at making India self-reliant in chemicals.
  • The Cabinet Committee on Economic Affairs also approved the third and fourth lines of the Ballari-Guntakal rail section across Karnataka and Andhra Pradesh, at a cost of Rs. 1,264 crore, adding about 46 km to the network and serving about seven lakh people, under the PM GatiShakti National Master Plan.
