Which way a snail's shell coils: a mother's genes decide
  • Snails are hermaphrodites: one individual makes both sperm and eggs. Like humans they carry two copies of every gene, one from each parent; in a maternal effect, a trait of the offspring is set by the mother's genes rather than its own.
  • Scientists from the U.K. and Japan found that whether a Japanese Euhadra snail's shell coils left or right depends on which variants of a gene for an unconventional myosin protein its mother carries; the study appeared in Current Biology.

Madras High Court orders 87 illegal resorts in Sathyamangalam Tiger Reserve shut
  • The Sathyamangalam Tiger Reserve in Erode district links the Western and Eastern Ghats and joins the Nilgiris landscape with Mudumalai, Bandipur and BRT. Tiger reserves are notified under the Wild Life (Protection) Act, 1972 on the advice of the National Tiger Conservation Authority.
  • A special Division Bench for forest cases ordered the immediate closure of 87 resorts that lacked approval from the Directorate of Town and Country Planning and the Hill Area Conservation Authority, with demolition to follow, and sought a status report from the Erode Collector by 27 November.

South India has grown wetter: a shift in Koppen climate zones
  • The Koppen-Geiger system classifies climate by temperature and rainfall: a hot semi-arid zone is dry, while a tropical savannah zone gets more rain but has a long dry season.
  • A study by the IMD and the Indian Institute of Tropical Meteorology, Pune, in the journal MAUSAM, found the hot semi-arid share of the peninsula fell from about 30% in 1951-1980 to 16% in 1991-2020; tropical savannah now covers nearly three-fourths of peninsular India, up from about three-fifths.

COP31 in Antalya: India's demands on climate finance
  • Under Article 9.1 of the Paris Agreement, developed countries are to provide climate finance to developing countries; the Global Goal on Adaptation sets indicators for adaptation, and the Just Transition Work Programme deals with a fair shift away from fossil fuels.
  • Environment Minister Bhupender Yadav said India will seek predictable, largely public and concessional finance and a Climate Finance Work Programme at COP31 in Antalya, Turkiye, from 9 to 20 November, and will oppose top-down mitigation targets on developing countries.

A two-hour window and green crackers for Deepavali in Tamil Nadu
  • State Pollution Control Boards were set up under the Water Act, 1974; licences to store and sell fireworks come under the Explosives Act, 1884. The two-hour limit follows the Supreme Court's order of 23 October 2018, which also called for green crackers.
  • The Tamil Nadu Pollution Control Board allowed crackers only from 6 to 7 a.m. and 7 to 8 p.m. on Deepavali, away from silence zones; the Fire and Rescue Services issued NOCs for 10,244 temporary shops, which still need a police licence.

A sea route for tourists: Chennai to Puducherry via Mamallapuram
  • Major ports come under the Union, while non-major ports are run by State maritime boards; the Group of Monuments at Mamallapuram has been a UNESCO World Heritage Site since 1984.
  • The Tamil Nadu Maritime Board has invited expressions of interest for a tourist boat service from Chennai via Mamallapuram to Puducherry, about 80 nautical miles, with the Union Ministry of Ports, Shipping and Waterways.

Public Accounts Committees and the CAG
  • The Comptroller and Auditor General (Article 148) audits government accounts; the Public Accounts Committee of each legislature examines the CAG's reports, and by convention an Opposition member chairs it.
  • At a conference of PAC chairpersons from 25 States hosted by the Keralam Assembly, Lok Sabha Speaker Om Birla said some PAC reports stay pending for 15 to 20 years and urged the use of technology and data analytics; Parliament's PAC chairman K.C. Venugopal asked the CAG to audit flagship schemes such as the Jal Jeevan Mission.

The right to protest and the 'protest economy'
  • Article 19(1)(b) gives citizens the right to assemble peaceably and without arms, subject to reasonable restrictions under Article 19(3) in the interests of public order and the sovereignty and integrity of India.
  • Hearing Delhi traders who sought a two-month ban on festive-season protests, a Bench led by CJI Surya Kant spoke of a 'protest economy' for hawkers and refused an interim order without hearing the protesters; the Delhi Police told the Court that Jantar Mantar is a public road, not a protest site.
Waqf (Amendment) Act, 2025: the Supreme Court sets a final hearing
  • Article 26 lets every religious denomination manage its own affairs in matters of religion and own and administer property in accordance with law; the Waqf Act, 1995, amended in 2025, governs waqf property through the Central Waqf Council and State Waqf Boards.
  • The Court's interim order had stayed the rule that only a person practising Islam for five years may dedicate waqf, and the Collector's power to decide whether waqf property is government land, and capped non-Muslim members at 4 in the Central Council and 3 in State Boards; final hearing is set for 21 January 2027.

Due process in death penalty cases
  • In 1980 a Constitution Bench upheld the death penalty but made life imprisonment the rule and death the exception, the 'rarest of rare' test, to be used only when life imprisonment is unquestionably foreclosed; the rule is now in Section 393(3) of the Bharatiya Nagarik Suraksha Sanhita, 2023.
  • A former Supreme Court judge noted that in 2022 the Court required mental health evaluations and custody conduct reports before sentencing, yet in 95.18% of the 2025 trial-court death sentences that could be assessed this was not followed; in 2025 the Supreme Court acquitted the accused in 10 of the 19 death penalty cases it decided.

Electoral rolls: Form 6, the Chief Electoral Officer and Tamil Nadu's polling stations
  • Form 6 is the application to be included in the electoral roll. A State's Chief Electoral Officer is designated by the Election Commission of India in consultation with the State government, under Section 13A of the Representation of the People Act, 1950.
  • The ECI said voters who were on an earlier roll and filed Form 6 during or after the Special Intensive Revision will face no action unless they are enrolled elsewhere. In Tamil Nadu, Chief Electoral Officer Archana Patnaik said rationalisation raised polling stations from 75,032 to 75,088.

  • Under Article 280(3)(bb), the Finance Commission recommends measures to augment the funds of panchayats; its local body grants flow through the Ministry of Panchayati Raj.

  • A Battery Energy Storage System (BESS) stores surplus solar and wind power and releases it at peak hours, helping to integrate renewables and keep the grid stable; Viability Gap Funding is a government grant that makes such projects bankable.
  • The three-year policy targets 2.5 GW/10 GWh of storage; new solar projects of 1 MW and above must add storage of at least 10% of capacity, with a 100% waiver of transmission and wheeling charges; the Tamil Nadu Green Energy Corporation is the nodal agency. The State has 29.8 GW of renewable capacity, including 14.5 GW of solar and 11.6 GW of wind.

What a State's GST revenue really is
  • Gross GST collected in a State includes CGST, SGST and IGST; but IGST on inter-State supplies goes to the consuming State, so a State's own revenue is its SGST plus the IGST settlement apportioned to it.
  • Answering Opposition claims that Tamil Nadu's GST growth fell below the national average, Commercial Taxes Minister D. Logesh Tamilselvan said performance cannot be judged by gross GST alone, especially after the rate rationalisation of September 2025 cut rates on many goods.

  • The Census counts a place as urban if it is a statutory town notified by the State, or a census town with a population of at least 5,000, a density of at least 400 persons per sq km and at least 75% of male workers outside agriculture.
  • An article urged a National Urbanisation Policy, noting that India had 377 million urban residents in 2011, that about 94% of urban settlements are small towns, and that peri-urban areas grow at about 4.15% a year against 2.9% within city limits.

  • Education loans are part of priority sector lending by banks; the Reserve Bank of India publishes quarterly data on the outstanding credit of scheduled commercial banks.

  • A State university is set up by a State Act; the Governor is usually its Chancellor, the Vice-Chancellor is its chief executive, and the Syndicate is its executive body.
  • Hearing an Annamalai University pension case, the Madras High Court made the Higher Education Secretary a party and asked the State to explain what it will do about 14 State universities that have run without vice-chancellors and syndicates for three to four years; the hearing is on 17 November.

  • Ira. Murugan wrote short stories, novels, essays and translations over more than 40 years; his magic-realist novel 'Arasur Vamsam', serialised in the web magazine Thinnai, was shortlisted for the Crossword award in English as 'The Ghosts of Arasur', and 'Milagu' is a historical novel.
