How a tokamak makes nuclear fusion possible
  • In nuclear fusion, light nuclei join and release energy; the best-studied pair, deuterium and tritium (isotopes of hydrogen), fuse into helium and a fast neutron, releasing 17.6 MeV, about 80% of it carried by the neutron. Today's nuclear power comes from fission, the splitting of uranium nuclei.
  • A tokamak uses magnetic fields to hold superhot plasma, the fourth state of matter, a gas of free electrons and charged nuclei, inside a ring-shaped vacuum chamber, away from the walls. The design was developed in the Soviet Union in the early 1950s, credited largely to Igor Tamm and Andrei Sakharov.
  • An explainer noted that ITER, the International Thermonuclear Experimental Reactor being assembled at Cadarache in France by seven members including India, has moved research operations to 2034 and deuterium-tritium operation to 2039; China's EAST tokamak held a high-confinement plasma for a record 1,066 seconds in January 2025.

Satellite navigation systems of the world and NavIC
  • Global systems cover the whole Earth: GPS (United States; its 24-satellite constellation completed in 1993), GLONASS (Russia), BeiDou (China; its third-generation system completed in 2020) and Galileo (European Union). Regional systems cover a region: QZSS (Japan) and NavIC (India).
  • NavIC (NAVigation with Indian Constellation, earlier IRNSS) uses 7 satellites and gives a Standard Positioning Service for the public and a Restricted Service for authorised users, on the L5 and S bands. A receiver needs three satellites for position and a fourth for precise time (Dinamani).

  • ISRO is building its second spaceport, after Sriharikota, at Kulasekarapattinam in Thoothukudi district, mainly for small satellite launch vehicles.
  • Unveiling a statue of Yuri Gagarin, the first human in space, at the Periyar Science and Technology Centre in Chennai, ISRO Chairman V. Narayanan said work at Kulasekarapattinam is under way and that NVS-03 is fully healthy after its engine fired for 6,400 seconds to reach its circular orbit.
CERT-In's security rules for agentic AI
  • Agentic AI systems do more than answer: they plan and carry out several steps, use external tools, keep memory and hand work to other AI systems. The Indian Computer Emergency Response Team (CERT-In), under the Ministry of Electronics and Information Technology, is India's national agency for cyber security incidents.
  • CERT-In's AI Security Auditing Guidelines ask auditors to test whether an AI agent can exceed its permissions, use tools without approval or misuse credentials, and whether its emergency-stop works; in a separate advisory it named a hacking group, 'Crafty Falcon', that used AI tools to break into non-bank lenders, fintech firms and crypto exchanges.

Pallikaranai marshland and the rules on wetlands
  • Pallikaranai in Chennai, one of the last natural wetlands of the city, became a Ramsar site, a wetland of international importance, in 2022; such marshes hold floodwater and recharge groundwater. The Tamil Nadu Wetland Authority was constituted in 2018 and reconstituted in 2024.
  • PMK leader Anbumani said the marsh has shrunk from about 15,000 acres a century ago to about 2,000 acres, that a bund and walkway built with a Rs. 21.5 crore World Bank loan could block water between its parts, and that officials want to cut its zone of influence from about 8,000 to 300 hectares. Separately, amended Tamil Nadu Change of Land Use Rules, 2017 now need NOCs from the Revenue Divisional Officer, agriculture and water resources officials to develop a wetland.

Environmental pollution - Reasons and preventive measures

Coastal Regulation Zone and the Pattinapakkam Secretariat plan
  • The Coastal Regulation Zone (CRZ) notification, issued by the Union under the Environment (Protection) Act, 1986 (the latest in 2019), restricts construction along the coast to protect coastal ecology and the livelihood of fishing communities.
  • The Mylai Area All Fishing Village Panchayat Sabha asked the Chief Minister to withdraw the order for a Rs. 1,200 crore Assembly-cum-Secretariat complex on 25.55 acres at Pattinapakkam, saying RTI replies showed no feasibility study, CRZ clearance had not been obtained and the land, acquired in 1957 for fisher housing, should go to fisher families.
Protecting the environment in armed conflict
  • On 5 November 2001 the UN General Assembly designated 6 November as the International Day for Preventing the Exploitation of the Environment in War and Armed Conflict. In 2022 the International Law Commission adopted 27 draft principles on the Protection of the Environment in Relation to Armed Conflicts, which apply before, during and after a conflict, including occupation.
  • An article cited the UN Environment Programme's 2025 report that Gaza has lost 97% of its tree crops, 95% of its shrubland and 82% of its annual crops since 2023, with about 61 million tonnes of debris.

Arrest begins at the moment of detention
  • Article 22(2) requires an arrested person to be produced before the nearest magistrate within 24 hours, excluding the journey time, and no one may be held beyond that without the magistrate's authority. The word 'arrest' is not defined in the IPC, the CrPC or the Bharatiya Nagarik Suraksha Sanhita.
  • A Bench led by Justice Ujjal Bhuyan held that an arrest occurs the moment an official touches a person to restrain their liberty, so the 24 hours run from detention, not from the formal arrest entry; anyone held beyond 24 hours must be released at once, and Article 21 cannot be diluted even under special laws. It freed four accused in a narcotics case whose arrest was recorded 18 hours after detention.
Anticipatory bail and the limits of press freedom
  • Anticipatory bail, a direction that a person be released on bail if arrested, is now granted under Section 482 of the BNSS, 2023, which replaced Section 438 of the CrPC. Press freedom is part of the freedom of speech and expression under Article 19(1)(a).
  • Granting anticipatory bail to the Chennai Press Club president and two journalists accused of branding a colleague an extortionist on WhatsApp, Justice N. Ramesh of the Madras High Court said press freedom is a freedom to inform the public and is not a licence to settle scores.
Immigration and Foreigners Act, 2025: the exemption order amended
  • The Immigration and Foreigners Act, 2025 consolidated India's laws on passports, foreigners and immigration. The Citizenship (Amendment) Act, 2019 fast-tracked citizenship for Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Bangladesh and Pakistan who entered India on or before 31 December 2014.
  • The Home Ministry's amendment order of 4 November keeps the exemption from passport and visa rules for these six communities who came on or before 31 December 2024, but they must now obtain an appropriate visa to stay; registered Sri Lankan Tamil refugees who took shelter up to 9 January 2015 remain exempt from penal provisions.

The Governor: appointment under Article 155
  • Under Article 155 the President appoints the Governor of a State by warrant under hand and seal, and under Article 156 the Governor holds office during the pleasure of the President.
  • Tamil Nadu Governor Rajendra Vishwanath Arlekar, formerly Governor of Keralam, who became full-time Governor of Tamil Nadu on 15 October, called on President Droupadi Murmu for the first time since then.

Special summary revision of electoral rolls
  • The special summary revision (SSR) is the annual updating of electoral rolls, aimed at young and first-time voters. Since a 2021 amendment a person can enrol on any of four qualifying dates in a year, 1 January, 1 April, 1 July and 1 October, and can apply in advance.
  • The ECI announced the SSR for six States and Union Territories where the Special Intensive Revision is over, with draft rolls on 30 November and final rolls on 21 January 2027; giving Aadhaar in Forms 6 and 8 stays voluntary, no citizenship documents are needed, and candidates will get readable PDF rolls.

  • Elections to panchayats are conducted by the State Election Commission under Article 243K, and to municipalities under Article 243ZA; it superintends the electoral rolls and the conduct of local body polls.
  • Tamil Nadu's State Election Commission, chaired by State Election Commissioner P. Jothi Nirmalasamy, discussed fixing the number of members for Ponnamaravathi municipality, Kandarvakottai and village panchayats in Kallakurichi and Tenkasi districts, and a schedule to finish ward delimitation; rural local body polls were last held in 2021 (Dinamani).

Mining revenue and the District Mineral Foundations
  • Royalty and auction premium on minerals go to the States, which own the minerals in their territory. District Mineral Foundations (DMF), set up under the 2015 amendment to the Mines and Minerals (Development and Regulation) Act, 1957, collect a levy from miners and spend it on people and areas affected by mining.
  • At a conference of State mining ministers in Panaji, Union Coal and Mines Minister G. Kishan Reddy said 94% to 96% of mining revenue goes to the States, that DMFs have raised Rs. 1.36 lakh crore, that States' non-coal mining revenue rose from Rs. 13,000 crore in 2014-15 to Rs. 70,000 crore, and that coal output crossed 1 billion tonnes last year (Dinamani).

Rural welfare oriented programmes

Vetri Veedu Thittam: the order for 70,000 rural houses
  • The Vetri Veedu Thittam, announced in the Revised Budget 2026-27, gives Rs. 5 lakh for a concrete-roofed house to rural families living in huts, with 70,000 houses in the first year at Rs. 3,500 crore. A State Finance Commission, set up under Article 243I, recommends how State funds are shared with panchayats.
  • The Rural Development Department's order sets houses of 360 to 500 sq ft with a kitchen, priority for hut and mud-wall dwellers, Rs. 2,600 crore from State funds and Rs. 900 crore from the State Finance Commission grant to village panchayats, a 3% interest subvention for up to 15 years on a home loan of up to Rs. 1 lakh, Rs. 12,000 for a toilet under Swachh Bharat Mission (Gramin), and a long-term goal of 5 lakh houses (Dinamani).

  • The Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) law, which replaced the MGNREGA, raises the guaranteed work for a rural household from 100 to 125 days a year.
  • A joint advisory of the Department of Rural Development and the Department of Animal Husbandry and Dairying lets States take up 22 fodder-related works, such as fodder cultivation, fodder banks, pasture land and cattle sheds, out of the 375 permissible works, focusing on panchayats where over 30% of people depend on livestock (Dinamani).

Cheaper cancer drugs: the NPPA's trade margin cap
  • The National Pharmaceutical Pricing Authority (NPPA) fixes and enforces drug prices under the Drugs (Prices Control) Order, made under the Essential Commodities Act. Trade margin rationalisation caps the gap between a drug's price to the stockist and its maximum retail price.
  • The NPPA capped trade margins at 30% for 137 non-scheduled anti-cancer drugs, cutting the prices of nearly 900 brands by up to 70% to 93%; experts noted that about 194 brands saw no cut, that Ayushman Bharat covers Rs. 5 lakh a family, and that about 80% of a median Rs. 4.1 lakh cancer bill is paid out of pocket.
Census 2027: the first digital census
  • Census 2027 is India's first digital census: enumerators record data on a phone app, and the Census Management and Monitoring System (CMMS) lets officials track coverage and data quality in real time. The Census is conducted by the Registrar General and Census Commissioner of India under the Census Act, 1948.
  • Registrar General Mritunjay Kumar Narayan asked States to track population enumeration in real time. About 34 lakh enumerators, mostly government school teachers, will cover blocks of about 700 to 800 people each; enumeration starts on 1 December in Uttar Pradesh, Uttarakhand, Punjab and Goa, and on 25 January in the rest of the country.
Deafblindness and the 21 disabilities in law
  • The Rights of Persons with Disabilities Act, 2016 recognises 21 specified disabilities, up from 7 in the 1995 Act, including deafblindness and multiple disabilities; a Unique Disability ID (UDID) card records a person's disability.
  • Deafblind persons in Chennai, at a meet organised by Sense International India, asked that their disability be counted separately in Census 2027, saying certification now lists hearing and vision impairments separately and never together.
Deaths in sewers and the 2013 Act
  • The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 bans manual scavenging and treats hazardous cleaning of sewers and septic tanks separately; in 2023 the Supreme Court raised compensation for a sewer death to Rs. 30 lakh. The NAMASTE scheme (National Action for Mechanised Sanitation Ecosystem) aims at mechanised cleaning.
  • An editorial, after four workers died in Ujjain, cited data from Parliament and the National Commission for Safai Karamcharis of 1,350 deaths in sewers and septic tanks between 1993 and 2025, and said such deaths will not end without formal employment and social security for the workers.

UPI's merchant charge: what the NPCI told the Supreme Court
  • The National Payments Corporation of India (NPCI) runs the Unified Payments Interface. The merchant discount rate (MDR) is a charge the system's participants collect to recover the cost of running it; the NPCI says it is not a tax, cess or statutory levy.
  • In a Supreme Court affidavit the NPCI said zero MDR is no longer sustainable. Person-to-person payments and person-to-merchant payments up to Rs. 2,000 stay free, and an MDR of at most 0.4% applies only to merchant payments above Rs. 2,000, about 4% of merchant transactions. UPI handled 24.51 billion transactions worth about Rs. 29.82 lakh crore in August 2026, its highest month.

Cooperatives and Tamil Nadu's 'Vetri' vegetable kit
  • The 97th Amendment, 2011 made forming cooperative societies a fundamental right under Article 19(1)(c), added Article 43B, a Directive Principle to promote cooperatives, and Part IXB on cooperative societies.
  • Cooperation Minister V. Gandhiraj launched the 'Vetri Special Vegetables Kit' of 10 vegetables at a subsidised Rs. 100 through 218 cooperative shops and four mobile vans in Chennai, one kit a person, until 7 November, ahead of Deepavali.
