Antibiotics, sugar and the gut microbiome

  • The gut microbiota is the community of trillions of bacteria and other microbes in the intestine that helps digestion, metabolism and immune control. A loss of its balance and diversity is called dysbiosis, and antibiotics are a major cause of it.
  • The news: a study in Nature found that in patients on broad-spectrum antibiotics, more sugar in the diet went with a sharper fall in gut microbial diversity. Every extra 100 grams of sweets cut mean diversity by about 24 per cent.
  • Sugar alone did no harm; it acted as an amplifier of the antibiotic's damage. It favoured Enterococcus faecium, a bacterium that can cause antibiotic-resistant bloodstream infections.
  • The patients were undergoing haematopoietic cell transplantation, a blood or bone marrow transplant, so the finding is not yet advice for healthy people and is no reason to stop a prescribed antibiotic.

Biomarkers, the chemical fingerprints of brain disease

  • A biomarker, or chemical signature, is a pattern of molecules in a sample that points to a disease. It is detected by instruments such as spectrometers and chromatographs.
  • In Alzheimer's disease, doctors track the proteins amyloid-beta and tau in blood and in the cerebrospinal fluid around the brain and spinal cord; one form of phosphorylated tau, p-tau217, is a key marker.
  • Alpha-synuclein is the protein studied in Parkinson's disease. Antibodies against brain proteins identify autoimmune encephalitis, which causes seizures and memory loss and can be mistaken for a psychiatric illness.
  • Neurofilament light signals damage to nerve cells but not one particular disease, which is why a biomarker supports a diagnosis and does not replace the doctor's examination.

Ebola reaches Nigeria, the first case in west Africa

  • Ebola virus disease is a severe, often fatal illness caused by a virus of the filovirus family. It spreads through direct contact with the blood and body fluids of an infected person.
  • The news: Nigeria has confirmed an imported case, the first in west Africa in the present outbreak, after the virus crossed from east Africa. The World Health Organization's Africa chief called the outbreak complex.

How a month's rain is judged, and Tamil Nadu's October

  • The India Meteorological Department grades rainfall by its departure from the normal: excess is 20 to 59 per cent above, normal is within 19 per cent either way, and deficient is 20 to 59 per cent below.
  • The news: with a low pressure area persisting over the Comorin area and south Tamil Nadu, the State has received 13.3 cm of rain this October against a normal of 10.8 cm, nearly 23 per cent above.
  • A station in Kanniyakumari district recorded 15 cm in 24 hours, very heavy rainfall. The active spell is expected to last till 26 October. An upper air cyclonic circulation over the southeast Bay of Bengal may become a low pressure area and then, around 25 October, a depression.
  • Chief Minister C. Joseph Vijay inspected the State Emergency Operations Centre at Ezhilagam, Chennai, and its Integrated Multi-Hazard Monitoring Dashboard, which tracks rainfall forecasts, complaint calls, reservoir levels and weather radar images in real time.

Loss and damage, and the fund's first country allocation

  • Loss and damage is the harm from climate change that adaptation cannot prevent. The UN Fund for responding to Loss and Damage was set up at COP27 in 2022, and its operational mechanism was agreed at COP28 in 2023.
  • The news: the Fund's Board, at an extraordinary meeting, set aside $21.6 million for Nepal, the first time it has earmarked money for a specific country.
  • The cause: on 26 August a climate-induced ice-and-rock avalanche set off a debris flow and floods along the Bhotekoshi-Trishuli-Narayani river system. Nepal puts its recovery needs at a minimum of $4.71 billion.
  • Countries, mostly developed, have pledged over $820 million to the Fund, against requests worth about $2.8 billion. The next UN climate conference, COP31, opens in Turkey next month.

The Western Ghats eco-sensitive area draft, and Mekedatu

  • Under the Environment (Protection) Act, 1986, an eco-sensitive area is a notified zone where damaging activity such as mining is restricted. For the Western Ghats the basis is the Kasturirangan report, which followed the wider Gadgil panel.
  • The Union Environment Ministry's draft of 27 July, issued for the seventh time, covers 56,825.7 sq km across six States: Gujarat, Maharashtra, Goa, Karnataka, Kerala and Tamil Nadu. Karnataka's share is 20,668 sq km.
  • The news: Karnataka's Chief Minister asked the Union Environment Minister not to finalise the draft until a State survey is done, and sought approval for the Mekedatu dam across the Cauvery in Ramanagara district, a project Tamil Nadu, as the lower riparian State, opposes.

  • Recall: the Sakharov Prize for 2026, the European Union's top human rights honour, has gone to the International Criminal Court and its staff.
  • Recall: at the Asian Para Games at Nagoya, armless archer Sheetal Devi won two gold medals in two hours, defending the compound mixed team title with Toman Kumar, and long jumper Dharmaraj Solairaj defended his crown with an Asian record of 7.15 m. Tamil Nadu announced Rs. 75 lakh for his gold and Rs. 30 lakh each for its badminton bronze medallists Manisha Ramadass and Naveen Sivakumar.
  • Recall: England's Harry Brook made the fastest double century in one day internationals, 202 off 116 balls, beating Shubman Gill's record of 117 balls.
  • Recall: Public Service Broadcasting Day is observed on 12 November, marking Gandhiji's only broadcast on All India Radio, made in 1947 to refugees at Kurukshetra.
  • Recall: the 12th BRICS Parliamentary Forum meets in New Delhi on 26 and 27 October on the theme Fostering parliaments for people-centric development.
  • Recall: Sunil Kumar, Executive Director of ONGC's Mehsana asset, will be the next ONGC chairman, the first to rise straight from that level; he was chosen by the Public Enterprises Selection Board and approved by the Appointments Committee of the Cabinet.
  • Recall: under the Negotiable Instruments Act, 1881, Tamil Nadu has notified 24 public holidays for 2027, including Thiruvalluvar Day on 16 January and Uzhavar Thirunal on 17 January.
  • Recall: visiting Polish Prime Minister Donald Tusk backed India's candidature for a non-permanent seat on the UN Security Council for 2028-29 and a permanent seat in a reformed Council.

An election petition, and the 45-day clock

  • Under Article 329(b), an election to Parliament or a State legislature can be questioned only by an election petition, and the Representation of the People Act, 1951 makes the High Court the court that tries it.
  • Section 81 requires the petition within 45 days from the date of election of the returned candidate. The news: Leader of the Opposition Udhayanidhi Stalin, declared elected from Chepauk-Thiruvallikeni on 4 May, told the Madras High Court that a petition against him was filed on 18 June, a day after the deadline.
  • His counsel argued that the rule excluding the first day, in the General Clauses Act, 1897, does not apply because the 1951 Act is a special law. The petitioner said the High Court Registry had numbered the petition as filed in time.
  • In another petition, the High Court examined a corrupt practice under Section 123, undue influence, over a campaign appeal asking children to persuade their parents. It dismissed the petition, holding that adults had a choice, and left it to Parliament to decide whether such acts should be a ground to set aside an election.

Prasar Bharati, and the autonomy its Act promised

  • Prasar Bharati is India's public service broadcaster, running All India Radio and Doordarshan. It was created by the Prasar Bharati (Broadcasting Corporation of India) Act, 1990, which was enforced only in 1997.
  • The road to it: the Chanda Committee of 1966; after the Emergency, the Janata government asked B.G. Verghese to recommend autonomy; his model became a Bill in 1979 that lapsed, and the 1989 Bill was introduced as a charter of freedom under Article 19(1)(a).
  • Section 12 sets its duty to inform, educate and entertain, and to safeguard the citizen's right to be informed freely, truthfully and objectively. Section 13 provides a 22-member parliamentary committee and Sections 14 and 15 a Broadcasting Council for complaints; the article notes that neither has ever been constituted.
  • Section 23 still lets the Centre issue binding directions on what may be broadcast. In 1995 the Supreme Court held that the airwaves are public property and that an independent public authority must control their use.

Article 85, and what a Speaker does and does not decide

  • Article 85 gives the President the power to summon each House, to prorogue the Houses and to dissolve the Lok Sabha, and bars a gap of six months between two sessions. The President acts on the advice of the Council of Ministers.
  • The news: Lok Sabha Speaker Om Birla, asked why the Monsoon Session had not been prorogued, said the Speaker has no role in calling or proroguing a session.
  • What the Speaker does decide is disqualification for defection under the Tenth Schedule; he said he is hearing the petitions against 20 MPs who broke away from their party.

Zero FIR, when an offence crosses State lines

  • A Zero FIR is an FIR that a police station must register whatever the place of the offence, and then transfer to the station with jurisdiction. The Bharatiya Nagarik Suraksha Sanhita, 2023 gives it statutory footing in Section 173.
  • The news: Kerala Police registered cases at Kovalam over the trafficking and sexual exploitation of a minor girl taken through Andhra Pradesh, Bengaluru and Chennai; one case was transferred to Tamil Nadu, and the Vandalur All-Women police station has begun its probe.
  • Tamil Nadu officers have sought the permission of the Child Welfare Committee, the authority for children in need of care and protection under the Juvenile Justice (Care and Protection of Children) Act, 2015, to take the girl to Tamil Nadu.

The mechanisms India and China use on the LAC

  • The Line of Actual Control is not a demarcated boundary. India and China manage it through the WMCC, the Working Mechanism for Consultation and Coordination on India-China Border Affairs, the Special Representatives talks on the boundary question, and military talks.
  • The news: ITBP Director-General Shatrujeet Kapur said face-offs continue at several places in Arunachal Pradesh. Since late July there has been a stand-off at Asaphila near Taksing in Upper Subansiri district.
  • This year saw the 36th WMCC meeting on 6 August, the 25th round of Special Representatives talks on 26 August in Beijing, with NSA Ajit Doval for India, and on 6 September the first-ever Corps Commander-level meeting in the Eastern Sector, at the Vacha-Damai Border Personnel Meeting Point.
  • Such meetings had so far been held largely at Chushul-Moldo in eastern Ladakh, especially after the Galwan clash of June 2020. The ITBP was given border guarding along China in 2004 and is raising Shaurya commandos for high-altitude fighting.

India and Bangladesh, tied by geography

  • India and Bangladesh share a border of more than 4,000 km, and India's military role in the 1971 Liberation War, alongside the Mukti Bahini, shaped how Bangladesh has viewed India ever since.
  • The news: in February 2026 the Bangladesh Nationalist Party returned to power, and Prime Minister Tarique Rahman, its chairman, may visit New Delhi in November or December. Sheikh Hasina, overthrown in August 2024, remains in India.

The Law Commission and the repeal of outdated laws

  • The Law Commission of India is a non-statutory body set up by an executive order of the Union government to advise on law reform. The first after independence was formed in 1955 under M.C. Setalvad.
  • The news: inaugurating the Commission's conference on Cooperative Federalism and Law Reforms, Vice-President C.P. Radhakrishnan urged States to review and repeal outdated laws to improve governance and ease of living.

Tamil Nadu's real estate regulator is reconstituted

  • Under the Real Estate (Regulation and Development) Act, 2016, every State must set up a statutory regulator, the Real Estate Regulatory Authority, to register projects and agents and protect home buyers.
  • The news: a Government Order of the Housing and Urban Development Department has reconstituted TNRERA with retired IAS officer K. Phanindra Reddy as chairperson, on the recommendation of a selection committee.
  • He had first been appointed for six months under Section 82, the State's power to supersede the authority, after the earlier chairperson and members resigned following the change of government.

Who regulates a deemed university's medical fees

  • Under Section 3 of the UGC Act, 1956, the Union declares an institution a deemed-to-be university. Its fees fall outside Tamil Nadu's Fee Fixation Committee; it answers to the National Medical Commission and the University Grants Commission.
  • The news: Tamil Nadu has written to both seeking action against Saveetha Medical College, Thandalam, for demanding a full year's fee from its 2022 MBBS batch in the final year and disabling the attendance portal of those who had not paid.
  • The NMC's public notice of 7 April says MBBS fees may be collected only for the prescribed four and a half years, so the State has asked that only half the annual fee be taken for the fifth year. An inquiry by the Directorate of Medical Education and Research found the guidelines were not followed.
  • Under the National Medical Commission Act, 2019, the Medical Council of India was replaced by the National Medical Commission.

Higher food charges in Social Justice Department hostels

  • Tamil Nadu runs school and college hostels for Scheduled Caste and Scheduled Tribe students under the Social Justice Department, the renamed Adi Dravidar and Tribal Welfare Department.
  • The news: the monthly food charge rises from Rs. 1,400 to Rs. 1,800 for school hostel students and from Rs. 1,500 to Rs. 2,000 for college hostel students, with a revised menu of mutton, chicken, egg, milk, greens and vegetables.
  • It covers 1,16,424 students, 91,424 Adi Dravidar and 25,000 tribal, with an additional Rs. 29.41 crore for October 2026 to March 2027.

V.O. Chidambaranar Port's terminal is declared green

  • At Thoothukudi, V.O. Chidambaranar Port is one of India's major ports. In 1906, to challenge British shipping, the Swadeshi Steam Navigation Company was founded by V.O. Chidambaram Pillai, after whom the port is named.
  • The news: after all its operating equipment was 100 per cent electrified, its international container terminal has been declared a green terminal, announced by Union Shipping Secretary Vijay Kumar at a review of Rs. 18,000 crore of port projects.
  • To make Tamil Nadu a leading cargo transhipment hub of south India, outer harbour works of over Rs. 15,000 crore are under way.

Child growth, and the first 1,000 days

  • Child undernutrition is measured three ways: stunting is low height for age, wasting is low weight for height, and underweight is low weight for age. The National Family Health Survey reports them for every State.
  • The news: Health Minister K.G. Arunraj said the Thai Maaman Thanga Mothiram scheme, launched on 28 September, which gives a gold ring to every baby born in a Government hospital, is really about growth: Tamil Nadu has largely solved child survival, but not healthy growth.
  • In the first 1,000 days, village health nurses and anganwadi workers will track each child's growth, and babies who are premature, of low birth weight or ill will go straight to the State's 34 District Early Intervention Centres.

The Kashi Tamil Sangamam, this year around the Thirukkural

  • The Kashi Tamil Sangamam celebrates the ties between Tamil Nadu and Kashi, two ancient seats of learning, in the spirit of Ek Bharat Shreshtha Bharat. The first was held in 2022.
  • The news: the fifth edition, from 28 November to 12 December, takes the theme Thirukkural Payilvom, Let us learn the Thirukkural. Union Education Minister Pralhad Joshi launched its registration portal, hosted by IIT-Madras.
  • It is organised by the Union Education Ministry with IIT-Madras, Banaras Hindu University and the Central Institute of Classical Tamil, Chennai. About 1,400 participants from Tamil Nadu, in seven groups, will visit Varanasi, Prayagraj and Ayodhya.
  • The Thirukkural of Thiruvalluvar has 1,330 couplets in 133 chapters, arranged in three books: Aram, on virtue, Porul, on wealth, and Inbam, on love.

The Kandoori of the Nagore Dargah

  • The Nagore Dargah in Nagapattinam district is the shrine of the 16th-century Sufi saint Hazrat Syed Shahul Hameed, and its annual festival is the Kandoori.
  • The news: Chief Minister C. Joseph Vijay handed the dargah's trustees a Government Order that, for the Periya Andavar Kandoori on 10 November, supplies 45 kg of sandalwood free of cost.
  • Tamil Nadu Waqf Board chairman K. Nawas Kani was present. A State Waqf Board is a statutory body under the Waqf Act, 1995.

The Sathaya Vizha of Rajaraja Chola at Thanjavur

  • Rajaraja Chola I ruled from 985 to 1014 CE and built the Brihadisvara temple, the Big Temple of Thanjavur, completed around 1010 CE. It is part of the UNESCO World Heritage Site of the Great Living Chola Temples.
  • The news: on Aippasi Sathayam, his birth star in the Tamil calendar, Thanjavur held the 1,041st Sathaya Vizha, with a 48-material abhishekam to Peruvudaiyar and Periyanayaki on behalf of the Dharmapuram Aadheenam.
  • The Aadheenam recalled that Rajaraja Chola recovered the Thirumurai, the canon of Saiva hymns, which Nambiyandar Nambi compiled under his patronage; the Thirumurai books were taken in procession with over 100 Odhuvars.
