Coral bleaching, and two lab routes back to colour

  • Corals live with symbiotic algae in their tissues that supply most of their food by photosynthesis. When the sea warms, the coral expels the algae and turns white; this is coral bleaching.
  • The news: about 80% of the world's reefs faced extreme heat stress between 2023 and 2025, worsened by the 2023 El Niño, India's reefs around Lakshadweep included. It was the fourth global mass bleaching on record.
  • A study in Science found that brief contact with a healthy coral can pass algae to a bleached one and bring full recovery, often within days, but only between corals of the same genetic background.
  • A second study put a lab-made heat-tolerant algal strain, SS8, into two Great Barrier Reef species; these then passed it to bleached corals in a tank, and SS8 also spread through the water.
  • Mass bleaching is predicted to occur every year by 2080; experts say reef-wide use is still far off.

Why ordinary glass is transparent

  • Light travels as packets of energy called photons. An electron absorbs a photon only if the photon carries exactly the energy needed to lift it to a higher energy level.
  • Window glass is mostly silicon dioxide. Its electrons need more energy than a visible-light photon has, so visible light passes through; ultraviolet photons carry more energy and are absorbed, so glass is opaque to UV.
  • Glass is amorphous, with no repeating atomic order, but the disorder is far smaller than the wavelength of visible light, so little light is scattered. Glass powder scatters light in every direction and is not transparent.

Private industry in India's space programme

  • ISRO will not be privatised, its chairperson V. Narayanan said in Chennai; some operations will be done by private firms on a commercial basis, and ISRO will handhold start-ups.
  • He said 75% of the budget of a PSLV or GSLV launch already goes to private industry. The programme is 64 years old and has 56 satellites, against a demand for thousands.
  • He put India's share of the global space economy at 2%, with a target of 10%, and a goal of 50 launches a year with private firms and start-ups working under Union government control.

How the IMD grades a day's rain, and the Burliyar landslip

  • The India Meteorological Department grades rain in 24 hours: heavy 64.5 to 115.5 mm, very heavy 115.6 to 204.4 mm and extremely heavy 204.5 mm or more.
  • The news: Burliyar in the Nilgiris recorded 250 mm, extremely heavy, in the 24 hours to Saturday morning, the highest in Tamil Nadu. A landslip on the Coonoor to Mettupalayam ghat road killed the driver of a State transport bus.
  • More than 300 people, among them 241 students from Kerala, were brought down to Mettupalayam. Vehicles are barred from the ghat roads from 6 p.m. to 6 a.m. for three days, except essential services.
  • A red alert for extremely heavy rain was issued for Theni, Dindigul and Madurai. A low pressure area over the southeast Arabian Sea fed rain over the Western Ghats.
  • The Bay of Bengal system became a depression about 820 km east-southeast of Kakinada. The IMD expects a very severe cyclonic storm to cross the Andhra Pradesh coast between Bapatla and Visakhapatnam by the morning of 28 October, with winds of 115 to 125 km/h gusting to 140.

Cauvery: what each State argued before the Regulation Committee

  • In a distress year, the share of each State is worked out pro rata to the actual flow. The Cauvery Water Regulation Committee recommends releases and the Cauvery Water Management Authority endorses them; Tamil Nadu's flow is measured at Biligundlu, where the river enters the State.
  • The order: 3,000 cusecs a day at Biligundlu for 15 days from 8 a.m. on 24 October, about 3.88 tmcft in all.
  • Tamil Nadu sought 18.402 tmcft over the 15 days, about 14,236 cusecs a day, including a claimed backlog of 13.829 tmcft worked out on a pro-rata sharing factor of 46.98%. Mettur held 20.887 tmcft.
  • Karnataka said its four Cauvery basin reservoirs got 122.293 tmcft against a 30-year average of 273.865 tmcft, a 55.35% deficit; 226 of its 240 taluks are in drought; and it released 47.092 tmcft at Biligundlu between 29 July and 22 October against the 45.231 tmcft stipulated.

North Pacific 'Victoria Mode' and India's shifting climate zones

  • A climate type is fixed by temperature and rainfall. A steppe is dry but not desert, with an annual mean of 18°C or more; tropical savannah has its coldest month at 18°C or above and a clear dry season; a temperate zone has its coldest month between 0°C and 18°C.
  • The news: an IMD and IITM paper in MAUSAM, the IMD's journal, finds the hot semi-arid steppe in northwest India grew from 25.7% of the region in 1951-80 to 33.1% in 1991-2020, while the temperate zone shrank from 25.8% to 18.7%.
  • West Vidarbha and Marathwada moved from savannah to steppe. In peninsular India the steppe fell from 30.3% to 16.4% and savannah rose from 61.6% to 75.7%.
  • The authors link the drying of the northern plains to the negative phase of the Victoria Mode, a recurring pattern of warm and cool water in the North Pacific, separate from the Pacific Decadal Oscillation, which cut the flow of moisture.

El Nino: how its strength is measured, and a record Pacific

  • El Nino is the warm phase of the El Nino Southern Oscillation, and recurs every two to seven years. Its strength is read from the 90-day average temperature anomaly in the Nino 3.4 region of the central equatorial Pacific.
  • Five consecutive months above 0.5°C mark the onset; 1.5 to 1.9°C is strong and above 2°C very strong. The very strong events of the modern record are 2015-16 (2.6°C), 1997-98 (2.4°C) and 1982-83 (2.1°C).
  • The news: on 5 October Nino 3.4 recorded 30.06°C, the first time above 30°C. The 2026-27 El Nino was declared on 6 June and is projected to peak in December with an anomaly of 3.8°C.
  • The Central Water Commission's weekly report shows India's 178 reservoirs at 69% of capacity, and the south at only 44%.

Point Calimere and the winter migrants

  • The Point Calimere Wildlife and Bird Sanctuary at Kodiakkarai, Nagapattinam district, was set up in 1967 for the blackbuck and is a Ramsar site since 2002. It is a major wintering ground for waders and waterbirds.
  • The news: forest officials counted 22 migratory species up to 23 October, among them the greater flamingo, northern pintail, spot-billed pelican, Eurasian curlew and painted stork. The dry spell slowed the start; a good showing is expected by mid-November.
  • Waders such as the little stint, red knot and great knot have arrived; the bar-tailed godwit, known for long non-stop flights, is a regular visitor. Around Tiruchi, arrivals began about 20 September.

Kutch's camels and the invasive Prosopis juliflora

  • At 45,674 sq. km, Kutch in Gujarat is India's largest district, bigger than Haryana or Kerala. Camels there browse on tree leaves, so they depend on forests.
  • The news: the district's camel count peaked at 17,639 in the 1992 livestock census and has fallen since 2010. Industry, mining of lignite, bauxite, china clay and gypsum, solar and wind projects, and grazing curbs are blamed.
  • The spread of the invasive Prosopis juliflora, known in Tamil Nadu as seemai karuvelam, has made it worse.

The urban heat island, and Chennai's heat-risk wards

  • An urban heat island is a city that stays hotter than the land around it, because concrete stores heat and green cover is lost.
  • The news: a study of 101 cities found that clustering buildings of similar function cools them; every 100 m rise in cluster size cut heat island intensity by 4.5%, through better airflow and coordinated release of heat.
  • At a 'Cooling Singara Chennai' session of the Greater Chennai Corporation, a CEEW assessment named 9 wards at very high heat risk and 30 at high risk.

75 years since India's first General Election

  • Independent India's first General Election opened on 25 October 1951 and ran in phases into early 1952, under the Election Commission set up by Article 324, with Sukumar Sen as the first Chief Election Commissioner.
  • Shyam Saran Negi, a schoolteacher from Kalpa in Himachal Pradesh, who voted early because of the winter there, is remembered as independent India's first voter.

Recall: important days, awards and events

  • Recall: 24 October 2026 was the 225th memorial day of the Marudhu brothers of Sivagangai, hanged by the British at Tiruppattur in 1801; their Jambudweep Proclamation was issued at Tiruchi. The Vice-President, the Governor and the Chief Minister paid tribute.
  • Recall: physicist Ashoke Sen of the International Centre for Theoretical Sciences (ICTS-TIFR), Bengaluru, a pioneer of string theory, became the first Indian to receive the Oskar Klein Medal, instituted in 1988 and given by Stockholm University and the Royal Swedish Academy of Sciences.
  • Recall: the BRICS Parliamentary Forum meets in New Delhi on 26 and 27 October; Iran's Speaker Mohammad Bagher Ghalibaf will not attend, though an Iranian delegation will.
  • Recall: P.V. Sindhu reached the final of the French Open (Super 750) in Paris, beating Japan's Hina Akechi; she meets world No. 1 An Se Young of Korea.
  • Recall: boxer Aditya became the first Indian man assured of a medal at the World Boxing Under-19 Championships in Budva, Montenegro, reaching the 55 kg semifinals.
  • Recall: the Commonwealth Kabaddi Championship 2026 is being held in Ahmedabad.

How a Chief Election Commissioner is removed

  • Under Article 324(5), the Chief Election Commissioner can be removed only in the same manner and on the same grounds as a Supreme Court judge: by Parliament, for proved misbehaviour or incapacity. The other Election Commissioners can be removed only on the CEC's recommendation.
  • The word impeachment belongs to the President alone, under Article 61. The news: Opposition parties plan a 'public impeachment proceeding' of CEC Gyanesh Kumar on 30 October, a political event, not a constitutional process.

Ladakh: the Centre's draft, Article 371 and six new districts

  • Ladakh became a Union Territory without a legislature in 2019. Its groups seek Statehood and inclusion in the Sixth Schedule, which provides autonomous councils for tribal areas; Article 371 carries special provisions for particular States.
  • The news: a sub-committee of the Home Ministry shared a 32-page draft this month. The Leh Apex Body and the Kargil Democratic Alliance rejected it, saying it offered a NEFA-type arrangement with power held by the Lieutenant Governor, not the elected body with legislative powers recorded in the minutes of the 22 May talks.
  • The Home Ministry had set up a High-Powered Committee in 2023 under Minister of State Nityanand Rai. The Civil Society Forum of Ladakh welcomed the draft.
  • Ladakh, 59,146 sq. km with about 3.5 lakh people, had only Leh and Kargil districts. Six new districts, Sankoo, Sham, Nubra, Changthang, Zanskar and Drass, were created this year, Sankoo being announced as the eighth; each is to get a hill council of 26 elected members, like the LAHDCs of Leh (1995) and Kargil (2003).

Data breaches, CERT-In and the DPDP Act

  • Under Section 8(6) of the Digital Personal Data Protection Act, 2023, a data fiduciary must report a personal data breach to the Data Protection Board and to each affected person; Rule 7 of the DPDP Rules, 2025 sets out how. These provisions take effect only on 13 May 2027.
  • SBI told the stock exchanges that of about 3,75,000 records found on the dark web, 3,897 held customers' personal information, after alerts from the Defence Cyber Agency and CERT-In.
  • The Road Transport Ministry asked CERT-In for a forensic audit of the VAHAN (registration), SARATHI (licences), e-Challan and PUCC portals after owner data was found on sale. Through RTI, the Internet Freedom Foundation found 25,314 credentials issued to private entities, which ran 1.708 crore queries in 33 months.
  • Documents of more than 500 titles filed on the CBFC's e-Cinepramaan portal, the film certification system, were also found exposed on the Internet Archive.

The Public Accounts Committee and breach of privilege

  • The Public Accounts Committee examines the government's accounts and the CAG's audit reports; by convention its chairperson comes from the Opposition. Disobeying a House committee's summons can be treated as a breach of privilege, on which the Speaker acts.
  • The news: PAC chairperson K.C. Venugopal wrote to Speaker Om Birla that the Chief Secretaries of six States, Uttar Pradesh, Karnataka, Punjab, Odisha, Bihar and Madhya Pradesh, did not appear on the pre-matric and post-matric scholarships for Scheduled Caste students; the committee held this a breach of privilege.

A Civil Defence Network trained with the Army

  • Civil defence is the protection of people and property during an attack or disaster, under the Civil Defence Act, 1968, and is coordinated by the Home Ministry's Directorate General of Fire Services, Civil Defence and Home Guards.
  • The news: 600 master trainers, 50 from each of 12 States and UTs, Tamil Nadu among them, get three days of training at Army establishments by the second week of November; each will train 100 volunteers, about 60,000 in all.
  • Training covers threat awareness, including hybrid warfare and drones; protection and emergency response, including CBRN awareness; and communication, cyber hygiene and civil-military coordination.

Manipur: the end of the Suspension of Operations pact

  • A Suspension of Operations agreement is a truce in which armed groups keep their cadres in designated camps while talks go on. In Manipur it was signed by the Centre, the State and the Kuki National Organisation and the United People's Front.
  • The news: the pact expired on 4 September. Security forces took over the Sinai camp in Kangpokpi, the first Kuki armed group camp taken since the 2023 clashes; searches are planned in all 14 designated camps.

Chennai's MRTS: railway police, the RPF and the move to CMRL

  • Police, including railway police, is in the State List (Entry 2). The State's Government Railway Police is legally responsible for passenger safety and crime on trains; the Union's Railway Protection Force mainly guards railway property.
  • The news: after a commuter fell to her death through a floor gap in a disused room at Thirumayilai station, Southern Railway closed shaft openings and locked vacant rooms. Former police chiefs say the GRP is understaffed on the elevated MRTS stations.
  • The Railway Board approved the handover of the MRTS to Chennai Metro Rail Limited this year, after about 15 years of talk; an MoU between the State and Southern Railway is expected within two months. CMRL will begin with security and housekeeping; new trains may take at least two years.

Farmer IDs under the Digital Agriculture Mission

  • A Farmer ID is a unique digital identity for a farmer, built under the Digital Agriculture Mission of the Ministry of Agriculture and Farmers' Welfare with the States, to give one-step access to schemes, bank credit, crop insurance and disaster relief without repeated paperwork.
  • The news: 11 crore Farmer IDs were created by 23 October, five months ahead of the 31 March 2027 deadline, Union Agriculture Minister Shivraj Singh Chouhan said.

Shipbuilding: India's tiny share of a record global order book

  • Shipbuilding output is measured in compensated gross tonnage (CGT), which weights a ship's gross tonnage by the work needed to build that type of ship.
  • The news: Indian yards held 1.1 million CGT on 1 September 2026, only 0.5% of the world total, ranking 12th, according to BIMCO. Deliveries due in 2026-2030 are nearly double those of 2021-2025.
  • The global order book hit a record 203.2 million CGT. China holds 64%, South Korea 19% and Japan 6%. The Centre's Rs. 69,725 crore shipbuilding package aims for India's place in the top 10 by 2030 and the top five by 2047.

The India and EU free trade agreement and car tariffs

  • A free trade agreement cuts tariffs on most goods traded between the partners, often in phases and within quotas. A completely built unit (CBU) is a vehicle imported fully assembled.
  • The news: the India-EU FTA is expected to be signed in Brussels on 16 December and to come into force in early 2027 once the European Parliament clears it. Duty on European luxury car CBUs falls from about 110% to 30-35% in the first year, and in phases to 10%, subject to annual quotas.

Ethanol: the feedstock mix in the new procurement tender

  • Ethanol for blending in petrol is bought by the oil marketing companies for an Ethanol Supply Year (ESY), which runs from November to October, from grain (surplus or damaged foodgrains, maize) and from sugarcane (juice, syrup and molasses).
  • The news: the ESY 2026-27 tender prices ethanol at Rs. 60.32 a litre from surplus foodgrains, capped at 108 crore litres for three quarters, Rs. 64 from damaged foodgrains and Rs. 66 from maize. Ethanol from cane juice, sugar syrup and B-heavy molasses is excluded; C-heavy molasses stays eligible.
  • The Grain Ethanol Manufacturers Association says rice-based feedstocks bear a disproportionate burden while maize's role weakens.

The four parts of India's foreign exchange reserves

  • India's foreign exchange reserves, held by the RBI, have four parts: foreign currency assets, gold, Special Drawing Rights (SDRs) and the reserve position in the IMF. The RBI sells dollars from them to steady the rupee.
  • The news: reserves fell by USD 5.011 billion to USD 721.016 billion in the week to 16 October: foreign currency assets 591.847 billion, gold 105.80 billion, SDRs 18.578 billion and the IMF position 4.791 billion.
  • The record was USD 785.706 billion in the week to 4 September, lifted by about USD 133 billion raised by banks under a foreign currency deposit scheme for NRIs.

Tamil Nadu: 50,000 new free farm power connections

  • Tamil Nadu supplies free power to farm pumps; the State pays the distribution company a subsidy per horsepower for the power used.
  • The news: a Government Order lets the Tamil Nadu Power Distribution Corporation give 50,000 new farm connections in 2026-27: 20,000 normal, 3,372 self-finance, 25,282 Tatkal and 1,346 under other schemes.
  • The State bears Rs. 3,925 per horsepower a year, about Rs. 127.56 crore; the one-time cost of about Rs. 750 crore is borne by the corporation. 3,215 pending connections of small and marginal BC, MBC and DNC farmers get priority.

Chennai's airports: Tamil Nadu's two letters to the Centre

  • Most of India's airports are owned and run by the Airports Authority of India, a statutory body under the AAI Act, 1994; a State cannot change an airport's operator on its own.
  • The news: in the first week of August, Tamil Nadu asked the Centre to bring in a 'competent operator' other than the AAI to run Chennai airport, citing its underperformance and falling traffic.
  • In the first week of September, it asked the AAI for a pre-feasibility study of the two shortlisted sites for the second airport, Gummidipoondi and Cheyyur. Neither letter has had a reply.

The free bicycle scheme for Plus One students

  • Under the free bicycle scheme, run by the Backward Classes Welfare Department, every Plus One student of a government or government-aided school gets a bicycle each year.
  • The news: the State signed an agreement with Hero Cycles, the lowest bidder, for 5,32,388 students. This year's bicycles come with a helmet and a water bottle holder, at Rs. 7,235 for a boy's and Rs. 7,476 for a girl's bicycle, taxes included.
  • The Budget allotted Rs. 277 crore; a further Rs. 155 crore is to be spent.

Temple staff and the minimum wage

  • Hindu temples in Tamil Nadu are administered by the Hindu Religious and Charitable Endowments Department; their archakars, oduvars and other staff have been paid according to each temple's income.
  • The news: the Madurai Bench of the Madras High Court held that staff of all temples must be paid the statutory minimum wage, not pay tied to temple income, following the Supreme Court's order; staff now get Rs. 4,000 a month against a family's need of at least Rs. 10,000.

Andal and the butterflies of the Western Ghats

  • Andal, the only woman among the twelve Alvars, foster daughter of Periyalvar and called Soodikkodutha Sudarkodi, wrote the Thiruppavai and the Nachiyar Thirumozhi.
  • The news: writing in Dinamani, Pazha. Nedumaran notes that butterflies fly from the plains of Salem, Namakkal, Erode, Tiruppur and Coimbatore to the Western Ghats from mid-September, before the northeast monsoon, and return in April and May; Andal described this migration in a pasuram of the Nachiyar Thirumozhi about 1,300 years ago.
  • The same page recalls that the Sangam poem Maduraikkanchi describes the Arankooru Avaiyam, a council of elders that declared justice in the king's administration.
