Iodine, iron and double fortified salt

  • Iodine is needed by the thyroid to make its hormones; its lack causes goitre and harms brain development. Iron deficiency is the main cause of anaemia, which affects over half of Indian women and nearly three-fourths of children.
  • Double Fortified Salt carries both iodine and iron. It builds on Universal Salt Iodisation, under which about 95% of households use iodised salt; FSSAI has a standard for it, and it is mandated in PM POSHAN and the ICDS.
  • The news: an article argues for DFS in the Public Distribution System under the revised Anaemia Mukt Bharat strategy; DFS can cut anaemia by up to 21% and costs Rs. 14 to Rs. 20 a person a year. In Tamil Nadu, Health Minister K.G. Arunraj said shops have been fined nearly Rs. 1.39 crore for not selling iodised salt.

Kashmir's rice and its East Asian roots

  • A study by SKUAST-Kashmir compared 142 traditional Kashmir rice accessions with the global 3K rice panel of 3,010 samples and found them closest to rice of Korea and Northeast China, carrying cold-tolerance genes such as HAN1 and CTB4a that modern lowland-bred varieties have partly lost.
  • Archaeologists note that wheat and barley were the earliest crops at Neolithic Burzahom and Gufkral, and rice probably came later, around 1000-1500 BC, in the megalithic period.

Protein bioavailability: plant-based and chicken products

  • Protein bioavailability is the share of protein in a form the body can absorb. It was tested in vitro, by simulating the mouth, stomach and intestine, under the international INFOGEST protocol.
  • The news: CSIR-IHBT, Palampur and the Good Food Institute India found plant-based kebabs at 80.8% and 86.1% bioavailability against 38.8% for chicken, though the chicken held more crude protein; the authors say this shows the products are nutritionally comparable, not healthier.

Cyclone Arnab, and why it brings Tamil Nadu a dry spell

  • A strong cyclone draws moisture-laden winds towards itself. As it moves away from Tamil Nadu, the seasonal northeasterly winds give way to dry westerly or northwesterly winds, and the northeast monsoon pauses.
  • The news: Cyclone Arnab is expected to cross the Andhra Pradesh coast close to Yanam or Kakinada around noon on 28 October as a very severe cyclonic storm, gusting to 140 km/h. Andhra Pradesh has red alerts in seven districts and is moving 4,711 pregnant women to safer facilities; Odisha has readied over 1,700 shelters.
  • Tamil Nadu has had 21.5 cm of rain since the monsoon set in, 58% above the average for the month, against a season average of 44 cm. Mostly dry weather is expected until 1 November, when a fresh cyclonic circulation may revive rain; lightning has killed 14 people since the onset, and each family got Rs. 4 lakh.

Chennai's reservoirs and weather radars

  • Chembarambakkam, one of Chennai's five main reservoirs, has a capacity of 3,645 mcft, and its surplus goes into the Adyar. A Doppler weather radar tracks rain-bearing clouds; Chennai's ageing S-band radar is backed by X-band radars at NIOT, Pallikaranai, and Sriharikota.
  • The news: Chief Minister C. Joseph Vijay inspected Chembarambakkam, now at 1,488 mcft or 41%, and ordered round-the-clock monitoring and advance warnings downstream before any release; the five reservoirs together rose to 41.3% from 34% on 15 October. Officials say a new radar will replace the old one next year.

Mettur: the delta release stops after 50 days

  • The Mettur dam, or Stanley Reservoir, built across the Cauvery in Salem district in 1934, has a full level of 120 ft and a capacity of 93.47 tmcft; its release irrigates the delta's samba crop.
  • The news: after about 50 days from 1 September, irrigation release has stopped; only about 1,000 cusecs flows for drinking water and environmental flows. Storage stood at 20.846 tmcft at 54.6 ft. Tamil Nadu has realised about 50.6 tmcft of Cauvery water since 1 June.

The Subansiri and Siang dams, and China's upstream project

  • The Subansiri is the largest tributary of the Brahmaputra. China is building a 60,000 MW hydropower project upstream on the Yarlung Tsangpo, which enters India as the Siang; the Centre sees the Siang project as a counter to it.
  • The news: a 12-hour shutdown in Upper Subansiri district turned violent and forced cancellation of a public hearing on the 1,605 MW Subansiri Upper project, two days after protests at Pasighat against the 11,200 MW Siang project.
  • Dinamani adds: China's dam is being prepared at Medog in south-east Tibet near the Indian border, at about three times the capacity of the Three Gorges dam. Chinese researchers who read the river's flow from 1325 to 2020 through tree rings warn that filling it could bring major floods, as the Tibetan plateau is warming at twice the global average.

Landslides in the Nilgiris: why the hills give way

  • A landslide has natural triggers, such as earthquakes, the movement of tectonic plates and extreme rain, and human ones, such as cutting slopes for buildings, drawing too much groundwater and letting sewage seep into the ground.
  • The roots of native trees bind the soil; where they have been replaced by tea and coffee monoculture, erosion rises. A geologist says the Western Ghats slopes of the Nilgiris and Kodaikanal can hold about 240 mm of rain in 24 hours, beyond which the soil loses its stability.
  • The news (Dinamani): the Nilgiris is about 67% forest and 19% plantation or farmland, with buildings on about 3.47%; the building height limit there is 7 m. Vulnerable spots have been marked, and tourists are asked to avoid travel at night.
  • Also in the news: landslips on the Kodaikanal ghat roads after Sunday's rain, and the Mettupalayam-Udhagamandalam hill train cancelled till 29 October after repeated slips on the Mettupalayam-Coonoor section.

  • Recall: Luiz Inacio Lula da Silva won a fourth term as Brazil's President, beating Flavio Bolsonaro by 51.7% to 48.2% in the run-off; no candidate who came second in Brazil's first round had won a run-off before.
  • Recall: Lok Sabha Speaker Om Birla opened the 12th BRICS Parliamentary Forum at the Samvidhan Sadan, New Delhi.
  • Recall: India's record 114 medals at the Asian Para Games came from 168 athletes, against 309 at Hangzhou 2022, whose tally was revised to 108 after three medals were withdrawn for doping.
  • Recall: Team MRF Tyres won the 2026 FIA European Rally Championship Teams' title, its fourth in five years.
  • Recall: the 97th All-India MCC-Murugappa Gold Cup hockey tournament is under way in Chennai.

How the Election Commission decides, in its own words

  • The Election Commission has the Chief Election Commissioner and two Election Commissioners. Under Section 18 of the CEC and Other ECs Act, 2023, a difference of opinion is settled by majority; the CEC can be removed only like a Supreme Court judge, under Article 324(5).
  • The news: in a joint affidavit of about 250 pages, the ECI, CEC Gyanesh Kumar and the two ECs told the Supreme Court that any attempt to restrain the CEC would be contrary to law, that decisions pass from one EC to the other and then to the CEC, and that Form 6 has not been changed.
  • The Supreme Court separately assured orally that voters deleted in Maharashtra's revision will not be prosecuted for re-applying through Form 6.

Article 243ZA: who runs municipal elections

  • Under Article 243ZA, the superintendence, direction and control of electoral rolls and elections to municipalities vest in the State Election Commission, not the Election Commission of India; Article 243K does the same for panchayats.
  • The news: with Kolkata and Howrah civic polls due next month, it is unclear whether voters deleted in West Bengal's revision can vote; the State Commission may choose to adopt the Assembly roll and add or delete names. About 60 lakh were removed, and over 37 lakh appeals are pending before tribunals.

News publishers challenge the DPDP Act

  • Article 19(1)(a) protects free speech and a free press, and the Supreme Court's privacy judgment of 2017 held privacy a fundamental right; a data law must balance the two.
  • The news: the Digital News Publishers Association has challenged the DPDP Act, 2023 and its 2025 Rules, saying they give no exemption for journalistic activity and that Section 36, read with Rule 23, lets the Union requisition any information from a data fiduciary without judicial oversight. A Bench headed by the CJI hears the petitions.

Kudankulam's leak and supply-chain cybersecurity

  • CERT-In is the national agency for cyber incidents, and its 2022 directions made prompt reporting mandatory. The National Critical Information Infrastructure Protection Centre, set up under Section 70A of the IT Act, protects critical infrastructure.
  • The news: a group called World Leaks posted about 19,000 files (14.3 GB) on the Kudankulam project, held by Reliance Infrastructure, the EPC contractor for Units 3 and 4, on a third-party data centre hit by ransomware. NPCIL says they cover only non-nuclear infrastructure; the reactors are isolated from the Internet.
  • The writer argues that security duties must follow the data to every contractor and data centre, and that the lesson of 2019, when the Dtrack malware was found on the plant's administrative network, was not learnt. Kudankulam is being expanded to 6,000 MW.

Can a legislator's resignation be curbed?

  • Under Article 190(3)(b), an MLA may resign by writing to the Speaker, who accepts it only if satisfied that it is voluntary and genuine (Article 101(3)(b) is the parallel for MPs). Resigning the seat is different from defection under the Tenth Schedule, which disqualifies a member who voluntarily gives up party membership while still holding the seat.
  • The news (Dinamani): a bench headed by CJI Surya Kant issued notice to the Centre and the Election Commission on a plea against the Madras High Court's September ruling. The High Court had dismissed a PIL filed after six AIADMK MLAs resigned following the 2026 Assembly election and joined the ruling TVK, holding that the Constitution and the Representation of the People Act protect the right to resign and that creating new disqualifications is for Parliament.

Executive Magistrates and Judicial Magistrates

  • Executive Magistrates, appointed by the State government under Section 15 of the BNSS, do preventive work, such as a bond to keep the peace for up to one year under Section 126; Special Executive Magistrates get these powers for a set period, area or purpose.
  • Judicial Magistrates, under Section 9, are appointed by the High Court and try criminal cases, decide bail and remand, and sentence; Executive Magistrates cannot try or convict. The news: a Special Executive Magistrate in Delhi released two protest activists on surety in a peace-bond case.

RTE's 25% quota and inclusion in the classroom

  • Section 12(1)(c) of the Right to Education Act, 2009 requires private unaided schools to reserve 25% of entry-level seats for children from weaker and disadvantaged groups, with the State reimbursing fees; about 50 lakh children have used it.
  • The news: a study of nine Delhi private schools finds that admission does not ensure inclusion; it calls for mixed seating, collaborative learning, teacher support and State tracking of inclusion.

The Defence Acquisition Council clears Rs. 2.12 lakh crore

  • The Defence Acquisition Council, chaired by the Defence Minister, gives Acceptance of Necessity, the first step in buying weapons and equipment for the services.
  • The news: the DAC cleared proposals worth about Rs. 2.12 lakh crore, 82% from domestic industry, including very short-range air defence systems for the Army, Active Offboard Decoy Systems against missiles for the Navy, and helicopters and mobile X-band weather radars for the Air Force.

Manipur: the terms of the 2025 Suspension of Operations pact

  • The Suspension of Operations pact with the Kuki National Organisation and the United Peoples' Front, 24 groups in all, was first signed in 2008, lapsed in February 2024 after the May 2023 violence, and was signed afresh on 4 September 2025 with new terms: six camps each instead of 14, away from highways, towns and the Myanmar border.
  • The news: the raided Sinai camp in Kangpokpi, with 18 people against a sanctioned 150, is one of two camps the Centre wants relocated; since the pact has not been extended, officials say the raid sets a precedent.

When a minor drives: Section 199A of the Motor Vehicles Act

  • Under Section 199A of the Motor Vehicles Act, 1988, when a juvenile commits a traffic offence, the guardian or the vehicle's owner is deemed guilty and can be punished.
  • The news: Kochi police booked an additional district judge under this section after his 17-year-old son allegedly killed a scooter rider with a luxury car; the Juvenile Justice Board granted the boy bail.

E100 and flex-fuel vehicles

  • A flex-fuel vehicle can run on petrol, on any blend of ethanol and petrol, or on nearly pure ethanol. E20 (20% ethanol) has been India's default petrol since April 2025; E85 and E100 are high-ethanol fuels meant only for such vehicles.
  • The news: the Road Transport Ministry amended Rules 115 and 115E of the Central Motor Vehicles Rules, 1989 to recognise E100 alongside E85, giving makers a path to certify dedicated flex-fuel vehicles. Owners of existing vehicles need not switch; specifications for E22 to E30 blends were notified in May 2026.
  • Dinamani adds that the amendments also provide for B100 biodiesel and hydrogen-CNG blends.

Sanitation work through the National Urban Livelihoods Mission

  • The National Urban Livelihoods Mission, part of the Deendayal Antyodaya Yojana, organises urban poor into self-help groups and their federations, such as City Livelihood Centres; under the 74th Amendment, sanitation is a municipal function.
  • The news (Dinamani): a Government Order moves solid waste and sanitation work in Thanjavur Corporation and 146 municipalities from private contractors to NULM groups, at Rs. 616.28 crore a year; workers will get at least the notified minimum wage, with EPF and ESI. Twenty-one other corporations keep private contracts.

The National Means-cum-Merit Scholarship

  • Under the Centre's National Means-cum-Merit Scholarship, Class 8 students of government and government-aided schools take a test; 1 lakh are selected each year across India and get Rs. 1,000 a month from Class 9 to Class 12, to reduce dropouts.
  • The news (Dinamani): Tamil Nadu's share is 6,695 students; this year's test is on 12 December.

Misleading advertisements and the CCPA

  • The Central Consumer Protection Authority, set up under the Consumer Protection Act, 2019, can act on its own against misleading advertisements, order them withdrawn and impose penalties.
  • The news: it fined Britannia Industries Rs. 1 lakh for advertising '100% whole wheat bread' when the declared wheat content was 62%, and ordered the advert withdrawn with a compliance report in 15 days.

Fiscal deficit and the debt target

  • The fiscal deficit is the gap between the government's total spending and its receipts other than borrowing; the debt-to-GDP ratio measures accumulated borrowing against the size of the economy.
  • The news: Union Finance Minister Nirmala Sitharaman said in Tiruchi that India is confident of bringing national debt down to 50% of GDP by 2030, citing a steady fall in the fiscal deficit over three years despite the pandemic, war in West Asia and high fuel prices.

Chennai airport: more flights after the ATF tax cut

  • Jet fuel is a large share of an airline's operating cost, and ATF is outside GST, so the State's VAT rate shapes fares and route choices.
  • The news: after Tamil Nadu cut VAT on ATF at Chennai airport from 29% to 16%, one large airline has promised nearly 25% more flights and another 8%, though without a time-frame; the State has asked for a direct flight to Japan.

Aippasi festivals: the Pancha Bhoota Sthalams and Nataraja's five halls

  • The Pancha Bhoota Sthalams are five Siva temples, each for one element: earth at Ekambareswarar, Kanchipuram; water at Jambukeswarar, Thiruvanaikaval; fire at Arunachaleswarar, Tiruvannamalai; air at Srikalahasti in Andhra Pradesh; and space at Nataraja, Chidambaram.
  • The Pancha Sabhais are the five halls where Nataraja dances: the golden hall at Chidambaram, the silver hall at Madurai, the copper hall at Tirunelveli, the picture hall at Courtallam and the gem hall at Thiruvalangadu.
  • The news (Dinamani): Annabhishekam, the anointing of the Sivalinga with cooked rice in the Tamil month of Aippasi, was held at the Arunachaleswarar temple on Monday, and the flag was hoisted for the Aippasi Thirukalyanam festival at the Nellaiappar-Kanthimathi Amman temple, Tirunelveli.
