Kufri Jamunia: biofortification and hidden hunger
  • Hidden hunger means eating enough calories but still lacking micronutrients such as iron, zinc and vitamins.
  • Biofortification breeds the nutrient into the crop itself, whereas fortification adds it during processing, as in iodised salt and fortified rice.
  • Bred by the ICAR-Central Potato Research Institute, the purple potato Kufri Jamunia gets its colour from anthocyanins, antioxidant pigments also found in jamun and blueberries.

  • Notified in November 2024 and now promoted by the Centre, it matures in about 90 days.
  • In field trials it was susceptible to the water mould Phytophthora infestans, which causes the potato disease late blight, so experts call it premature to treat it as a proven answer to hidden hunger.
Wake-up strokes and Tamil Nadu's SCRIPT programme
  • A wake-up stroke is one first noticed on waking, so its time of onset is unknown; it is about one in five ischaemic strokes.
  • An MRI mismatch between diffusion-weighted and FLAIR images shows brain tissue that can still be saved.
  • That opens the way to clot-dissolving thrombolysis (within 4.5 hours) or mechanical thrombectomy (within 24 hours for a large-vessel block).
  • Alongside the Tamil Nadu Accident and Emergency Care Initiative, Tamil Nadu runs the SCRIPT programme (Stroke Care and Rapid Intervention with Plasminogen activator and Thrombectomy).

Monsoon, rainfall, weather and climate

The Northeast monsoon wipes out Tamil Nadu's rain deficit
  • Tamil Nadu lies in the rain shadow of the Western Ghats in the Southwest monsoon and gets its largest share of rain when easterly winds carry moisture from the Bay of Bengal in the Northeast monsoon (October to December).
  • From 1 to 27 October the State got 217.2 mm against a normal of 144.2 mm, a 51% surplus; all 38 districts are now normal or above.
  • The 16% deficit left by the Southwest monsoon on 30 September has narrowed to under 1%.

What comes next
  • A low pressure area over the south Andaman Sea is likely to become a depression over the southeast Bay of Bengal, and the monsoon is expected to gather pace from 1 November.
  • The very severe cyclonic storm Arnab has weakened into a well-marked low over Chhattisgarh and Odisha.
  • Chennai's reservoirs rose from 34% of capacity on 17 October to 45%. The city's share of Krishna water under the Telugu Ganga project waits as Andhra Pradesh's Srisailam, Somasila and Kandaleru reservoirs hold only 25%.

Mullaperiyar dam: a seismic study under the Dam Safety Act
  • The Mullaperiyar dam on the Periyar in Kerala's Idukki district is owned, operated and maintained by Tamil Nadu.
  • Its water is diverted east to the Vaigai basin and irrigates five districts: Theni, Dindigul, Madurai, Sivaganga and Ramanathapuram.
  • The Dam Safety Act, 2021 set up the National Dam Safety Authority and requires periodic safety evaluation of specified dams, including their behaviour in earthquakes.
  • Tamil Nadu has sanctioned Rs. 43 lakh for a seismic study of the 131-year-old dam by the CSIR's National Geophysical Research Institute, Hyderabad; Kerala opposes raising the water level and seeks a new dam (Dinamani).
Surangam: tunnel wells of the laterite hills
  • A surangam is a horizontal tunnel dug into a laterite hill: rainwater that percolates in the monsoon seeps into the tunnel and flows out in summer.
  • It is a traditional water harvesting system of Kasaragod in Kerala.
  • Eight panchayats in Kasaragod will revive surangams with workers under the VB-G RAM G rural employment mission, advised by the Central Ground Water Board.

Environmental pollution - Reasons and preventive measures

Ennore Creek: a wetland under strain
  • Ennore Creek, an estuarine wetland in north Chennai, receives fly ash and hot water from thermal power plants.
  • An invasive mussel, known locally as 'kaaka azhi', has spread across it, and the National Green Tribunal has directed how dredged material must be handled.
  • A residents' report card graded 24 government bodies on their restoration duties and gave zero to five, including the Tamil Nadu State Coastal Zone Management Authority; a fish kill of four to six tonnes in August still has no official report on its cause.
Waste-to-energy incineration and the waste hierarchy
  • The waste hierarchy ranks options from most to least preferred.
  • Burning mixed waste in a waste-to-energy plant recovers some power but releases fossil-origin carbon dioxide from plastics.
  • A study of four Delhi plants found 3.4 kg of fossil carbon dioxide per unit of electricity exported, about 4.7 times the grid average, and questioned Chennai's proposed 2,100 tonne-a-day incinerator at Kodungaiyur.

A translocated tigress crosses into Assam
  • Tigers are moved between reserves under National Tiger Conservation Authority guidelines and tracked with radio collars.
  • Buxa Tiger Reserve in north Bengal, declared in 1983, had no resident tiger in recent years.
  • A tigress moved from Bihar to Buxa on 2 October crossed the Sankosh river into Raimona National Park in Assam, apparently in search of a suitable habitat.

Sardar Patel and National Unity Day
  • Sardar Vallabhbhai Patel, born on 31 October 1875 at Nadiad in Gujarat, was India's first Deputy Prime Minister and Home Minister.
  • He brought the princely States into the Union after 1947.
  • His birthday has been observed as National Unity Day (Rashtriya Ekta Diwas) since 2014; 31 October 2026 is his 151st birth anniversary.

Article 25 and the firecracker orders
  • Article 25 guarantees freedom of conscience and the right to profess, practise and propagate religion, subject to public order, morality and health and to the other Fundamental Rights.
  • Article 21 has been read to include a right to a clean environment and health.
  • The Supreme Court said its orders curbing firecrackers at Deepavali had been breached 'left and right', that religious freedom is subject to public health, and that it does not favour a complete ban; in 2025 it had allowed green firecrackers in Delhi-NCR for fixed hours.
Journalism and the Digital Personal Data Protection Act
  • Press freedom has no separate statute in India; it flows from Article 19(1)(a).
  • The Digital Personal Data Protection Act, 2023 has no exemption for journalism, though the 2018, 2019 and 2021 drafts had one, so a reporter could be treated as a data fiduciary needing the consent of the person investigated; penalties go up to Rs. 250 crore.
  • Digital news publishers have challenged the Act and its Section 44(3), which amended the RTI Act, 2005 to remove the public-interest override on disclosing personal information; the Supreme Court has issued notice.

Judiciary in India - Rule of Law

Appointing judges: the collegium and the NJAC
  • Article 124: Supreme Court judges are appointed by the President after consulting the Chief Justice of India. Under Article 217, High Court judges are appointed after consulting the CJI, the High Court's Chief Justice and the Governor.
  • The collegium came from the Second Judges case of 1993. If it reiterates a name the Centre returned, the appointment must be made.

The NJAC and the latest debate
  • The 99th Amendment, 2014 created the National Judicial Appointments Commission (the CJI, two senior judges, the Union Law Minister and two eminent persons).
  • The Supreme Court struck it down in 2015 as a breach of the basic structure, the independence of the judiciary.
  • A retired Supreme Court judge said names may have been discussed with the government before the collegium met, which he called 'pre-approval'; the revised Memorandum of Procedure is still not final after 11 years.
When can a court issue a mandamus?
  • A writ of mandamus orders a public authority to perform a duty the law places on it, so it needs a legal duty to enforce.
  • Alternative Investment Funds and Foreign Portfolio Investors are regulated by SEBI; mutual funds face strict public disclosure under the SEBI Mutual Fund Regulations, 1996.
  • A three-judge Bench refused, under Article 32, to direct SEBI to make the beneficial owners of AIFs and FPIs public without an existing legal framework, and asked the Centre and SEBI to consider transparency regulations. AIFs grew from 42 in 2013 to 1,528 in 2025.
A legislature cannot overrule a judgment
  • Under the separation of powers, a legislature may cure the defect a court found by changing the law, even retrospectively, but it cannot simply set aside a court's judgment; such a validating law is struck down.
  • The Supreme Court declared unconstitutional a Karnataka 2022 Act enacted to countermand rulings of the High Court and the Supreme Court: 'the legislature does not have the power to nullify the judgments'.
No patta on water bodies, forest and temple land
  • Under the public trust doctrine, the State holds water bodies, forests and similar common resources in trust for the people.
  • Temple land belongs to the deity under the HR&CE Act, 1959; such land cannot be handed to encroachers.
  • Granting patta to encroachers on water bodies, forest and temple land in defiance of court orders would invite severe action, including criminal action, against the Minister and officials, the Madras High Court warned; the HR&CE department told the court it has no power to grant such patta (Dinamani).

Census 2027: the population enumeration phase
  • The Census is held under the Census Act, 1948, a Union List subject (Entry 69), in two phases.
  • Census 2027 is India's first digital Census, with about 34 lakh enumerators using a phone app.
  • The population phase carries Independent India's first caste enumeration, with no separate column for the OBCs.
  • Door-to-door enumeration begins on 1 December in Uttar Pradesh and three other States going to polls, and in February 2027 elsewhere. The form has 40 questions, 13 of them new; the Aadhaar question is optional, since Aadhaar is not proof of citizenship.

Rationale behind the reservation policy, and access to the social resources

Tamil Nadu's Social Justice Survey and a review petition
  • Tamil Nadu's 69% reservation rests on its 1993 Act, which the 76th Amendment, 1994 placed in the Ninth Schedule.
  • Since the Census is a Union List subject, a State gathers caste data through a survey or commission of its own.
  • Article 137 lets the Supreme Court review its own judgments; a review petition is heard by the same court.
  • The Cabinet chaired by Chief Minister C. Joseph Vijay will set up a commission headed by a retired High Court judge to hold a Social Justice Survey after the ongoing Census.
  • It will also seek a review of the ruling that a Hindu of a Backward Class who converts to Islam cannot claim a Backward Class Muslim's benefits.

Reserve Bank of India - Goods and Services Tax

Digital arrest frauds: when banks must pay
  • A digital arrest is a fraud in which callers pose as police or other agencies and keep a victim under video watch until money is paid; no law allows an arrest over a phone call.
  • The RBI issues binding directions to banks, including Know Your Customer rules.
  • The Supreme Court asked the RBI to make financial institutions fully indemnify victims where the fraud followed a lack of institutional diligence, and to suspend transactions that deviate sharply from an account's history.
  • The proposed RBI (KYC) Amendment Directions, 2026 are to be notified by 30 November. Over Rs. 800 crore was lost to such frauds in a year.
More time for GST appeals
  • Under Article 279A, the GST Council, chaired by the Union Finance Minister with the States' Finance Ministers as members, recommends GST rules, which the Centre and each State then notify.
  • On its recommendation, Tamil Nadu now allows appeals to the GST Appellate Tribunal within six months of an order issued on or after 1 February 2026 (Dinamani).

Does 2026 mirror 1991?
  • In 1991 India faced a balance of payments crisis, with reserves enough for only weeks of imports; it answered with the LPG reforms: liberalisation, privatisation and globalisation.
  • Chief Economic Adviser V. Anantha Nageswaran said 2026 mirrors 1991, but the pressure now is on the supply side (production, energy, agriculture and technology), with countries using export curbs on essential goods (Dinamani).

  • The Production Linked Incentive scheme pays firms incentives on their additional sales of goods made in India.
  • For textiles it targets man-made fibre apparel and fabrics and technical textiles.
  • The Ministry of Textiles reopens its portal for round four of applications from 1 November to 31 December.

PM-KISAN: the 24th instalment
  • PM-KISAN (Pradhan Mantri Kisan Samman Nidhi), launched in 2019, is a Central sector scheme that pays farmer families Rs. 6,000 a year in three instalments by direct benefit transfer.
  • The Prime Minister released the 24th instalment in Gujarat, over Rs. 18,690 crore to more than 9.34 crore farmers.
Warehouse licences go online
  • Farm produce in Tamil Nadu is traded in regulated markets under the Tamil Nadu Agricultural Produce Marketing (Regulation) Act, 1987; agriculture and markets are State List subjects.
  • With the Second Amendment Act, 2026 now in force, warehouse licences can be obtained and renewed online without visiting offices (Dinamani).

Model Registration Hubs: register anywhere in Tamil Nadu
  • Documents are registered under the Registration Act, 1908, and registration of deeds is in the Concurrent List; each Sub-Registrar office has a fixed territorial jurisdiction.
  • Tamil Nadu sanctioned five Model Registration Hubs (Chennai North, Central and South, Chengalpattu and Coimbatore) for Rs. 7.84 crore, where documents and marriages can be registered irrespective of the Sub-Registrar's jurisdiction.
  • A managed service provider runs them on revenue sharing; statutory registration stays with the Sub-Registrar, and 20 more hubs are planned.

Aid for AI-based assistive devices
  • The Rights of Persons with Disabilities Act, 2016 recognises 21 disabilities and obliges governments to provide aids and assistive devices; 'relief of the disabled' is a State List subject.
  • Tamil Nadu will pay 50% of the cost or Rs. 30,000, whichever is less, for AI-based assistive devices such as myoelectric prosthetic limbs and cochlear implant batteries, for 1,000 persons in the first phase at Rs. 3 crore (Dinamani).
Sportspersons Development Assistance Scheme
  • The Sports Development Authority of Tamil Nadu (SDAT) runs sports hostels and centres of excellence where young athletes train and live.
  • Chief Minister C. Joseph Vijay launched a scheme paying SDAT trainees Rs. 500 a month for personal expenses (Rs. 1,000 in the premier centre hostels, Dinamani), for 2,600 players at Rs. 1.77 crore a year.
  • He also opened the Tamil Nadu Olympic Water Sports Academy at Pirappanvalasai, Ramanathapuram district, built for Rs. 42.90 crore.

  • An achievement survey tests what children have learnt against defined learning outcomes, not rote recall; nationally the Centre runs the PARAKH Rashtriya Sarvekshan.
  • Tamil Nadu will hold its survey, held once in two years, for classes 3, 5 and 8 in government and aided schools in January 2027; its results shape the State's Thiran Iyakkam learning programme (Dinamani).

Role of Tamil Nadu in freedom struggle

Pasumpon Muthuramalinga Thevar
  • Pasumpon Muthuramalinga Thevar, born on 30 October 1908 and died on the same date in 1963, led the Forward Bloc, Subhas Chandra Bose's party, in Tamil Nadu.
  • He fought the Criminal Tribes Act, which branded whole communities criminal and forced them to register fingerprints.
  • He backed the temple entry of Dalits, led by A. Vaidyanatha Iyer into the Madurai Meenakshi temple on 8 July 1939, and pledged protection for it; it passed off peacefully.
  • In the Assembly on 26 March 1954 he demanded the withdrawal of Rajaji's new elementary education scheme.
  • His Jayanthi and Guru Pooja are observed on 30 October at his memorial in Pasumpon, Ramanathapuram district (Dinamani).
