The Budget speech notes that the Rural Development Department has implemented a wide range of schemes over the years, but overlap between these schemes and the absence of a planned approach have limited their effectiveness. To address this, the Government is integrating all infrastructure schemes of the Department into one comprehensive scheme, TN-VETRI. The larger vision stated in the speech is a rural Tamil Nadu with digitally empowered local bodies that build self-reliant and resilient communities, sustainable infrastructure that supports growth, and rising living standards that ultimately eradicate rural poverty and ensure a dignified livelihood for every family.
TN-VETRI will include separate sub-missions for Water Supply, Solid Waste Management, Sanitation and Rural Connectivity. Two special sub-schemes were also announced. To strengthen basic infrastructure in Peri-urban Panchayats surrounding urban areas, an exclusive sub-scheme will be implemented with an allocation of Rs.1,000 crore. The Revised Budget 2026-27 has several schemes carrying the word Vetri, and examiners love mixing them up. The Vetri Veedu Thittam is a separate State Housing Scheme of the same department, exclusively for families living in kutcha huts, with the unit cost raised from Rs.3.1 lakh to Rs.5 lakh and 70,000 houses sanctioned in the first year at Rs.3,500 crore.
