The Budget speech notes that the Rural Development Department has implemented a wide range of schemes over the years, but overlap between these schemes and the absence of a planned approach have limited their effectiveness. To address this, the Government is integrating all infrastructure schemes of the Department into one comprehensive scheme, TN-VETRI. The larger vision stated in the speech is a rural Tamil Nadu with digitally empowered local bodies that build self-reliant and resilient communities, sustainable infrastructure that supports growth, and rising living standards that ultimately eradicate rural poverty and ensure a dignified livelihood for every family.
TN-VETRI will include separate sub-missions for Water Supply, Solid Waste Management, Sanitation and Rural Connectivity. Two special sub-schemes were also announced. To strengthen basic infrastructure in Peri-urban Panchayats surrounding urban areas, an exclusive sub-scheme will be implemented with an allocation of Rs.1,000 crore. A further sub-scheme, with an annual allocation of Rs.100 crore, will support the development of Hill Area Village Panchayats.
Overall, TN-VETRI will be implemented with an annual financial allocation of Rs.6,000 crore, and it will converge with the needs and resources of other departments and Government of India schemes. A High-Level Committee, chaired by the Hon'ble Minister for Rural Development and Panchayat Raj, will oversee this coordination. For context, the Revised Budget Estimates allocate Rs.39,609 crore to the Rural Development and Panchayat Raj Department as a whole.

The Revised Budget 2026-27 has several schemes carrying the word Vetri, and examiners love mixing them up. The Vetri Veedu Thittam is a separate State Housing Scheme of the same department, exclusively for families living in kutcha huts, with the unit cost raised from Rs.3.1 lakh to Rs.5 lakh and 70,000 houses sanctioned in the first year at Rs.3,500 crore. Vetri 150 provides an additional 25 days of employment under the guaranteed rural employment scheme at Rs.100 crore per annum. The Vetri Laptop Scheme (Higher Education) and the Vetri Skill Training Scheme (skilling for youth) belong to entirely different departments. TN-VETRI alone is the rural infrastructure umbrella initiative.

The Policy Note 2026-27 of the Rural Development and Panchayat Raj Department, presented by Thiru N. Anand, Minister for Rural Development and Water Resources, still calls TN-VETRI a proposed, integrated, village-centric programme. It will prepare a full list of public assets in each village, identify infrastructure gaps and draw up a Single Integrated Village Development Plan by pooling funds from Central and State schemes, including Central and State Finance Commission grants, VB-G RAM G, the Jal Jeevan Mission, the Swachh Bharat Mission (Gramin), the Pradhan Mantri Gram Sadak Yojana, NABARD-assisted projects and MPLADS. Each Village Panchayat is to get a predictable annual allocation, with separate allocations for the main village and its habitations, and dedicated support for operation and maintenance.
