The Budget speech states that the Government is actively implementing its energy strategy with a focus on renewable energy. A new Rooftop Solar Subsidy Scheme will be introduced in convergence with the Pradhan Mantri Surya Ghar Muft Bijli Yojana. Under this scheme, a subsidy of up to Rs.1 lakh will be provided to domestic consumers for installing solar panels, significantly reducing their electricity bills and supporting the transition to renewable energy. An amount of Rs.50 crore is allocated to implement the scheme.
The "up to Rs.1 lakh" in the Budget speech is the total a household receives for a 3 kilowatt system, not the State share alone. The central Pradhan Mantri Surya Ghar Muft Bijli Yojana gives Rs.30,000 per kilowatt for the first 2 kilowatt and Rs.18,000 for the third kilowatt, that is Rs.78,000 in all, and the State adds Rs.22,000. For smaller systems the State adds Rs.5,000 (1 kilowatt, total Rs.35,000) or Rs.10,000 (2 kilowatt, total Rs.70,000). The Rs.50 crore is released as the subsidy is actually claimed, and the Minister said that more funds can be sought if the target is exceeded.
A household applies for the central Pradhan Mantri Surya Ghar Muft Bijli Yojana subsidy, and the State amount is added to it, with no separate application. An integrated portal (tnebltd.gov.in/usrp) brings the application, the central subsidy, the choice of installer, the State subsidy, the net meter, the application status and grievances on to a single platform. The Tamil Nadu Green Energy Corporation Ltd (TNGECL) is the nodal agency, and the Tamil Nadu Energy Development Agency (TEDA) is the programme management agency that pays the subsidy by direct benefit transfer. At the launch, 1,13,714 applications had been received in Tamil Nadu under the central scheme and 97,732 systems installed, with a capacity of 337.49 megawatt. The scheme is not being implemented in Tiruppur and Chengalpattu districts while the by-election model code is in force.
Alongside the rooftop solar subsidy, the same paragraph of the speech announces that a system for installing smart meters will be introduced for all consumers in Chennai city, as well as for 50 lakh industrial and commercial consumers across other parts of the State.
