This is one of the most common strategic questions TNPSC aspirants ask, and the honest answer is: they are not really competitors for the same seat, and most serious aspirants end up preparing for both together rather than choosing one over the other. Here is the full comparison, verified from the official notifications, plus practical guidance on sequencing your preparation.

Both exams draw General Studies questions from the same core six-unit family (General Science, Geography of India, History and National Movement, Indian Polity, Indian Economy and TN Development, TN History/Culture/Heritage) - the difference is depth, not topic. Group 4 tests these at SSLC standard; Group 2's Prelims tests them at Degree standard with a heavier Language component; Group 2's Main goes deeper still. This means a candidate who studies the Samacheer Kalvi school textbooks thoroughly and layers on Degree-level depth for Polity, Economy and current affairs is simultaneously preparing for both exams - very little of your study time is genuinely group-specific.
If you are still completing (or have just completed) your degree, or your school-leaving marks were modest and you want SSLC-standard papers to build confidence and exam temperament first, Group 4 is the more approachable entry point - shorter syllabus depth, single stage, faster result-to-appointment cycle. If you already hold a degree and want to aim higher immediately, or you specifically want a post that only exists at Group 2/2A level (Sub Registrar, Deputy Commercial Tax Officer, Assistant with typing certification), preparing directly for Group 2/2A from the start makes more sense - repeating Group 4 exclusively when you are already degree-qualified for Group 2 can mean spending years re-attempting a lower-tier exam instead of using that same preparation for a higher one.
Neither exam is "easier" in an absolute sense once you account for competition: Group 4's lower qualification bar (SSLC) means a far larger pool of applicants per seat, so competition intensity can be just as fierce as Group 2 despite the shorter syllabus. Choosing based on "which is easier" is usually the wrong frame - choosing based on which posts you actually want, and which qualification you already hold, is the right one.
Group 4 posts are entry-level government service; promotion within the same department over years of service is the typical path upward, sometimes eventually reaching Group 2-equivalent responsibilities through internal promotion rather than a fresh TNPSC exam. Group 2/2A posts start at a materially higher pay level and responsibility band from day one. If long-term career trajectory matters more to you than getting into government service quickly, that is a real factor worth weighing alongside your current qualification.
Consider a candidate who has just finished a B.A. degree with a modest academic record and no specific professional certification. Applying only for Group 4 would mean competing at SSLC standard against both degree holders and school-leavers alike, in a very large applicant pool, for entry-level posts below what their degree could otherwise open doors to. Applying only for Group 2/2A skips the confidence-building, lower-syllabus-depth stage entirely. The pragmatic path most successful aspirants in this exact position take: attempt both in the same preparation cycle where the calendar allows it, using Group 4's earlier, shorter-syllabus exam as a live rehearsal for exam-day nerves and OMR/CBT mechanics, while the bulk of study hours go toward Group 2/2A's deeper syllabus, since clearing the higher exam automatically means you were more than ready for the lower one.

The clearest structural difference: Group 2/2A is a two-stage exam (Common Prelims + Main), Group 4 is a single written exam with no separate Main - and neither has an Interview. Pay levels also differ meaningfully by post, verified from actual notifications:

Pay level is fixed per post in every notification (it can vary between cycles as posts are added or revised), but the pattern holds consistently: Group 2/2A posts sit well above Group 4 posts on the pay matrix, which is the main practical reason aspirants who clear Group 4 first often continue preparing for Group 2/2A rather than stopping. Since both exams share the same broad General Studies syllabus base, most candidates prepare for both together rather than choosing one exclusively - the Prelims-level content overlaps substantially, and the extra push needed for Group 2/2A's Main paper depth (or Group 2A's CBT speed) is manageable on top of solid Group 4 preparation.
Beyond pay level, the General Studies standard itself differs: Group 2/2A's Common Prelims and Main papers are set at Degree standard, while Group 4's General Studies component is set at SSLC standard. This is precisely why candidates who clear Group 4 comfortably do not automatically clear Group 2/2A without extra preparation - the topic list overlaps, but Group 2/2A genuinely expects deeper, degree-level treatment of the same subjects, not just more questions on them.
