Article 21A of the Constitution, introduced through the 86th Amendment in 2002, provides the Right to Free and Compulsory Education for children aged six to fourteen years. The National Education Policy 2020 expands this vision to cover children from ages three to eighteen years, aiming to achieve universalisation of school education up to secondary level by 2030. However, the NSS 80th Round Survey conducted between April and June 2025 reveals a stark reality: despite constitutional guarantees, education in India is becoming increasingly expensive as more families turn to private schools and private tuition. At the national level, while 55.9% of students remain enrolled in government schools, a significant 31.9% attend private unaided schools where substantial fees are charged. This trend, combined with the growing phenomenon of private coaching, is placing enormous financial strain on households and threatening the fundamental principle that education should be a right, not a privilege determined by economic capacity.
1. Trends in School Enrolment: The Shift Toward Private Education
Enrolment in private schools varies dramatically between urban and rural areas, with 51.4% of urban schoolchildren attending private institutions compared to only 24.3% in rural areas.
The gender gap in private school enrolment remains relatively small, with 34% of boys and 29.5% of girls enrolled in private institutions across the country.
In urban areas, private school enrolment is highest at pre-primary level at 62.9% and gradually declines to 42.3% at higher secondary level as education costs increase.
Comparison with the NSS 75th Round Survey from 2017-18 reveals increasing private school enrolment across all levels in both rural and urban sectors.
In rural areas, private school enrolment increased from 20.9% to 25.9% at primary level and from 16.7% to 21% at middle level over this period.
In urban areas, private school enrolment rose from 50.5% to 55.3% at primary level and from 41.8% to 49.8% at middle level.
This rising enrolment in private schools directly correlates with increasing educational costs borne by families despite constitutional free education guarantees.
In government schools, 25.3% of rural students and 34.7% of urban students reported paying course fees, while 98% of private school students pay fees regardless of location.
Annual fees in private schools range from 17,988 rupees for pre-primary to 33,567 rupees for higher secondary in rural areas, rising to 26,188 to 49,075 rupees in urban areas.
Monthly private schooling expenditure ranges from 1,499 to 2,797 rupees in rural areas and 2,182 to 4,089 rupees in urban areas across different educational levels.
Pre-primary private schooling costs roughly equal the monthly income of the poorest 5% of households, while higher secondary costs match the third income decile's consumption expenditure.
Private coaching adds further burden, with 25.5% of rural children and 30.7% of urban children taking private tuition during the academic year.
Average annual expenditure on private coaching reaches 7,066 rupees in rural areas and 13,026 rupees in urban areas, increasing significantly at higher educational levels.
At higher secondary level, private coaching costs rise to 13,803 rupees annually in rural areas and 22,394 rupees in urban areas.
Research demonstrates that higher household income, better educated parents, and urban residence strongly correlate with greater demand for private tuition, widening existing inequalities.
A 2024 study published in The Journal of Development Studies finds that private tuition is negatively associated with school quality indicators, meaning students at better schools rely less on tutoring.
As government schools face declining enrolment, children from economically disadvantaged families are increasingly pushed into the private education system at significant financial strain.
Many teachers in private schools remain underpaid and often underqualified despite high fees, leading students to rely on additional private tutoring for academic support.
Strengthening quality and accessibility of government schools is paramount to ensuring education remains a right rather than a privilege determined by family wealth.
Improving learning outcomes in publicly funded schools would help bridge the widening gap between students from different socio-economic backgrounds.
Addressing teacher quality, infrastructure, and pedagogical approaches in government schools can arrest the trend of families seeking expensive private alternatives.
The findings of the NSS 80th Round Survey highlight that despite constitutional guarantees, education in India is becoming increasingly unaffordable for families, particularly those from lower-income backgrounds. The growing dependence on private schooling and private tuition is not only exacerbating inequalities in access to quality education but also threatening the very principle of universal basic education. Strengthening publicly funded schools through improved quality, better trained teachers, and enhanced infrastructure represents the most effective pathway toward achieving truly equitable and inclusive education for all Indian children regardless of their socio-economic status.
