White Category Industries Exemption

  • 39 categories of industries exempted from State Pollution Control Board permissions
  • Includes:
  • Solar cell and module manufacturing
  • Wind power units
  • Hydel power units
  • Fly ash brick manufacturing
  • Leather cutting and stitching
  • Air-cooler and AC assembly/repair units

Policy Changes and Compliance

  • Elimination of dual compliance requirement
  • No need for:
  • Environmental Clearance (EC)
  • Consent to Establish (CTE)
  • Consent to Operate (CTO)
  • Industries with EC exempted from obtaining CTE

Water Act Amendments

  • Original Act: Water (Prevention and Control of Pollution) Act, 1974
  • First legislation addressing water contamination post-independence
  • Established Central and State Pollution Control Boards (September 1974)
  • Recent amendments give Centre more authority over SPCBs
