Syllabus: Prelims Unit V - Indian Economy and Development Administration in Tamil Nadu

Key Objectives
- Attract anchor investments in semiconductor and advanced electronics manufacturing.
- Develop a semiconductor design ecosystem through incentives, funding, and collaboration.
- Contribute 40% of India's electronics exports by 2030 (currently over 30%).
- Create a skilled talent pool of 200,000 people in this sector by 2030.
Capital Subsidy Mechanism
- Eligible units to receive up to 50% of CAPEX assistance provided by the Government of India.
- Funds to be disbursed through an escrow account system.
- 25% subsidy on CAPEX for establishing product testing and prototyping facilities (capped at ₹1 crore).
Incentives and Exemptions
- 100% stamp duty exemption for lease/purchase of land/sheds/buildings from SIPCOT.
- 100% back-ended subsidy on stamp duty for private lands (up to 50 acres).
- Structured package of incentives for new/expansion projects starting from January 1, 2024.
- Minimum investment threshold: ₹200 crores.
- Minimum employment threshold: 150 jobs for initial ₹200 crore investment.
- Additional 35 jobs for every ₹50 crore investment.
Payroll Subsidy for Chip Design
- Reimbursement for employing Tamil Nadu residents:
- 30% in Year 1.
- 25% in Year 2.
- 20% in Year 3.
- Capped at ₹20,000 per employee per month.
R&D Support
- 50% reimbursement for in-house R&D related to patents, copyrights, and trademarks (up to ₹1 crore).

- 494 Industrial Training Institutes (ITIs) offering 700 courses.
