In 2024, China accounted for over 90% of global rare earth and graphite processing, about 75% of cobalt processing and about 70% of lithium chemicals processing.
This dominance sits at the processing stage rather than raw extraction alone, making China the effective chokepoint in critical mineral supply chains used for clean energy and defence technologies.
The European Union's Critical Raw Materials Act responds to this concentration by setting 2030 targets of 10% domestic extraction, 40% processing, 25% recycling, and a cap of a maximum 65% sourced from any single country.
India's Critical Mineral Reserves
India holds sizeable reserves of critical minerals essential for clean energy and defence technologies: cobalt (44.9 million tonnes), copper (163.9 million tonnes), graphite (211.6 million tonnes) and nickel (189 million tonnes).
The country also has deposits of monazite, a rare earth oxide used in magnets, electronics and defence applications, found largely along its coastal sands.
The National Critical Mineral Mission
To harness these reserves, the National Critical Mineral Mission aims to launch 1,200 domestic exploration projects by 2030-31.
The Mission also targets domestic production of at least 15 critical minerals and the acquisition of 50 overseas mining assets to reduce import dependence.
Rare Earth Corridors and Global Partnerships
India's rare earth corridors, proposed in the 2026-27 Budget, span Odisha, Kerala, Andhra Pradesh and Tamil Nadu.
An India-US critical minerals and rare earths framework was signed in May 2026.
India's KABIL (Khanij Bidesh India Limited) secured 15,703 hectares in Argentina's Catamarca province for lithium exploration.
Update, September 3: Talks With Resource-Rich Countries, and a Supply Alliance
Union Minister for Commerce and Industry Piyush Goyal said negotiations are under way with several countries to secure rare earth and other critical minerals. Demand keeps rising worldwide because these minerals are used heavily in electric vehicles, solar panels, wind equipment, defence and space equipment, and artificial intelligence and information technology devices, and India's own demand leaves it dependent on imports.
India will continue to conclude free trade agreements with many countries, most of them rich in rare earth minerals, so that supply is uninterrupted. Separate agreements on working jointly in the minerals sector are also being negotiated, through which minerals can be refined and obtained as required.
India is a member of the United States-led Fox-Silica alliance, formed to keep raw materials including rare earth minerals flowing globally for artificial intelligence and semiconductor manufacturing.
The Minister acknowledged that a few countries such as China dominate both the mining and the refining of rare earths, and lead in using them to make electric vehicles, batteries, semiconductors and other advanced devices. The government is firm on securing rare minerals to match the country's requirement, and is working to make Britain and several European countries key supplier nations.
Update, September 10: The First Indian Lithium Shipment from an Overseas Asset
An Indian producer of critical minerals has dispatched its first shipment of lithium ore from Zimbabwe, making it the first domestic company to produce lithium from an overseas asset.
It holds rights to 10 lithium mining blocks in Zimbabwe's Matabeleland South province covering about 1,100 hectares, with estimated deposits of 30 to 40 million tonnes of ore.
The assets are expected to support production of about 3,00,000 metric tonnes of lithium carbonate equivalent, valued at about $7 billion at current prices. Lithium carbonate equivalent is the common unit in which deposits of different lithium minerals are compared.
Owning the mine abroad is the point. India's dependence has been on processed material sourced from a narrow set of suppliers, and an equity stake in the ore is what shortens that chain.
Update, September 14: A Warning Against the Weaponisation of Critical Minerals at the BRICS Summit
At the closing session of the 18th BRICS Summit in New Delhi, the Prime Minister warned that technology and critical minerals must not be used as a weapon against other countries, because joint growth and shared prosperity would be blocked if they were.
The remark lands against the background of China's controls on the export of critical minerals and its reluctance to share advanced technology, and China takes over as Chair of the grouping for the next summit.
The New Delhi Declaration, running to 45 pages and 140 points and adopted unanimously, opposes arbitrary tariffs imposed outside World Trade Organization rules and opposes carbon border levies.
China used the same session to propose five technology initiatives for the grouping, among them a BRICS artificial intelligence open source community, a digital ecosystem cloud platform and an intelligent manufacturing cooperation initiative.
India's own position on such groupings is set by the same calculation that governs its minerals policy: to widen the sources of supply without deepening dependence on the single country that dominates processing.
