The E20 Mandate and When It Took Effect

  • The Government of India notified on 17 February 2026 that with effect from 1 April 2026, every State and Union Territory must sell petrol blended with up to 20% ethanol, the fuel known as E20, carrying a minimum Research Octane Number (RON) of 95.
  • The order replaced the 2021 notification, which had permitted blending of only up to 10% ethanol.
  • Since 1 April 2026, E20 has been the only petrol variant available for sale at fuel stations across India, which removes unblended petrol (E0) as a retail choice for the consumer.
  • The Government of India champions the policy to reduce crude oil import dependency, save foreign exchange and cut carbon emissions.
  • On the vehicle side, the government had earlier required every automobile manufacturer to comply with the Bharat Stage 6 Phase 2 Real Driving Emissions (BS 6 Phase 2 RDE) norms from April 2023.

Why Ethanol Behaves Differently from Petrol

  • Ethanol acts as a powerful polar solvent and a natural detergent. Steel fuel tanks in older vehicles carry oxidised scale, rust layers and varnish residues laid down over years of ordinary petrol use, and the alcohol scours these deposits loose into the fuel stream.
  • The suspended particulate sludge quickly clogs inline fuel filters, chokes fuel pump strainers and abrades high-pressure fuel injector nozzles, producing erratic spray patterns and engine misfires.
  • Ethanol is strongly hygroscopic, drawing moisture directly from the air. In humid conditions or during prolonged parking the absorbed water reaches saturation, the ethanol-water mixture separates out from the gasoline in what is called phase separation, and it settles at the bottom of the fuel tank.
  • This stagnant, acidic water-alcohol layer attacks the bare metal base of legacy steel tanks, accelerating severe internal pitting and bottom-tank perforation.
  • In pre-2023 fuel circuits, conventional Nitrile Butadiene Rubber (NBR) hoses, O-rings and pump diaphragms absorb ethanol, which causes swelling, premature hardening, embrittlement and fuel leaks.
  • Since ethanol holds roughly 30 to 35% less energy per unit volume than petrol, unadjusted ignition timing in older engines lowers thermal efficiency, imposes mileage penalties and leaves carbon and soot deposits on spark plugs and valves.
  • At the retail end, most petrol pumps in India use Underground Steel Tanks (UST). During heavy monsoon rain, waterlogging or through aged manhole gaskets, surface run-off can seep into vent pipes and inspection pits.
  • Pure petrol floats on water with minimal mixing, so the water can be pumped out from the bottom, but E20 absorbs water instantaneously. Once moisture ingress in a dealer's tank crosses the critical saturation threshold of about 0.5% water content, catastrophic phase separation occurs within thousands of litres of fuel.
  • The separated low-octane, highly corrosive water-ethanol layer is then drawn by the submerged suction pumps straight into the dispensing nozzles, causing engine stalling and immediate fuel system failure in customer vehicles.

The Legacy Fleet and the 310 Million Split

  • Vehicles manufactured to the Real Driving Emissions norms were factory engineered with ethanol-resistant fluorinated rubber (FKM/Viton), upgraded fuel pump seals and recalibrated Powertrain Control Modules (PCMs).
  • The legacy fleet built before April 2023 was factory calibrated for E5 or E10 configurations, using traditional Nitrile Butadiene Rubber (NBR) and metallic fuel system components with no chemical shielding against higher alcohol concentrations.
  • India's active petrol-powered vehicle pool is estimated at roughly 310 million units, which the author classifies broadly on the basis of surveys and social media reports.
  • About 70 million vehicles built after April 2023, close to 23% of the pool, possess certified factory-level E20 compatibility.
  • The remaining 240 million legacy vehicles, about 77% of the pool, rely on fuel delivery sub-assemblies designed for E5 or E10 parameters, and most of them are two-wheelers.
  • By vehicle type the pool is dominated by two-wheelers at about 260 million units, with four-wheelers at about 50 million units.
  • In a written reply in the Rajya Sabha, the Minister of State for Petroleum and Natural Gas, Suresh Gopi, informed the House that the Ministry of Heavy Industries had not conducted any formal assessment to determine what share of India's vehicle fleet is genuinely E20 compatible.

The Contested Evidence and the Divided Expert View

  • The Engine Research Laboratory at IIT Kanpur has reported that E20 fuel causes no notable engine damage and that efficiency drops stay under 5%, attributing minor mileage fluctuations mainly to driving behaviour, localised traffic congestion and variable ambient conditions rather than to fuel chemistry alone.
  • Chief Economic Adviser V. Anantha Nageswaran, writing with Akash Poojari, a consultant in the Department of Economic Affairs, argued in an opinion piece that the evidence does not support the widespread claim that E20 damages vehicle engines.
  • The same piece nonetheless held that the policy could pose problems for India's large fleet of older two-wheelers, and called for a petrol variant with a lower ethanol blend to be brought back to protect them, one of the strongest calls yet by a senior official for greater consumer choice.
  • Writing in The Hindu, Prof. O.R.S. Rao, Chancellor of the ICFAI University, Sikkim, takes a more critical position, noting that these institutional findings have met profound scepticism from independent automotive experts and consumer communities.
  • He points out that forums such as r/CarsIndia have documented structural discrepancies, arguing that labelling legacy E10-calibrated engines entirely safe for E20 overlooks material science limitations, since auxiliary peripheral systems can suffer catastrophic wear even when engine blocks remain intact.
  • Real-world logs from independent mechanics record premature fuel pump and injector failures, which the mechanics attribute to ethanol's low lubricity and aggressive solvent properties.
  • Leaked internal industry communications reviewed by Reuters indicated that top automakers harboured private anxieties over chemical contaminants in E20 fuel, referencing tests of over 250 fuel samples across 21 States.
  • Against an official ceiling of 3 ppm, these leaked industry samples logged chloride readings of 6 to 570 ppm in Rajasthan, 1.4 to 420 ppm in Delhi and 10 to 357 ppm in Maharashtra, while automakers noted that modern high-pressure injectors have a tolerance threshold near 1 ppm.
  • The same leaked set placed water content as high as 12,500 ppm in Uttar Pradesh and 13,000 ppm in Andhra Pradesh against standard operating thresholds, with internal emails warning that organic chlorides could ruin engine components within 200 km.
  • The Society of Indian Automobile Manufacturers (SIAM) issued detailed media clarifications on 4 August and 13 August, stating that the withdrawn document contained preliminary data collected by very few original equipment manufacturers (OEMs) purely for internal discussion, and that it had been neither authenticated nor reviewed by the broader membership.
  • SIAM announced that it will conduct a comprehensive, validated scientific study along with its members and technical experts to guide future policy submissions, so these leaked readings must be treated as unverified industry claims and not as official data.
  • The Ministry of Petroleum and Natural Gas confirmed that State-run fuel networks adhere to stringent testing and treated the contamination reports as localised anomalies.
  • Consumer surveys cited in the feature record that over 66% of pre-2023 vehicle owners report mileage loss exceeding 10%, while 55% cite higher maintenance frequency and component wear-out.

The Corrective Measures Proposed

  • Fuel retail outlets should be mandated to maintain dual-dispensing infrastructure, reintroducing lower-blend or unblended fuel (E0/E10) as a protection-grade option.
  • Such an option would restore informed consumer choice under the Consumer Protection Act for owners of legacy two-wheelers and older passenger cars.
  • Clear, standardised visual labelling should be enforced at every retail fuel dispenser to indicate the ethanol content of the fuel being sold.
  • Oil marketing companies (OMCs) should publish regular batch-level quality metrics on moisture and chloride limits, so that contamination does not enter through the distribution infrastructure.
  • Regulatory bodies should incentivise the development and certification of affordable aftermarket retrofit kits such as ethanol-resistant fuel lines and reinforced seals for legacy vehicles, backed by subsidised retrofit support, particularly for two-wheelers.
  • Structured service guidelines should be issued to help vehicle owners mitigate the risks of phase separation and corrosion.
  • Moving beyond controlled laboratory trials, an independent, transparent, multi-year empirical study tracking real-world pre-2023 fleet performance across diverse geographic and climatic conditions should be commissioned to settle the scientific debate.
  • Brazil, one of the global leaders in biofuels, faced similar bumps and steered clear of them successfully, and the author suggests India can learn from that biofuel journey.
  • The author's conclusion is that balancing macroeconomic energy goals with consumer protection measures is critical to regaining public trust.

Sugar Prices, Ethanol Diversion and the Raw Sugar Import Window

  • The Centre allowed the duty-free import of 10 lakh tonnes of raw sugar under a Tariff Rate Quota (TRQ) until 31 October, to lift domestic availability and hold prices down. It is the first sugar import in nearly a decade.
  • The share of sugar diverted to ethanol production fell from about 12% in 2022-23 to about 9% in 2025-26.
  • The all-India average retail price of sugar rose from Rs 48.18 a kg on 20 July to Rs 55.70 a kg on 20 August, with a record of Rs 5,350 a quintal.
  • India's sugar stocks have fallen to a nine-year low, even as retail prices climbed sharply ahead of the festival season; sugar has become nearly 40% more expensive in recent months.
  • India, the world's largest producer and exporter of sugar, has halted sugar exports while the duty-free import window stays open.
  • The CPM's Madhya Pradesh unit has linked the shortage directly to cane diversion, citing that about 25 lakh tonnes of sugarcane has been diverted to ethanol production this season for the E20 programme; the Centre's response has included a two-month duty waiver on sugar imports, stock-limit controls on bulk consumers, and permission for duty-free sugar imports.
  • In Tamil Nadu, the retail impact has been sharp: the wholesale price of a 50 kg white-sugar bag rose from Rs 2,150 to Rs 3,500 in a week, retail sugar rose from Rs 44 to Rs 68 a kg, jaggery rose to Rs 55-80 a kg, and country sugar rose to Rs 55-70 a kg, ahead of the festival season.
  • A separate assessment tied to the Index of Core Industries data for July 2026 observed that E20 ethanol blending has not yet materially reduced India's crude oil import volumes; India's crude oil imports in fact rose 13.3% in volume that month, with the import bill up 41% on high oil prices.
  • The shortage has revived the policy question of whether the diversion of sugarcane and grain to ethanol under the E20 blending programme is pulling down sugar output and stocks and pushing prices up, and whether that diversion should now be reviewed.

Update, August 28: The Sugar Shortage Charge and the Feedstock Question

  • The Opposition alleged that the government used 32% of sugarcane stocks to produce E20 fuel between November 2025 and July 2026, leaving less sugar available in the market for consumers. This is the feedstock question that sits underneath any blending target.
  • The figures cited were an opening stock of sugar for 2025-26 of 50 lakh tonnes, which was 30 lakh tonnes lower than the previous year, against a production of 275 lakh tonnes stated by the Indian Sugar and Bio-energy Manufacturers’ Association on April 30.
  • About 120 lakh tonnes was expected to be consumed between August and November; with retail sugar having gone from Rs. 45 to Rs. 75 a kg, an additional Rs. 30 a kg on that quantity was put at Rs. 36,000 crore.
  • The demand made was that the government restore the scheme of providing 500 grams of sugar to every member of a family at subsidised rates through the Public Distribution System. The government, for its part, has blamed black marketing, hoarding and profiteering for the price rise.

Update, September 1: The Supreme Court Declines a Plea for Mandatory Ethanol Disclosure

  • A Bench of Justices M.M. Sundresh and Prasanna B. Varale refused to entertain a petition against the E20 rollout.
  • The petition's central charge was one of silent compulsion: that motorists are being moved on to E20 petrol without a real choice, because the pumps do not tell them what they are buying.
  • Its remedy was mandatory disclosure of ethanol content at fuel stations, so that an owner of a legacy vehicle could at least know the blend going into the tank.
  • The Bench did not rule on the merits of either claim. It held that the petitioner should approach the competent authority rather than move the Supreme Court directly, leaving the labelling question open for the regulator rather than the court to settle.

Update, September 8: Alternative Fuels Overtake Petrol in the Passenger Vehicle Market

  • For the first time in India, alternative fuels together outsold petrol in the passenger vehicle market in August: compressed natural gas at 25.28%, hybrid at 9.04% and electric at 7.63%, a combined 41.95% against petrol's 40.85%.
  • Petrol remains the single largest fuel in the segment, and diesel was lower still at 3.40%. Dealers linked part of the shift to running-cost economics and to continuing uncertainty around the E20 transition.
  • Passenger vehicle retail sales were 4,02,398 units, up 16.14% year on year, the first time the segment crossed the four-lakh mark in a month.
  • Two-wheeler retails stood at 17,14,610 units, up 19.69%, the best August since 2018. The share of electric two-wheelers crossed 10% in a non-festival month for the first time, at 10.68% against 7.66% a year earlier.
  • Commercial vehicle retails were 90,769 units, up 14.45%, and the electric commercial vehicle share rose from 2.06% to an all-time high of 5.18%.
  • These are retail registrations compiled by the Federation of Automobile Dealers Associations from the vehicle registration portal, not factory dispatches to dealers.

Update, September 9: Maize Takes the Feedstock Share, and the Sugar Price Question

  • Retail sugar rose about 41 per cent, from Rs. 46.27 a kilogram on 26 August 2025 to a high of Rs. 65.05 on 26 August 2026, and the Opposition attributed the rise to the diversion of cane to ethanol.
  • An economist at the Indian Statistical Institute holds that ethanol diversion is not a key short-term reason, because maize has taken a major share of the feedstock for India's ethanol blending in recent years, a shift away from heavy dependence on sugarcane. He adds that it may matter more over the longer term.
  • The data bears this out: there was no comparable price surge in the years when ethanol blending relied heavily on sugar.
  • The real driver named is the gap between estimate and outturn. Initial estimates for 2025-26 sugar production were about 343 lakh tonnes and the figure is now put at about 306 lakh tonnes. Exports were allowed and ethanol diversion targets were set on the higher estimate, so when the crop came in short, domestic availability tightened.
  • The government has allowed duty-free imports of 10 lakh metric tonnes of raw sugar till 31 October 2026, the first such window in a decade.

Update, September 10: The Government Looks Past 20 Per Cent

  • The Prime Minister's adviser told the fourth India Sugar and Bio-energy Conference 2026 in Delhi that the government is working to allow blending beyond 20 per cent, and called the E20 programme very successful.
  • Two supply side steps go with it: vehicle makers are to introduce models built to run on an alternative fuel, and pure ethanol is to be made available more widely at fuel stations, since a higher blend is of no use without vehicles and pumps that can take it.
  • Ethanol producers have been asked to diversify into compressed bio-gas and into value added by-products such as potash, so that a plant is not left dependent on a single output.
  • The timing is not accidental. With the West Asia conflict disrupting supply, Brent crude has crossed $100 a barrel, so every litre of ethanol in the tank is a litre of crude India need not import. India meets about 88 per cent of its crude requirement by import.
