The Archaeological Survey of India has granted approval to IIT Bombay for an archaeological excavation at Kundadi (Maachur), inside the Palani Hills forest in Kodaikanal of Dindigul district, where groups of iron age megalithic burials have been identified.
The approval was issued on 18 September 2025, following the recommendation of the Survey's expert committee. The proposal is examined by that committee first, and the approval follows the recommendation rather than the application.
It was granted under the Ancient Monuments and Archaeological Sites and Remains Rules, 1959. The point of syllabus value is that excavation in India is a licensed activity: a university or an institution cannot dig on its own decision, and the central Survey is the authority that permits it.
One clearance is not enough here. The proposal is still pending with the office of the Chief Wildlife Warden of Tamil Nadu, because the burials lie inside forest land. The antiquity is cleared by one authority and the land by another, and work can begin only when both have cleared it.
The Chief Wildlife Warden is the senior statutory wildlife officer of a State under the Wild Life (Protection) Act, 1972, and any activity proposed on land in that officer's charge needs a separate permission of its own.
What a Megalith Is, and What the Project Asks
A megalith is a burial marked or built with large stones. In south India these belong to the iron age, and they are the earliest burials in the region that survive as built structures rather than as scattered remains.
The project is titled Mortuary Landscape of Southern India, and is aimed at burial practices, belief systems, and the social and cultural life of about 2,000 years ago.
The phrase mortuary landscape carries the method. A burial is read not as a single find but as one point in a pattern: where the burials sit, how they cluster and how they relate to the land around them are treated as evidence about the living community that made them.
Smriti Haricharan, associate professor of Humanities and Social Sciences at IIT Bombay, has been named the excavation director.
Comparatively little archaeological work has examined megalithic burials in the Western Ghats. That gap is what makes the Palani Hills site significant: the iron age of the plains of Tamil Nadu is far better known than the iron age of its hills.
How the Excavation Will Be Carried Out
The proposed excavation will cover only a 5 metre by 5 metre area, with the soil removed from inside and around the burials and replaced after the work. A small trench that is closed again is the standard method at a site that is being sampled rather than cleared.
Researchers plan to use new scientific technologies to map the distribution of the burials and to understand the spatial pattern of the site, so that the ground can be read without opening it.
Hemasagar A Naik, Director (Archaeology) of the Survey, who signed the approval, said the excavation must be carried out under the supervision of the designated director, who is required to be present at the excavation site. The licence is tied to a named person, not to the institution alone.
The approval requires the inventory of antiquities and other key artefacts recovered during the work to be submitted to the Survey's directorate in New Delhi. Recording what came out of the ground is part of the permission itself, which is how an excavation is prevented from becoming a private collection.
The superintending archaeologist of the Tiruchy circle has been directed to visit the site from time to time. The Survey works through territorial circles, and the circle officer supplies the local supervision that a directorate in New Delhi cannot.
Why a Forest Preserves a Burial Site
Some burial practices in forested areas may not have been documented at all, because dense vegetation has kept such sites undetected. The gap in the record is therefore partly a gap in visibility and not necessarily in ancient practice.
That same vegetation works in the site's favour once it is known: it can protect a site from looting and erosion, the two agents that usually destroy an open site before an archaeologist reaches it.
Forest soil may preserve organic artefacts such as seeds, wood and bones. Organic material is what ordinary soil destroys first, and it is also what carries evidence of diet, vegetation and the age of a deposit, so a soil that keeps it is unusually valuable.
Previous work at Kundadi has indicated that the burials have remained relatively undisturbed because of limited human intervention at the spot.
In her project justification note, Haricharan wrote that the work is designed to understand the mortuary landscape of Tamil Nadu over a long period, with particular focus on the earliest material remains of mortuary practices, represented by megalithic burials, and said that these burials tell us a great deal about the belief systems and the social, economic and cultural practices of the past.
ஒப்புதலும் தளமும்
திண்டுக்கல் மாவட்டம் கொடைக்கானலில்பழனி மலைக் காட்டுக்குள் உள்ள குண்டாடி (மாச்சூர்) பகுதியில் அகழாய்வு நடத்த ஐஐடி பம்பாய்க்குஇந்தியத் தொல்லியல் ஆய்வு மையம் ஒப்புதல் அளித்துள்ளது; இரும்புக் கால பெருங்கற்கால ஈமச் சின்னங்களின் தொகுதிகள் அங்கு அடையாளம் காணப்பட்டுள்ளன.
ஆய்வு மையத்தின் நிபுணர் குழுவின் பரிந்துரையைத் தொடர்ந்து, 2025 செப்டம்பர் 18 அன்று ஒப்புதல் வழங்கப்பட்டது. முன்மொழிவை முதலில் அக்குழுவே ஆய்கிறது; விண்ணப்பத்தின் பேரில் அல்ல, அக்குழுவின் பரிந்துரையின் பேரிலேயே ஒப்புதல் பிறக்கிறது.
பண்டைய நினைவுச் சின்னங்கள், தொல்லியல் தளங்கள், எச்சங்கள் விதிகள், 1959 இன் கீழ் அது வழங்கப்பட்டது. இங்குள்ள பாடத் திட்ட மதிப்பு இதுதான்: இந்தியாவில் அகழாய்வு என்பது உரிமம் பெற வேண்டிய செயல்பாடு; ஒரு பல்கலைக்கழகமோ நிறுவனமோ தன் முடிவின் பேரில் தோண்ட முடியாது; அனுமதி அளிக்கும் அதிகாரம் மத்திய ஆய்வு மையத்திடமே உள்ளது.
இங்கு ஒரு ஒப்புதல் மட்டும் போதாது. ஈமச் சின்னங்கள் வனநிலத்துக்குள் இருப்பதால், முன்மொழிவு தமிழ்நாடு தலைமை வனவிலங்குக் காப்பாளர் அலுவலகத்தில் இன்னும் நிலுவையில் உள்ளது. தொல்பொருளை ஒரு அதிகாரமும், நிலத்தை இன்னொரு அதிகாரமும் அனுமதிக்கிறது; இரண்டும் அனுமதித்த பிறகே பணி தொடங்க முடியும்.
வனவிலங்கு (பாதுகாப்பு) சட்டம், 1972 இன் கீழ் ஒரு மாநிலத்தின் மூத்த சட்டப்பூர்வ வனவிலங்கு அலுவலரே தலைமை வனவிலங்குக் காப்பாளர்; அவ்வலுவலரின் பொறுப்பிலுள்ள நிலத்தில் மேற்கொள்ள முன்மொழியப்படும் எந்தச் செயல்பாட்டுக்கும் தனி அனுமதி தேவை.
பெருங்கல் என்றால் என்ன, திட்டம் கேட்பது என்ன
பெரிய கற்களால் குறிக்கப்பட்ட அல்லது கட்டப்பட்ட ஈமச் சின்னமே பெருங்கல். தென்னிந்தியாவில் இவை இரும்புக் காலத்தவை; சிதறிய எச்சங்களாக அல்லாமல், கட்டப்பட்ட அமைப்புகளாக எஞ்சியிருக்கும் இப்பகுதியின் தொன்மையான ஈமச் சின்னங்கள் இவையே.
திட்டத்தின் தலைப்பு தென்னிந்தியாவின் ஈமநிலக் காட்சி; சுமார் 2,000 ஆண்டுகளுக்கு முந்தைய ஈம வழக்கங்கள், நம்பிக்கை முறைகள், சமூக வாழ்வு, பண்பாட்டு வாழ்வு ஆகியவற்றை அது நோக்குகிறது.
ஈமநிலக் காட்சி என்ற சொல்லே ஆய்வு முறையைச் சுமக்கிறது. ஒரு ஈமச் சின்னம் தனித்த கண்டுபிடிப்பாக அல்ல, ஒரு வடிவத்தின் ஒரு புள்ளியாகவே வாசிக்கப்படுகிறது: அவை எங்கு அமைந்துள்ளன, எப்படித் தொகுதியாகக் கூடுகின்றன, சுற்றியுள்ள நிலத்துடன் எவ்வாறு தொடர்பு கொள்கின்றன என்பன அவற்றை உருவாக்கிய வாழ்ந்த சமூகம் குறித்த சான்றுகளாகக் கருதப்படுகின்றன.
ஐஐடி பம்பாயின் மானுடவியல், சமூக அறிவியல் துறை இணைப் பேராசிரியர் ஸ்மிருதி ஹரிசரண்அகழாய்வு இயக்குநராக நியமிக்கப்பட்டுள்ளார்.
மேற்குத் தொடர்ச்சி மலையில் பெருங்கற்கால ஈமச் சின்னங்களை ஆய்ந்த தொல்லியல் பணி ஒப்பீட்டளவில் மிகக் குறைவு. அந்த இடைவெளியே பழனி மலைத் தளத்தை முக்கியமாக்குகிறது: தமிழ்நாட்டு சமவெளிகளின் இரும்புக் காலம், அதன் மலைகளின் இரும்புக் காலத்தைவிட மிக அதிகமாக அறியப்பட்டுள்ளது.
அகழாய்வு நடத்தப்படும் விதம்
முன்மொழியப்பட்ட அகழாய்வு 5 மீட்டர் நீள, 5 மீட்டர் அகல பரப்பை மட்டுமே உள்ளடக்கும்; ஈமச் சின்னங்களுக்கு உள்ளேயும் சுற்றிலும் உள்ள மண் அகற்றப்பட்டு, பணி முடிந்ததும் மீண்டும் நிரப்பப்படும். முழுவதுமாக அகற்றப்படாமல் மாதிரி எடுக்கப்படும் ஒரு தளத்தில், மீண்டும் மூடப்படும் சிறு குழியே நிலையான முறை.
தரையைத் திறக்காமலேயே அதை வாசிக்கும் வகையில், ஈமச் சின்னங்களின் பரவலை வரைபடமாக்கவும், தளத்தின் இடவெளி வடிவத்தைப் புரிந்துகொள்ளவும் புதிய அறிவியல் தொழில்நுட்பங்களைப் பயன்படுத்த ஆய்வாளர்கள் திட்டமிட்டுள்ளனர்.
ஒப்புதலில் கையெழுத்திட்ட ஆய்வு மையத்தின் இயக்குநர் (தொல்லியல்) ஹேமசாகர் ஏ. நாயக், நியமிக்கப்பட்ட இயக்குநரின் மேற்பார்வையில், அவர் அகழாய்வுத் தளத்தில் நேரில் இருக்க வேண்டிய நிலையில் அகழாய்வு நடத்தப்பட வேண்டும் எனத் தெரிவித்தார். உரிமம் நிறுவனத்துடன் மட்டுமல்ல, பெயரிடப்பட்ட ஒரு நபருடனேயே பிணைக்கப்பட்டுள்ளது.
பணியின்போது மீட்கப்படும் தொல்பொருள்களின் பட்டியலையும் பிற முக்கியக் கலைப்பொருள்களையும் புது தில்லியில் உள்ள ஆய்வு மைய இயக்குநரகத்திடம் சமர்ப்பிக்க வேண்டும் என ஒப்புதல் கோருகிறது. நிலத்திலிருந்து வெளிவந்ததைப் பதிவு செய்வதே அனுமதியின் ஒரு பகுதி; அகழாய்வு ஒரு தனிநபர் சேகரிப்பாக மாறுவது இப்படியே தடுக்கப்படுகிறது.
திருச்சி வட்டத்தின் மேற்பார்வைத் தொல்லியலாளர் அவ்வப்போது தளத்துக்குச் செல்ல வேண்டும் எனப் பணிக்கப்பட்டுள்ளார். ஆய்வு மையம் பிராந்திய வட்டங்கள் வழியாகவே செயல்படுகிறது; புது தில்லி இயக்குநரகத்தால் தர இயலாத உள்ளூர் மேற்பார்வையை வட்ட அலுவலரே அளிக்கிறார்.
காடு ஒரு ஈமத் தளத்தைப் பாதுகாக்கும் விதம்
அடர்ந்த தாவரம் அத்தகைய தளங்களைக் கண்டறியப்படாமல் வைத்திருந்ததால், காட்டுப் பகுதிகளில் சில ஈம வழக்கங்கள் ஆவணப்படுத்தப்படாமலேயே இருந்திருக்கக்கூடும். எனவே பதிவில் உள்ள இடைவெளி ஓரளவு பார்வையின் இடைவெளியே; பண்டைய வழக்கத்தின் இடைவெளி என்று அவசியமில்லை.
தளம் அறியப்பட்ட பிறகு அதே தாவரம் தளத்துக்கு சாதகமாகவே செயல்படுகிறது: கொள்ளையிலிருந்தும் அரிப்பிலிருந்தும் அது தளத்தைக் காக்க முடியும்; தொல்லியலாளர் வந்தடைவதற்கு முன்பே திறந்த தளம் ஒன்றை அழிப்பவை பொதுவாக இவ்விரண்டே.
விதைகள், மரம், எலும்பு போன்ற கரிமப் பொருள்களைக் காட்டு மண் பாதுகாக்க முடியும். சாதாரண மண் முதலில் அழிப்பது கரிமப் பொருள்களையே; உணவு முறை, தாவர சூழல், படிவின் காலம் ஆகியவற்றுக்கான சான்றுகளைச் சுமப்பதும் அவையே. எனவே அவற்றைத் தக்கவைக்கும் மண் அரிய மதிப்புடையது.
அத்தளத்தில் மனிதத் தலையீடு குறைவாக இருந்ததால், ஈமச் சின்னங்கள் பெரிதும் சிதைக்கப்படாமல் இருப்பதைக் குண்டாடியில் முன்னர் நடந்த பணி காட்டியுள்ளது.
தமிழ்நாட்டின் ஈமநிலக் காட்சியை நீண்ட காலப் பரப்பில் புரிந்துகொள்ளும் வகையில், பெருங்கற்கால ஈமச் சின்னங்களால் குறிக்கப்படும் ஈம வழக்கங்களின் தொன்மையான பொருள் எச்சங்களை முதன்மையாக நோக்கியே இப்பணி வடிவமைக்கப்பட்டுள்ளது என்று தமது திட்ட நியாயப்படுத்தல் குறிப்பில் ஹரிசரண் எழுதியுள்ளார்; கடந்த காலத்தின் நம்பிக்கை முறைகள் குறித்தும், சமூக, பொருளாதார, பண்பாட்டு வழக்கங்கள் குறித்தும் இந்த ஈமச் சின்னங்கள் மிக அதிகமாகச் சொல்கின்றன எனவும் அவர் குறிப்பிட்டுள்ளார்.
