Plastic inside an artery

  • Microplastics are tiny fragments of plastic that a person takes in with food and drink or breathes in with air. A portion of them crosses the body's barriers and enters the bloodstream.
  • The lining of a blood vessel is the endothelium. Healthy endothelial cells keep the vessel's tone, control blood flow and stop clots forming where they should not.
  • The immune system reads these sharp, non biodegradable particles as an invader, and the response is inflammation and oxidative stress. A vessel damaged that way loses its ability to relax and widen.
  • Researchers examining carotid artery plaques removed during surgery found micro and nano plastics in roughly half the patients examined, and polyethylene was identified in the analysed plaques.
  • Related: the doctors quoted insist on the difference between an association and a cause. The landmark study of 2024 showed that the two things occur together, not that one produces the other, and contamination during sample handling cannot yet be ruled out.

The station India wants in orbit by 2035

  • The Bharatiya Antariksh Station is planned as a 52 tonne station of five modules, at about Rs. 20,000 crore, to be operational by 2035.
  • The first module, of 10 tonnes and about Rs. 1,760 crore, is expected in 2028, and Gaganyaan, India's first crewed mission, is scheduled for early 2027.
  • A station cannot be launched whole, so it has to be assembled in orbit. That needs docking, the joining of two spacecraft moving at orbital speed, and undocking to separate them again.
  • India demonstrated autonomous docking and undocking between January and April 2025, but not yet on a live mission with capsules of operational size. The same capability is needed for the lunar sample mission planned for 2027 to 2028.
  • Related: the International Space Station, which has held people since 2000, is planned to work till the end of 2030 and may be extended to 2032. The Indian station is being discussed as its successor.

Why a rabies programme counts sterilisations and vaccinations separately

  • A city programme for street dogs does two different jobs at once. Sterilisation controls how many dogs there will be next year; vaccination stops the rabies virus in the dogs there are now.
  • Chennai's count of 2024 found about 1.80 lakh street dogs. Sterilisations were 14,678 in 2024 and 16,611 in 2025, and 30,469 between January and August 2026, with about 1.28 lakh dogs still to be covered.
  • A rabies vaccination camp that began on 11 August had covered 75,208 dogs by the end of August, the largest number in the Ambattur zone at 16,802.
  • Rabies is caused by a virus that travels along the nerves to the brain. Once symptoms appear it is almost always fatal, which is why the whole effort is put into preventing the bite from mattering rather than into treating the disease.
  • Related: the World Health Organization's target is to end human deaths from dog mediated rabies by 2030, and the arithmetic behind it is herd immunity: vaccinate a high enough share of the dog population and the virus cannot find a chain of hosts.

When the bypass is cut as well

  • Saudi Arabia's east west pipeline runs about 1200 kilometres across the country, carrying crude from the Gulf coast to Red Sea ports so that a cargo need not pass the Strait of Hormuz at all.
  • That line is now shut after a drone attack. Repairs, including a major pumping facility, are expected to take three to five weeks, and the line may work only partly while they go on.
  • At the same time a force in Yemen took the islands of Greater and Lesser Hanish in the southern Red Sea, tightening its hold on the approaches to the Bab el-Mandeb, and declared a maritime blockade on Saudi Arabia.
  • Crude rose past 103 dollars a barrel, a four month high. A price moves on expected supply, so the market reacted to a pipeline that might not carry oil for weeks, not to a shortage that had already happened.
  • Related: the lesson is that a bypass removes a risk only while the route it bypasses to stays open. With Hormuz shut, the pipeline down and the second strait contested, the redundancy that was built has been used up.

A city cleaning its drains before the rain

  • Ahead of the northeast monsoon, Chennai is clearing water hyacinth from its stormwater canals, among them the Captain Cotton canal, the Kodungaiyur canal and the Buckingham canal.
  • Water hyacinth is a free floating invasive weed. It multiplies fast, mats over the surface, slows the current and lets silt settle, so a canal that looks full of water is in fact not draining.
  • At the Athippattu dump yard the corporation is spending about Rs. 6.02 crore on biomining, which is not waste collection but the mining of an old heap: the legacy waste is dug out, screened and separated.
  • The separated fractions are soil like fines, combustibles and inert material. Recovering them returns the land under the heap, which is why biomining is done for space as much as for cleanliness.
  • Related: the same round of inspection covered a micro compost centre at Chinnasekkadu, where wet waste is dried in air and turned into manure. Wet waste handled at source is waste that never reaches a dump yard.

A river agreement and the water that did not come

  • Andhra Pradesh stopped releasing Krishna water to Chennai from the Kandaleru reservoir on 10 September. It had been letting out about 2,000 cusecs, of which Chennai received about 500 cusecs a day.
  • The supply runs under the Telugu Ganga project, an inter State arrangement that carries Krishna water across Andhra Pradesh to meet Chennai's drinking water need.
  • What an agreement of this kind actually creates is an obligation between governments, not a right the receiving city can assert against the weather. Andhra Pradesh has said the cut is temporary and supply will resume when rain improves the reservoir's storage.
  • Two different units are in play. A cusec is a rate, one cubic foot flowing every second, so it describes a tap. An mcft is a stock, a million cubic feet sitting in a reservoir, so it describes a tank.
  • Related: Chennai's five reservoirs held 5083 mcft against a full capacity of 11757 mcft, about 43 per cent, which officials describe as roughly five months of buffer. A city plans on the tank while it argues about the tap.

Drilling in CRZ-IVA, and the study that must come first

  • A company has proposed five new development and production wells in the existing PY-3 oil field, which covers about 81 square kilometres in the offshore Cauvery basin off the Mayiladuthurai coast in Tamil Nadu.
  • The wells fall in CRZ-IVA. Under the coastal regulation zone rules, CRZ-IV is the water area itself, from the low tide line seaward to the limit of territorial waters, and IVA is the sea along the mainland coast.
  • In August the company applied to the Union environment ministry for terms of reference. Terms of reference are the scope the ministry lays down before an environmental impact assessment may even begin: what must be measured, over what area, for how long.
  • The sequence therefore runs terms of reference first, the impact assessment study second, and clearance only third. The State body in the path is the Tamil Nadu State Coastal Zone Management Authority, which activists have asked not to approve the project.
  • Related: the objection raised is that seismic surveys, which map rock below the seabed by sending sound pulses into it, damage the sensory systems fish use to navigate and to find food, and that discharge from the wells would add to the harm.

The engineer the country named a day after

  • Engineer's Day is observed on 15 September, the birth anniversary of Sir M. Visvesvaraya, who was born in 1861 at Muddenahalli in present day Karnataka.
  • He served as Diwan of Mysore from 1912 to 1918, and the office made him as much an institution builder as an engineer, since a Diwan ran the administration of a princely state.
  • His best known work is the Krishna Raja Sagara dam across the Cauvery, and he is credited with the automatic flood gates first used at Khadakvasla, which release surplus water without a person having to open them.
  • He was awarded the Bharat Ratna in 1955. The day exists because his career joined two things the syllabus keeps separate, engineering works and public administration.
  • Related: the day is being marked this year with the argument that the engineer's role is changing again, as software takes over routine inspection and fault detection, and that India's semiconductor sector could be short of 2.5 to 3 lakh trained people by 2027.

4. Indian Polity

Article 131 and a dam in another State

  • The Mullaperiyar dam stands in Kerala and is operated by Tamil Nadu. Tamil Nadu took the dispute to the Supreme Court as an original suit under Article 131 of the Constitution.
  • Article 131 gives the Supreme Court original jurisdiction in a dispute between the Government of India and a State, or between two or more States. Such a case begins in the Supreme Court and ends there; no other court hears it.
  • The suit challenged Kerala's Irrigation and Water Conservation (Amendment) Act, 2006, which fixed the dam's water level at 136 feet, although the Supreme Court had held in 2006 that a level up to 142 feet was safe.
  • In 2014 the Court declared that State law unconstitutional and restrained Kerala from using it against Tamil Nadu's rights. A legislature may change the law on which a judgment rested, but it may not by statute simply reverse the judgment itself.
  • Related: the Court set up a committee chaired by a representative of the Central Water Commission with one member each from the two States, and in paragraph 214 suggested a new tunnel at about 50 feet from earth level, with sluice gates to draw water down from 106.5 feet, so that Tamil Nadu could use water now lying unused and Kerala could empty the reservoir faster if the dam ever showed distress.

A deepfake, and the two sections that do not quite cover it

  • A deepfake is synthetic audio or video that makes a real person appear to say or do something they did not. A video of a Chief Minister dancing, circulated this week, was seen by crores before the platform restricted it.
  • Section 66C of the Information Technology Act, 2000 punishes identity theft, the fraudulent use of another person's electronic signature, password or unique identification feature.
  • Section 66D punishes cheating by personation using a computer resource, that is, pretending to be someone else through a device in order to cheat.
  • Both sections need an intent to defraud or an act of cheating. So the law punishes what a deepfake is used for, and does not by itself criminalise making a replica of a person's face or voice without their consent. The gap is where mischief and misinformation sit.
  • Related: rules made earlier this year require a deepfake to be labelled clearly and taken down faster, and the Supreme Court has issued notice to transfer every deepfake regulation case in the country to itself, so that one bench decides the question.

Five seats a Lieutenant Governor fills

  • The Lieutenant Governor of Jammu and Kashmir has still to nominate five members to the Assembly, which would take its strength from 90 to 95.
  • The Union Home Ministry has told the High Court that the Lieutenant Governor may do this without the aid and advice of the elected government, because the nomination is a statutory function of that office and falls outside the business of the elected government.
  • Aid and advice is the ordinary rule: a Governor or an administrator acts on the advice of the council of ministers. A function the law assigns to the office personally is the exception to that rule, and that is exactly what is being contested here.
  • The five may include two Kashmiri Pandits, one of them a woman, one member from the displaced community of Pakistan occupied Jammu and Kashmir, and two women where women are not adequately represented. A writ petition challenges the constitutionality of the power itself.
  • Related: the post of deputy speaker has been vacant in that Assembly for two years. There is no rule compelling it to be filled by the opposition, only a long legislative convention of offering it to the largest opposition party.

Capture, and the transfer of what is already captive

  • A five year old elephant reached the Meenakshi Sundareswarar temple in Madurai at about half past one on Monday morning, after a journey of nearly 3000 kilometres from Assam.
  • The move rests on a judgment of the Madras High Court dated 2 September, which clarified what an earlier direction of 2021 actually barred.
  • The distinction the court drew is between capture and transfer. The 2021 direction was aimed at preventing the fresh capture of wild elephants; it did not prohibit the transfer or donation of an elephant already in captivity, provided the existing rules are followed.
  • This is how a court order is read in practice: by the purpose it was made for, not by the widest words in it. A direction against capture does not become a direction against every movement of every elephant.
  • Related: the temple's elephant count is back to two, the new arrival joining one that has lived there for thirty years. An animal welfare organisation is petitioning against four further transfers, on grounds of ownership, documentation, welfare and the speed of the approvals.

Retail inflation at 4.82 per cent

  • Retail inflation rose to 4.82 per cent in August, the seventh monthly rise in a row, from 4.45 per cent in July. The series ran 2.75, 3.21, 3.40, 3.48, 3.93 and 4.38 per cent from January to June.
  • The Reserve Bank's mandate is to hold inflation at 4 per cent with a band of two percentage points on either side. Four per cent is the target; the band is the room allowed, not a second target.
  • Food did most of the pushing. Food inflation went from 5.52 to 5.95 per cent, and food and beverages from 5.24 to 5.66 per cent.
  • Core inflation, which strips out food and fuel because those two swing on weather and on crude, rose from 3.9 to 4.2 per cent. Core rising is the signal that price pressure has spread beyond the volatile items.
  • Related: rural inflation at 5.23 per cent ran above urban at 4.31 per cent, as in earlier months. The figures come from the National Statistics Office, under the Ministry of Statistics and Programme Implementation.

A family welfare programme that stops being only about birth control

  • Tamil Nadu is integrating infertility care into its family welfare programme, which until now has been built around birth control alone. The State says it is the first in the country to do this.
  • Registered births fell from 9.39 lakh in 2020 to 8.02 lakh in 2025, and the total fertility rate has come down to 1.3.
  • The total fertility rate is the number of children a woman would bear over her lifetime at current rates. 2.1 is the replacement level, slightly above two because not every child survives to become a parent. Below it a population eventually shrinks.
  • The share of people aged 60 and above is about 16 per cent now and is projected to approach 20 per cent by 2036. An ageing population with a shrinking workforce is the outcome the policy note warns about.
  • Related: the State is not encouraging higher order births, because an audit found that a quarter to a third of maternal deaths occurred in them. It is offering preconception counselling, treatment at district headquarters hospitals, and a referral path through village health nurses, while keeping contraception and safe abortion care as they are.

A pension paid on a bank holiday

  • Social security pensions reached 19.71 lakh beneficiaries in Tamil Nadu on a bank holiday, a total of Rs. 238.76 crore, of which Rs. 185.95 crore came from State funds and Rs. 52.81 crore from the Union government.
  • The three schemes involved are the old age, widow and disability pensions. About 35.37 lakh people draw social security pensions in the State under twelve categories in all.
  • The interest of the story is the chain, because a transfer that looks like one click is not one. The State took the matter to the Ministry of Rural Development, then to the pay and accounts office in Delhi, then to the Reserve Bank of India for approval.
  • The directorate of treasuries and accounts then moved the payment onward, and as the final step the National Payments Corporation of India opened a special payment window on the holiday itself.
  • Related: the delay arose because the payment route had changed to a new system, and the Union share had not arrived before four continuous holidays. A direct benefit transfer removes the middleman, but it does not remove the settlement calendar the banking system runs on.

A preferential agreement, and the bloc on the other side of it

  • India and MERCOSUR have begun negotiations to expand the preferential trade agreement between them, and are first settling the terms of reference that will define the scope of the expanded agreement.
  • MERCOSUR is a trade bloc of South America, a customs union whose members trade among themselves at reduced duty and face the outside world with a common external tariff.
  • A preferential trade agreement cuts duty on a listed set of goods only. The list is the agreement, so widening it means adding lines to the list, which is what expansion means here.
  • A free trade agreement goes further and removes duty on substantially all trade between the parties, and a customs union goes further still by adding the common external tariff. The three are steps on one ladder, not synonyms.
  • Related: India also faces a tariff rate quota structure in its European negotiation, where a low duty applies up to a fixed quantity and the ordinary duty beyond it. A country rarely signs one kind of instrument alone.

The grey list, and what it costs

  • The Financial Action Task Force sets the international standards against money laundering and the financing of terrorism, and reviews whether a country is meeting them.
  • Money laundering is the moving of money earned from crime through legitimate looking transactions until its origin cannot be traced. Terror financing is the reverse problem: clean money moved to an illegitimate end.
  • A country that falls short goes on the grey list, formally the list of jurisdictions under increased monitoring. It is not a ban; it is a warning to every bank in the world to apply extra checks to that country's transactions.
  • The cost is therefore financial rather than legal. Extra checks slow payments, raise the cost of borrowing abroad and make investors cautious, which is why a listing is fought hard before a plenary meeting.
  • Related: ahead of the plenary due in October, Pakistan named a designated terrorist in its own most wanted list and raised the reward for information leading to his arrest. The gesture is aimed at the review, and the review is aimed at the listing.

A captive centre, and why a company builds one

  • Four agreements worth about Rs. 12,300 crore were signed in London for investment in Tamil Nadu, and the State says they carry about 10,000 jobs. The largest, of Rs. 11,000 crore, is in design, engineering, manufacturing, integration and logistics.
  • Two of the four are global capability centres. A capability centre is a company's own office abroad, staffed by its own employees, doing engineering, research, analytics or finance for the parent.
  • That is what separates it from outsourcing. In outsourcing the work is bought from another company; in a capability centre the company keeps the work, the people and the knowledge, and only moves where they sit.
  • The decision is therefore about cost and skills together, not cost alone: a firm builds one where it can hire the engineers it needs at a price it can bear, and keep them for years.
  • Related: one centre is to come up on a stretch of Chennai newly designated a capability centre corridor, and another is to be expanded at Tiruchi and Chennai in embedded systems, electrification and industrial digitalisation. The State's investment promotion agency signed on its behalf.

Kuruvai, samba and a date in June

  • The Cauvery delta grows paddy in two main seasons. Kuruvai is the short duration crop of the summer months, and samba is the longer crop that follows it and runs into the northeast monsoon.
  • Kuruvai depends on water released from the Mettur dam, customarily on 12 June. This year the release did not come on that date, and the crop went in late or not at all.
  • In Nagapattinam about 28,000 farmers had raised kuruvai over nearly 30,000 hectares in 2025; this year only about 1,100 farmers on about 1,720 hectares. In Tiruvarur the number fell from 59,885 to 38,330 farmers and the area from 77,573 to 46,338 hectares.
  • The State announced a Rs. 134 crore kuruvai package to push farmers towards alternative irrigation, chiefly filter point wells, which draw shallow groundwater where a canal has failed.
  • Related: a package built around cultivation reaches only those who cultivated. Farmers who could not sow at all fall outside it, which is why they are asking for compensation and for the benefit to be extended to the samba season now that Mettur has opened.

Megalithic burials in a hill forest

  • The Archaeological Survey of India has cleared an excavation at Kundadi inside the Palani Hills forest in Kodaikanal, Dindigul district, where groups of iron age megalithic burials have been identified.
  • A megalith is a burial marked or built with large stones. In south India these belong to the iron age, and the project is titled the mortuary landscape of southern India, aiming at burial practice, belief and social life of about 2,000 years ago.
  • Approval was issued under the Ancient Monuments and Archaeological Sites and Remains Rules, 1959, on the recommendation of the Survey's expert committee, and the dig is limited to a 5 metre by 5 metre area, with the soil replaced after the work.
  • Comparatively little archaeological work has examined megalithic burials in the Western Ghats, which is what makes the Palani Hills site significant. The proposal is still pending with the Chief Wildlife Warden, because the site sits inside a forest.
  • Related: dense vegetation protects a site from looting and erosion, and forest soil can preserve organic material such as seeds, wood and bone that ordinary soil destroys. Earlier work at the site suggests the burials have stayed largely undisturbed. IIT Bombay will carry out the work under a named excavation director who must be present on site, and the inventory of antiquities recovered has to go to the Survey's directorate in New Delhi. Two birthdays the State marks in one week

  • 15 September is the birth anniversary of C.N. Annadurai, and the State announced the Chief Minister's medals for police, fire, prisons and forensic personnel on the day.
  • Annadurai led the Dravida Munnetra Kazhagam to power in 1967, the first time a non Congress party formed the government in the State, and he died in office in 1969.
  • 17 September is the birth anniversary of Periyar E.V. Ramasamy, and processions are being held at Erode, where his statue stands.
  • Periyar founded the Self Respect Movement in 1925 and later the Dravidar Kazhagam. Annadurai came out of that movement and took it into electoral politics, which is the line that connects the two days.
  • Related: this is why the two names are argued over together whenever a procession is refused or allowed. A commemoration in Tamil Nadu is rarely only a commemoration; it is a claim to a political inheritance.

Recall: the awards and results the paper does ask

  • Recall: Engineer's Day falls on 15 September, the birth anniversary of Sir M. Visvesvaraya, who received the Bharat Ratna in 1955.
  • Recall: Alexander Zverev of Germany won the men's singles at the US Open, beating Ben Shelton of the United States, his second Grand Slam title of the year after the French Open.
  • Recall: the 46th Chess Olympiad begins at Samarkand in Uzbekistan, with India defending the Open title and seeded second.
  • Recall: the Asian Games open at Aichi and Nagoya in Japan this week, with more than fifteen thousand athletes competing.
  • Recall: the Men's Asian Champions Trophy in hockey will be held in India from 27 October to 5 November.
