The Energy Department has placed before the Assembly a plan called Vision 2031, built around raising the share of renewable energy in the State's energy mix to 50% by 2031.
The plan also targets a reduction of aggregate technical and commercial (AT&C) losses to 10%, together with a wider electric vehicle charging network and an expansion of rooftop solar across Tamil Nadu.
It was announced by Energy Minister C.T.R. Nirmal Kumar, who also holds the Law portfolio, while replying to the demands for grants of the Energy Department.
Strengthening the Grid and the Distribution Network
Tamil Nadu Power Distribution Corporation Limited (TNPDCL) is to release 50,000 new agricultural service connections during this financial year.
Ten new high tension sub-stations are to be built at a cost of ₹110 crore, and ten 33/11 kV sub-stations are to be upgraded.
In Chennai, open distribution transformer structures at 1,250 locations are to be converted into ring main units at a cost of ₹250 crore, so that supply is not interrupted during repairs.
Additional transformers are to be installed at 20 sub-stations in the Chennai region at ₹104 crore.
Communication equipment for extra high tension sub-stations is to be provided at ₹120.32 crore, and aged safety and communication equipment is to be replaced at ₹92.3 crore.
New single phase domestic connections will be issued on the applicant's own self declaration, without waiting for a prior field inspection.
2,558 vacancies in the Distribution Corporation are to be filled through the State's public service commission, and 10,000 workers are to be engaged on five year contracts for immediate ground level work.
Electric Vehicles and Battery Storage
20,000 electric vehicle charging stations are to be established under Vision 2031, with priority for the corridors connecting major cities.
As of April 2026 the State had 5.50 lakh registered electric vehicles and only 2,425 charging stations, which is the gap the target is meant to close.
Tamil Nadu Green Energy Corporation Limited (TNGECL) has completed a feasibility study at 528 locations under PM E-DRIVE, and a portal now matches Charge Point Operators with landowners on a revenue sharing basis.
A 50% capital subsidy, subject to a ceiling of ₹50,000, is offered for charging points installed inside apartment complexes.
A 1,000 MWh stand alone Battery Energy Storage System (BESS) is planned under the State Component of the Viability Gap Funding scheme, on a build, own and operate basis.
Six storage stations are to come up at the Thennampatty, Anuppankulam, Ottapidaram, Vellalaviduthi, Kayathar and Karaikudi sub-stations of TANTRANSCO, and are to be commissioned by the end of December 2026.
Generation, Smart Metering and Billing
The 2 x 660 MW Udangudi Stage I thermal project is targeted for commercial operation before December 2026, while the Ennore Special Economic Zone project is planned for late 2027.
Under the Revamped Distribution Sector Scheme (RDSS), loss reduction measures estimated at ₹8,929.86 crore have been approved, largely through smart meters.
PFC Consulting Limited has been appointed the implementing agency to fix 1.25 lakh smart meters across seven districts: Chennai, Chengalpattu, Kancheepuram, Tiruvallur, Cuddalore, Villupuram and Tiruvannamalai.
A reassessment of 3.70 lakh electricity bills that consumers had questioned found only 2,019 with a genuine meter reading mismatch.
An auto debit facility has been introduced, under which the bill amount is deducted from the consumer's registered bank account on the tenth day from the date of the bill.

மிக உயர் அழுத்த துணை மின் நிலையங்களுக்கான தகவல் தொடர்பு உபகரணங்கள் ₹120.32 கோடி மதிப்பிலும், காலாவதியான பாதுகாப்பு மற்றும் தகவல் தொடர்பு உபகரணங்கள் ₹92.3 கோடி மதிப்பிலும் மாற்றியமைக்கப்படும்.

2026 ஏப்ரல் நிலவரப்படி மாநிலத்தில் 5.50 லட்சம் மின்சார வாகனங்கள் பதிவாகியுள்ள நிலையில், மின்னூட்ட நிலையங்கள் 2,425 மட்டுமே; இந்த இடைவெளியை நிரப்பவே புதிய இலக்கு.
PM E-DRIVE திட்டத்தின் கீழ் 528 இடங்களில்தமிழ்நாடு பசுமை எரிசக்திக் கழகம் (TNGECL) சாத்தியக்கூறு ஆய்வை மேற்கொண்டுள்ளது; வருவாய்ப் பகிர்வு அடிப்படையில் நிலம் உடையவர்களையும் மின்னூட்ட நிலைய இயக்குநர்களையும் இணைக்கும் இணையதளமும் செயல்படுகிறது.

சாத்தியக்குறை நிதியுதவித் திட்டத்தின் மாநிலப் பங்கின் கீழ், கட்டி, சொந்தமாக்கி, இயக்கும் முறையில் 1,000 MWh தனித்து இயங்கும் மின்கலச் சேமிப்பு அமைப்பு (BESS) திட்டமிடப்பட்டுள்ளது.
TANTRANSCO நிறுவனத்தின் தென்னம்பட்டி, அனுப்பன்குளம், ஒட்டப்பிடாரம், வெள்ளாளவிடுதி, கயத்தாறு, காரைக்குடி துணை மின் நிலையங்களில் ஆறு சேமிப்பு நிலையங்கள் அமைக்கப்பட்டு, 2026 டிசம்பர் இறுதிக்குள் செயல்பாட்டுக்கு வரும்.
உற்பத்தி, ஸ்மார்ட் மீட்டர் மற்றும் கட்டண நடைமுறை
2 x 660 MW உடன்குடி முதல் கட்டத் திட்டம் 2026 டிசம்பருக்கு முன் வணிக ரீதியில் இயங்கத் தொடங்கும் என்பது இலக்கு; எண்ணூர் சிறப்புப் பொருளாதார மண்டலத் திட்டம்2027 இறுதியில் திட்டமிடப்பட்டுள்ளது.
மறுசீரமைக்கப்பட்ட பகிர்மானத் துறைத் திட்டத்தின் (RDSS) கீழ், முக்கியமாக ஸ்மார்ட் மீட்டர்கள் வழியாக இழப்பைக் குறைக்கும் பணிகளுக்கு ₹8,929.86 கோடி மதிப்பீட்டில் ஒப்புதல் அளிக்கப்பட்டுள்ளது.
சென்னை, செங்கல்பட்டு, காஞ்சிபுரம், திருவள்ளூர், கடலூர், விழுப்புரம், திருவண்ணாமலை ஆகிய ஏழு மாவட்டங்களில் 1.25 லட்சம் ஸ்மார்ட் மீட்டர்களைப் பொருத்தும் செயலாக்க நிறுவனமாக PFC கன்சல்டிங் லிமிடெட் நியமிக்கப்பட்டுள்ளது.
நுகர்வோர் ஐயம் எழுப்பிய 3.70 லட்சம் மின் கட்டண ரசீதுகள் மறுஆய்வு செய்யப்பட்டதில், 2,019 ரசீதுகளில் மட்டுமே உண்மையான மீட்டர் அளவீட்டுப் பிழை இருந்தது கண்டறியப்பட்டது.
தானியங்கி பற்று வசதி அறிமுகப்படுத்தப்பட்டுள்ளது; ரசீது வழங்கப்பட்ட நாளிலிருந்து பத்தாம் நாள் நுகர்வோரின் பதிவு செய்யப்பட்ட வங்கிக் கணக்கிலிருந்து கட்டணத் தொகை பிடித்தம் செய்யப்படும்.
