The Environment Ministry's All-India Tiger Estimation 2022 recorded tiger presence across 212 forest divisions, far beyond India's 58 designated Tiger Reserves, prompting the ministry to launch the Tigers Outside Tiger Reserves (TOTR) initiative to manage tiger populations living outside formally protected reserve boundaries.
Per the National Tiger Conservation Authority (NTCA), 35 to 40 percent of India's tiger population now lives outside designated Tiger Reserves, making this an increasingly large share of the country's tiger conservation challenge.
First-Phase Coverage
TOTR's first phase covers 40 forest divisions across 9 states: Uttarakhand, Uttar Pradesh, Rajasthan, Madhya Pradesh, Maharashtra, Karnataka, Tamil Nadu, Telangana and Assam.
A Nilgiris Case in Point: O'Valley, Gudalur
A tiger killed a second man, K. Ravikumar (51), at O'Valley in Gudalur, the Nilgiris district, days after an earlier fatality on August 9 that killed M. Balakrishnan (58) in what officials described as an accidental encounter; Ravikumar's killing, by contrast, is being treated as the tiger actively stalking him.
O'Valley lies in the Gudalur Forest Division, adjoining but outside the notified boundary of the neighbouring Mudumalai Tiger Reserve, making it a live example of the human-tiger conflict the TOTR initiative is meant to address.
The Forest Department is using a drone camera to track the animal and is working to identify it by matching its stripe pattern against records held under the National Tiger Conservation Authority's M-STrIPES (Monitoring System for Tigers, Intensive Protection and Ecological Status) system.
Replying to a special calling-attention motion in the Assembly, Tamil Nadu Forest Minister R.V. Ranjithkumar said that, to capture the tiger suspected of killing two people in Gudalur, three teams of forest officials were constituted immediately, three veterinarians were equipped with tranquillisers, and a specialist veterinarian from Madurai was sent. He said the animal would be captured and sent either to Vandalur or to a tiger reserve.
The next of kin of the victims were given a compensation of Rs 10 lakh each.
India's Tiger Conservation Trajectory
India's tiger population rose from 1,411 in 2006 to 3,682 in 2022.
The tiger reserve network expanded from 9 reserves covering 18,278 sq km in 1973, when Project Tiger was launched, to 58 reserves covering 84,488 sq km today - about 2.6 percent of India's landmass.
India is now home to over 70 percent of the world's wild tigers.

நீலகிரி மாவட்டம், குடலூர் அருகிலுள்ள ஓ'வேலியில், ஒரு புலி இரண்டாவது நபரான கே. ரவிக்குமார் (51) என்பவரைக் கொன்றது; ஆகஸ்ட் 9-ஆம் தேதி நடந்த முதல் சம்பவத்தில் எம். பாலகிருஷ்ணன் (58) என்பவர் தற்செயலான எதிர்கொள்ளலில் கொல்லப்பட்டதாக அதிகாரிகள் கூறினர்; ரவிக்குமாரின் கொலை, மாறாக, புலி தீவிரமாக அவரைத் துரத்திய சம்பவமாகக் கருதப்படுகிறது.

உயிரிழந்தவர்களின் நெருங்கிய உறவினர்களுக்குத் தலா ரூ. 10 லட்சம் இழப்பீடு வழங்கப்பட்டது.
