Chief Minister C. Joseph Vijay took oath on 10 May 2026, leading the Tamil Nadu Vetri Kazhagam (TVK) government; the party secured 108 seats on its own, short of the 118 needed for a majority in the 234-member Assembly, and formed the government with the support of Congress, Left parties, Viduthalai Chiruthaigal Katchi (VCK), and the Indian Union Muslim League (IUML).
The government faced a confidence motion within three days of taking office, winning it on 13 May with 144 MLA votes; the first Cabinet meeting followed on 5 June, setting a target to implement 436 projects.
Commentators have compared the government's formation to two earlier minority governments in Tamil Nadu history: the 1952 Congress government under Rajaji and the 2006 DMK government under M. Karunanidhi (which won only 96 seats); unlike the 2006 DMK government, which was part of the central government's ruling coalition, the TVK has no member in either House of Parliament, making its ability to secure a legislative majority through post-poll alliances a distinctive feature of the 100-day milestone.
Investment and Enforcement
The report highlights the Vetri Tamil Nadu Investment Conclave 2026, targeting Rs 1 lakh crore in investment, and STING (the Special Task Force for Interdiction of Narcotics and Gangs), for which 65 special task forces have been constituted, alongside new anti-narcotics police stations in every district.
Enforcement measures include the closure of 717 liquor shops near educational institutions, temples, and bus stands; a crackdown on illegal quarries; a ban on exporting raw mineral resources to other States; reforms against irregularities in property registration; and a WhatsApp number for the public to report bribery and corruption directly.
The HR&CE Minister told the Assembly that in the government's first 100 days, 45 acres of temple land were recovered and Rs 108 crore of temple land-rent arrears collected, against a target of Rs 2,000 crore in total arrears.
The recovery drive covers 40,245 acres of temple land standing in individuals' names and 33,949 acres wrongly mutated in the computerised chitta records.
Welfare Schemes for Women and Families
The Amma's Seer Scheme provides an 8-gram gold coin to brides, with Rs 812 crore allocated for marriage assistance, while the existing Rs 1,000 monthly assistance for women continues unchanged.
Under the Thaimaman Thangam Mothiram Scheme, every newborn delivered in a Government Hospital gets a 1-gram gold ring, with Rs 560 crore allocated under the Health and Family Welfare Department; the government has also set up a dedicated Singa Penn Athiradi Padai (women's rapid-response force), and the Vetri Magalir Goat Rearing Scheme gives 5 goats or sheep each to disadvantaged women and transgender persons.
Employment, Housing, and Infrastructure
The Vetri 150 Scheme guarantees 150 days of employment, similar to a State job-guarantee programme; the Vetri Housing Scheme has Rs 3,500 crore allocated; Vetri Skill Training covers 12 lakh students and 1 lakh youth; and the Vetri Laptop Scheme for college students has Rs 2,000 crore allocated.
TN-VETTRI provides Rs 6,000 crore a year for water supply, solid waste management, sanitation, and rural connectivity; a special incentive raised the sugarcane price to Rs 4,000 a tonne and the paddy price to Rs 2,750 a quintal; and a Rs 6,000 crore crop loan waiver was announced for farmers.
Other measures include 200 units of free electricity for domestic consumers using up to 500 units every two months, and expansion of the Ponmalar Kalanjiyam breakfast scheme to 19.14 lakh additional students in Classes 6-8 across 15,414 schools, with Rs 710 crore allocated; a committee headed by economist Montek Singh Ahluwalia has been set up to recommend ways to augment the State's revenue.
Update, September 4: The Assembly Announcements on the Secretariat, the Police and Sports
A new integrated Secretariat complex spanning 20 lakh sq. ft. is to be built in Chennai at an estimated Rs. 1,200 crore, holding the Legislative Assembly, the offices of the Chief Minister and Ministers, and the departments. Of the 107 acres of Fort St. George only about 4 acres are under State control, the rest lying with the Ministry of Defence and the Archaeological Survey of India, so the present premises cannot be expanded. Three sites have been identified: the Highways Research Station in Guindy, a housing board colony at Pattinapakkam, and the former Indian Drugs and Pharmaceuticals Limited plot at Nandambakkam.
On the demand for grants for the Police and Fire and Rescue Services Departments, 29,108 additional police posts are to be created over five years and 10,000 personnel, including 5,000 women, recruited this year, to raise the share of women in the force from 22 per cent to 30 per cent against a present strength of 1,34,667. Rs. 212 crore goes to modernisation, the ex gratia to the families of personnel who die on duty rises from Rs. 20 lakh to Rs. 30 lakh, and a Special Award for Drug-Free Tamil Nadu Villages will pick 50 villages a year for a Rs. 10 lakh infrastructure grant each.
Two new police districts, Poonamallee and Kilambakkam, are to be formed; women firefighters will be recruited and the designation fireman renamed firefighter; conservancy work for the Police Department will be outsourced with Rs. 60 crore a year.
A world-class Motor Sports City is proposed for the State, with a circuit able to host Formula 1, 2, 3 and 4, and a Tamil Nadu Olympic City in Chennai under the Sports Development Authority of Tamil Nadu.
The Assembly also unanimously adopted a resolution urging the Centre to recognise Tamil as the principal language of the Madras High Court, a demand that runs through Article 348(2) and Section 7 of the Official Languages Act, 1963.
