Gene therapy death in China raises regulatory questions

  • A six-year-old girl in China, who had Snijders Blok-Campeau syndrome caused by a mutation in the CHD3 gene, died in March 2025, days after doctors injected an experimental base-editing gene therapy into her cerebrospinal fluid on March 24, 2025.
  • Base editing, developed by American biochemist David Liu at the Broad Institute in 2016, converts one DNA base to another without cutting both DNA strands, unlike CRISPR-Cas9, which cuts both strands.
  • The therapy was delivered using adeno-associated viruses (AAVs); earlier toxicology studies in monkeys had already shown liver injury in every treated animal and kidney damage in one, and the girl's cause of death was thrombotic microangiopathy, a known risk of high-dose AAV gene therapies. The investigator-initiated trial was led by neuroscientist Zilong Qiu of Shanghai Jiao Tong University at Xinhua Hospital, Shanghai, and it bypassed review by China's National Medical Products Administration.
  • In a parallel Indian case, twenty-year-old Uditi Saraf died of FENIB (familial encephalopathy with neuroserpin inclusion bodies) while still waiting for regulatory approval for AAV manufacturing for her own gene therapy. Indian researchers working on affordable CRISPR-based therapies include Arkasubhra Ghosh of Narayana Nethralaya Eye Hospital and Debojyoti Chakraborty of CSIR-Institute of Genomics and Integrative Biology, and the case recalls He Jiankui, the Chinese scientist jailed for three years for unauthorised gene-editing of twin human embryos in 2018.

ALT (SGPT) as an early marker of liver health

  • Alanine aminotransferase (ALT), also called SGPT, is an enzyme inside liver cells that leaks into the blood when liver cells are damaged, making it an early marker of liver injury.
  • In most laboratories, the normal ALT threshold is below 40 units per litre, though this can vary depending on the laboratory.
  • According to the WHO, liver diseases cause about 2 million deaths globally every year, and viral hepatitis alone caused about 1.3 million deaths in 2022.
  • About 254 million people live with chronic hepatitis B and about 50 million with chronic hepatitis C, and there is a rising global burden of MASLD (metabolic dysfunction-associated steatotic liver disease), the condition formerly called non-alcoholic fatty liver disease.

E20 ethanol-blended petrol cuts mileage, Gadkari tells Parliament

  • Union Road Transport Minister Nitin Gadkari told Parliament that E20 petrol, a 20% ethanol blend, can reduce fuel economy by 2% to 6% depending on the vehicle's category and vintage, but does not damage vehicle engines.
  • This finding comes from a joint study by ARAI (Automotive Research Association of India), SIAM (Society of Indian Automobile Manufacturers) and IOCL (Indian Oil Corporation Limited), conducted on BS-III, BS-IV and BS-VI vehicles.
  • E20 gives better acceleration and improved ride quality, and produces about 30% lower carbon emissions than E10, the 10% ethanol blend.

Cauvery dispute: CWMA upholds 15-day release order

  • The Cauvery Water Management Authority (CWMA), meeting in Delhi on Thursday, 30 July 2026, upheld the Cauvery Water Regulation Committee's (CWRC) earlier order directing Karnataka to release water to Tamil Nadu at 3,500 cusecs a day for 15 days starting 29 July, roughly 4.5 tmc ft in total.
  • Karnataka had appealed to the CWMA to keep the CWRC order in abeyance for another fortnight while it reviewed the hydrological situation, but the CWMA rejected the appeal and endorsed the CWRC's order in full, a setback for Karnataka.
  • Karnataka's four Cauvery-basin reservoirs held a combined storage of 65.34 tmc ft against a capacity of 114.57 tmc ft as of 30 July, with net inflow 65.65% below the 30-year average due to a super El Nino effect and a 90% shortfall at the Biligundlu gauge; Tamil Nadu's own Mettur dam stood at 73.7 ft against a full level of 120 ft, holding 35.97 tmc ft against a capacity of 93.47 tmc ft, with the state's cumulative Cauvery realisation at Biligundlu since 1 June at just 3.57 tmc ft, a shortfall of about 34 tmc ft against what was due.
  • Tamil Nadu's Water Resources Minister Duraimurugan led a delegation to Delhi to press the state's case, arguing Karnataka had not released water despite monsoon inflows; Tamil Nadu had sought 9.45 tmc ft under the distress formula at 7,000 cusecs a day, more than the 3,500 cusecs actually ordered, citing transmission losses on the way to the Biligundlu gauge. Karnataka Chief Minister D.K. Shivakumar has called an all-party meeting for 2 August in Bengaluru to discuss the CWMA's decision, and the next CWRC review meeting is scheduled for 11 August.

Cloudburst: how it forms, why India sees more

  • The India Meteorological Department (IMD) defines a cloudburst as 10 centimetres or more of rainfall within one hour over a localised area of 20 to 30 square kilometres; a proposed new sub-category called mini-cloudburst would cover 5 centimetres of rainfall in an hour over the same area.
  • Cloudbursts form through convection or orographic lifting, where moist air is forced up a mountain slope, building cumulonimbus clouds up to 15 kilometres tall that release a sudden downpour once the internal updrafts weaken.
  • Then-Union Earth Sciences Minister Harsh Vardhan told Parliament in 2019 that the IMD had recorded only about 30 cloudburst incidents between 1970 and 2016, a figure widely believed to be an undercount because monitoring is sparse in remote, mountainous terrain; Uttarakhand, Himachal Pradesh and Jammu and Kashmir have reported a recent surge in such events.
  • The government's Mission Mausam programme plans to more than double India's weather-radar network from about 40 radars at present, using artificial intelligence for short-term nowcasting of such extreme rain events.

Kuruvai cultivation falls short in Cauvery delta

  • Kuruvai paddy coverage in the Cauvery delta stood at 3.87 lakh acres as of 27 July 2026, down from 5.05 lakh acres on the same date the previous year, a shortfall of more than 1 lakh acres.
  • District-wise, Thanjavur topped the list with about 1.29 lakh acres, followed by Mayiladuthurai with 97,000 acres and Tiruvarur with 88,700 acres; Cuddalore was the exception, with its kuruvai coverage nearly doubling year-on-year.
  • The normal full-season, Samba-Thaladi, cultivation target for the delta is 12 lakh acres, and Tamil Nadu's overall water requirement for the season is estimated at a minimum of 180 tmc ft.

HC bans dumping belongings in Tamiraparani river

  • The Madurai Bench of the Madras High Court banned the practice of dumping the belongings of deceased persons into the Tamiraparani river, which flows through Tirunelveli and Thoothukudi districts, after a public interest litigation over pollution of the river.
  • The court directed the district administrations of both districts to identify alternate disposal sites and to create public awareness against the practice.

Odisha floods affect over 7 lakh people

  • Floods triggered by a deep depression system over Odisha and Chhattisgarh, which formed on 28 July 2026, affected over 7 lakh people across 20 districts of Odisha, with casualties reported; the rivers involved were the Mahanadi and the Brahmani.
  • July 2026 recorded 96.7% excess cumulative rainfall in the affected region, the direct cause of the flooding.

Archival Research Corrects AI Chatbot Errors on Leaders' Foreign Visits

  • The Hindu's archival research corrected errors that AI chatbots had made regarding Indian leaders' foreign visits: President Dr. Rajendra Prasad visited the Prambanan temple complex in Indonesia on 14 December 1958, not Prime Minister Narendra Modi as claimed by some AI tools.
  • Jawaharlal Nehru, as Prime Minister, visited Gaza on 19 May 1960, well before Modi's 2018 visit to Ramallah.
  • A 9-member United States Senate delegation, led by Senator Steven Morse, visited the Ram Janmabhoomi site in Ayodhya on 3 November 1993.

Parliament Passes Prevention of Insults to National Honour (Amendment) Bill, 2026

  • Parliament passed an amendment making intentional insult to the National Song, Vande Mataram, a punishable offence on par with insult to the National Anthem, Jana Gana Mana, under the existing Prevention of Insults to National Honour Act, 1971.
  • The Act already provides for imprisonment up to 3 years or a fine for a first offence, with a minimum of 1 year's imprisonment for a repeat offence; these penalties now extend to insults against Vande Mataram as well.
  • Vande Mataram was written by Bankim Chandra Chattopadhyay and published with his novel Anandamath in the early 1880s; Jana Gana Mana was written and composed by Rabindranath Tagore.

Ajinkya Rahane Retires from International Cricket

  • Ajinkya Rahane announced his retirement from all forms of international cricket; his career spanned 85 Tests (5,077 runs, average 38.46, 12 centuries, 8 of them scored overseas, 26 fifties), 90 ODIs (2,962 runs) and 20 T20Is (375 runs).
  • As Test captain he remained unbeaten in 6 matches (4 wins, 2 draws), most notably leading India's 2020-21 Border-Gavaskar Trophy triumph in Australia after Virat Kohli left mid-series, a series that began with India bowled out for 36 at Adelaide and ended in a series win at the Gabba.
  • He is one of only 43 fielders in Test history (7 of them Indian) to have taken 100 or more Test catches, finishing with 102 catches from 85 matches.

Commonwealth Games 2026, Glasgow: India's Medal-Winning Performances

  • In the long jump, M. Sreeshankar won silver with a leap of 8.09 m, behind Jamaica's Tajay Gayle's gold-winning 8.15 m (Jamaica's first-ever Commonwealth Games long jump gold); Scotland's Stephen Mackenzie took bronze (8.08 m).
  • In men's Para-athletics 100m T47, India's Dilip Gavit won gold in a Games record and season's-best time of 10.71 seconds, with fellow Indian Mohammed Basil taking silver (10.83 seconds), an Indian 1-2 finish.
  • Earlier Indian gold medals at these Games came from Mirabai Chanu (women's 48kg weightlifting) and Sharmila Dhankar (women's shot put F57, Para-athletics).
  • Neeraj Chopra advanced to the javelin final with a qualifying throw of 79.61 m (5th-best in qualifying); fellow Indians Rohit Yadav (78.37 m) and Yashvir Singh also qualified for the final.
  • South Africa's swimmer Chad le Clos became the most decorated athlete in Commonwealth Games history, winning his 21st medal (bronze in the men's 4x100m medley relay), overtaking Australia's Emma McKeon.

India Wins Both Team Titles at 22nd Commonwealth Table Tennis Championships

  • At the Thyagaraj Sports Complex, New Delhi, India's men's table tennis team beat Malaysia 3-2 (Manush Shah winning both his singles matches), giving India the men's team title at the 22nd Commonwealth Table Tennis Championships.
  • India's women's team, led by Sreeja Akula, beat Malaysia 3-0, giving India both team titles at the Championships.

National Junior Hockey Championship: Jammu and Kashmir Beat Arunachal Pradesh in Coimbatore

  • At the National Junior Hockey Championship held in Coimbatore, Tamil Nadu, Jammu and Kashmir defeated Arunachal Pradesh.

Pellet guns are a "graded" police response, says SC

  • A Supreme Court Bench led by Chief Justice of India Surya Kant, with Justice Joymalya Bagchi, said police use of pellet guns falls under a "graded" response for crowd control in "exceptional circumstances", while hearing a petition by former IPS officer Yashovardhan Azad and pellet-injury victims Prashant Kumar Singh and Shekh Irshad Mansoori.
  • The court declined to expand on what counts as "exceptional circumstances" and did not ask the Union government to explain its use. It instead asked the Solicitor General to place on record the police protocol for handling unlawful assemblies, and suggested police be equipped with protective and defensive gear.
  • The case arose from pellet gun use against protesters at Jantar Mantar, Delhi, over the NEET-UG paper-leak issue. A 2018 study by Government Medical College, Srinagar, of 380 Kashmir pellet-gun victims from the 2016 unrest found 57.63% suffered simple injuries and 42.37% suffered grievous injuries (as defined under Section 320 IPC); among eye-injury victims, 30.38% reported depression, 16.92% adjustment disorder and 13.08% panic disorder.

SC hears challenge to CEC selection panel's composition

  • In the Supreme Court, Solicitor General Tushar Mehta defended the Chief Election Commissioner and Other Election Commissioners (Appointment) Act, 2023, arguing that if the Prime Minister's judgment on selecting the Chief Election Commissioner "cannot be trusted," then even Cabinet Minister appointments would need an outside vetting authority.
  • The case challenges the 2023 Act's replacement of the Chief Justice of India with a Cabinet Minister (nominated by the Prime Minister) on the CEC selection panel; the panel had earlier been set by the Supreme Court's Constitution Bench in the Anoop Baranwal judgment of March 2023 as comprising the Prime Minister, the Leader of the Opposition in the Lok Sabha, and the Chief Justice of India.
  • Justice Dipankar Datta, on the Bench, observed that the issue is about "justice not only being done but being shown to be done," given the panel's 2:1 tilt toward the executive. The court reserved its decision on whether to refer the matter to a 5-judge Constitution Bench.

Parliament passes Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026

  • Parliament completed passage of the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, with the Rajya Sabha clearing it after the Lok Sabha had already passed it, amending the original Public Examinations (Prevention of Unfair Means) Act, 2024.
  • The amendment requires paper-leak investigations to be completed within 2 months, with dedicated Special Task Forces working to a 60-day deadline, and sets a 3-month trial timeline once a chargesheet is filed, through State-designated Special Fast Track Courts. The debarment period for service providers found using unfair means was doubled from 4 to 8 years.
  • Penalties: individuals aiding malpractice face 5 to 10 years' imprisonment and a fine up to Rs. 50 lakh, while organised, group-planned malpractice draws 7 to 10 years' imprisonment and a fine up to Rs. 10 crore. New Sections 12A and 12B create an uninterrupted procedural pipeline from FIR to final appeal.

SC directs States to set up district-wise prison oversight boards

  • A Supreme Court Bench led by Justice J.B. Pardiwala directed all States and Union Territories to constitute a district-wise "board of visitors" for prisons within 4 weeks, as required under the Model Prison Manual, 2016.
  • This came in a suo motu case on caste discrimination in prisons, following an earlier judgment, in October the previous year, that ordered the removal of caste-discriminatory provisions from prison manuals.

PM CARES Fund: no audited statements published for 3 years

  • The PM CARES Fund, established in March 2020 and chaired by the Prime Minister, has not published audited financial statements for the last 3 financial years.
  • The last available audited statement (FY2022-23) showed an opening balance of Rs. 5,415.65 crore, voluntary contributions of Rs. 909.64 crore, total receipts of Rs. 6,723.07 crore, total payments of Rs. 439.38 crore, and a closing balance of Rs. 6,283.68 crore as on 31 March 2023.
  • The government maintains that PM CARES is not a "public authority" under the Right to Information Act, 2005, and is therefore not obliged to disclose this information under that law.

SC gives posthumous clean chit to Manmohan Singh in coal block case

  • The Supreme Court, in a verdict on 29 July 2026, accepted two back-to-back 2014 CBI closure reports and found no "sufficient material or good reason" to prosecute former Prime Minister Manmohan Singh in the coal block allocation case, giving him a posthumous clean chit.

Jaishankar unveils "SHANTI", presses India's UNSC candidature

  • External Affairs Minister S. Jaishankar introduced "SHANTI" (Securing Holistic Advancement through Norms, Trust and Integrity) on 13 July 2026, while launching India's candidature for a non-permanent seat on the UN Security Council for the 2028-29 term. SHANTI builds on India's earlier doctrines SAGAR (2015) and MAHASAGAR (2025).
  • A BIMSTEC National Security Advisers' meeting held in New Delhi adopted common principles for maritime law enforcement and humanitarian assistance and disaster relief (HADR), and agreed to hold BIMSTEC's first joint maritime security exercise in the Bay of Bengal in November 2026.
  • Prime Minister Modi chaired the 4th special Cabinet Committee on Security (CCS) meeting on the West Asia conflict's impact on India, directing a mechanism for the safety of Indian seafarers, higher utilisation at CPSE (Central Public Sector Enterprise) refineries, expansion of the National Gas Grid, and a new Pipeline Infrastructure Order, 2026.

EC asked to expedite Trinamool name and symbol dispute, by-elections held

  • West Bengal Chief Minister Mamata Banerjee urged the Election Commission of India to expedite its inquiry into disputes over the Trinamool Congress party's name and symbol.
  • Voting was held for Assembly by-elections in constituencies across Bihar, Madhya Pradesh and Gujarat.

Index of Industrial Production hits a 23-month high in June 2026

  • India's overall Index of Industrial Production (IIP) grew 7.3% in June 2026, a 23-month high, despite headwinds from the West Asia crisis and a deficient monsoon, partly helped by a low base from the previous year's weak performance.
  • Consumer durables growth stayed above 7% for a second consecutive month, and the non-durables sector's growth hit a 6-month high; merchandise exports grew 15.5% in June according to Commerce Ministry data.
  • The capital goods sector saw double-digit growth in 8 of the last 10 months; the electricity sector grew at a 25-month high due to heatwave-driven demand, and the mining sector snapped a 4-month contraction streak.

India's Digital Public Infrastructure and AI economy

  • The IndiaAI Mission has an outlay of about Rs. 10,372 crore and has onboarded over 38,000 GPUs so far against a target of 1,00,000, offering compute access at about Rs. 65 per GPU-hour for eligible startups and researchers.
  • India's Unified Payments Interface (UPI) processes about 20 billion transactions a month, and Aadhaar has enrolled 1.4 billion people, making them core pillars of India's Digital Public Infrastructure (DPI) stack.
  • The cost of 1 GB of mobile data in India fell from about $4 in September 2016 to under 30 cents by 2019.

Corporate results, Q1 (April-June) 2026

  • Tata Steel: 12% net profit rise year-on-year to Rs. 2,318 crore; consolidated revenue up 14% to Rs. 60,794 crore; board approved a 4.8 MTPA capacity expansion at Neelachal Ispat Nigam Ltd with a capex of Rs. 33,873 crore.
  • Hyundai Motor India: 35% fall in consolidated net profit year-on-year to Rs. 888.6 crore; revenue nearly flat at Rs. 16,335 crore.
  • Mahindra and Mahindra: 34% rise in consolidated net profit year-on-year to Rs. 5,455 crore; consolidated revenue up 28% to Rs. 58,188 crore; sold 3,04,000 vehicles, a 23% year-on-year rise.
  • Tamilnad Mercantile Bank (headquartered in Thoothukudi, Tamil Nadu): net profit of Rs. 411 crore for April-June 2026, up from Rs. 304.89 crore in the same quarter last year, about 35% growth.
  • Sundaram Home Finance (Chennai-based): net profit of Rs. 85 crore for April-June 2026.

Other national economy notes

  • The World Gold Council's data for the first quarter of FY27 showed India's gold demand fell 6% to 131.4 tonnes even as its value rose 50% year-on-year to Rs. 1,98,100 crore, driven by record average gold prices of about $4,506.3 per ounce, up from $3,280.4.
  • India signed an agreement with Germany worth about Rs. 90,000 crore for 6 conventional submarines, to be built in India with technology transfer, discussed when Prime Minister Modi met the German Chancellor.
  • India's Finance Ministry launched the country's first sovereign-backed Protection and Indemnity (P&I) insurance product under the Bharat Maritime Insurance Pool (BMIP), designed by New India Assurance, with an indemnity limit of up to $1.5 billion, operational since 12 May 2026.

Tamil Nadu signs 4 MoUs for global capability centres, including its first foreign university campus

  • Tamil Nadu signed 4 memoranda of understanding: with the University of Western Australia, to set up Tamil Nadu's first international university campus at Velachery, Chennai, under the UGC's 2023 Foreign Higher Educational Institution Regulations, with about 50,000 sq. ft of space, an investment of about Rs. 125 crore, and over 200 jobs.
  • The other 3 MoUs: Chubb (Switzerland), a global capability centre plus R&D unit creating 220 jobs; Nordex (Germany), a global capability centre plus R&D unit creating 1,000 jobs; and MotiveLink (South Korea), a manufacturing unit at the SIPCOT Pillaipakkam Industrial Park, Kancheepuram district, with an investment of about Rs. 300 crore and 1,500 jobs.
  • Together the 4 MoUs are expected to generate 2,920 direct and indirect jobs; they were signed by the Department of Industries, Investment Promotion and Commerce in the presence of Chief Minister C. Joseph Vijay at the Guidance Tamil Nadu office, Anna Salai, Chennai.

Tamil Nadu plans an AI City; awaits clearance for a Tamil-language AI project with Singapore

  • Tamil Nadu's IT Minister said the state is identifying a site for an "AI City" that will host AI research centres, centres of excellence, global capability centres, education facilities from creche to university level, and sports facilities.
  • The state's Additional Chief Secretary for IT and Digital Services said Tamil Nadu is awaiting Ministry of External Affairs clearance on its agreement with the National University of Singapore to jointly develop Tamil-language large language models (LLMs).

Deadline extended for regularising unapproved layouts and plots in Tamil Nadu

  • The Tamil Nadu Housing and Urban Development Department, by an order dated 27 July 2026, extended the deadline for regularising unapproved layouts and plots formed on or before 20 October 2016, to 30 June 2027, from the earlier deadline of 30 June 2026.
  • This is governed by the Tamil Nadu Regularisation of Unapproved Layouts and Plots Rules, 2017; applications must be filed only through the online portal.

Tamil Nadu forms expert panel to study the impact of El Nino

  • The Tamil Nadu government's Revenue and Disaster Management Department constituted an expert committee to study the impact of the El Nino weather pattern on the state's agriculture, disaster preparedness and monsoon forecasting; the committee will function through 2026-27 and 2027-28.
  • The committee is chaired by the Additional Chief Secretary and Commissioner of Revenue Administration, with members drawn from Anna University, IIT Madras, WRI India, the Tamil Nadu Green Climate Company, and the Suganthi Devadason Marine Research Institute, Thoothukudi.

Nature-based wastewater treatment piloted in Chennai government schools

  • Under the "Government Schools Water Stewardship Programme", nature-based wastewater treatment systems are being piloted at 5 government schools in Egmore, Ambattur, Ashok Nagar, Porur and Villivakkam, in a joint initiative of the BlueGreen Enviro Foundation, the Chennai Resilience Centre, SIV Impact, the School Education Department and the Tamil Nadu Green Climate Company.
  • The systems are expected to treat about 25,000 litres of wastewater a day, reducing freshwater demand and supporting groundwater recharge; there are plans to expand the programme to 10 more schools.

Chennai's building-plan approvals now tied to rainwater harvesting compliance

  • Chennai Corporation and the Chennai Metropolitan Development Authority (CMDA) will approve new building plans only after rainwater harvesting structures are certified as being in place, under an order issued by the Minister for Municipal Administration and Water Supply.

Real Estate and Urban Infrastructure Summit 2026: Chennai's shrinking green cover

  • At a Real Estate and Urban Infrastructure Summit in Chennai, the Housing Minister said the Tamil Nadu government is committed to transparent, technology-driven urban governance; more than half the state's population is now urban.
  • Data presented at the summit showed Chennai's vegetation cover fell from 25% in 2014 to 10% in 2024, while its built-up area rose from 36% to 67% over the same period; separately, JLL data showed 65% of residential project launches in Chennai last quarter were in the city's outskirts.

Tamil Nadu distributes pensions to economically weak former sportspersons

  • The Minister for Public Works and Sports Development distributed pension orders to 13 economically weak former sportspersons and 3 family members, and appointment orders to 6 coaches, along with cheques worth Rs. 14.13 lakh for pension arrears, under a scheme run by the Sports Development Authority of Tamil Nadu (SDAT).

Tamil Nadu extends service of 7,069 contract teachers and staff by 10 years

  • The Tamil Nadu government extended the service of 7,069 contract teachers and staff, including panchayat-union categories, by up to 10 additional years, effectively until they reach the age of 60.

Tamil Nadu extends application window for Siddha medicine admissions

  • The Tamil Nadu government extended the application deadline for admission to Siddha (traditional medicine) degree courses, via the portal tnayushselection.org; around 2,500 to 2,600 seats are available across the state's Siddha colleges.
