Bose-Einstein condensate at a record low temperature
  • A Bose-Einstein condensate, predicted by Satyendra Nath Bose and Albert Einstein in 1924-25, is a state of matter in which atoms cooled close to absolute zero (0 kelvin, or minus 273.15 °C) merge into a single quantum state; it is often called the fifth state of matter.
  • Researchers on the China Space Station created a condensate at 9.7 picokelvin, trillionths of a degree above absolute zero, the lowest such temperature recorded; the atom cloud stayed visible for 7 seconds.

House lizards: contamination, not poison
  • The common house gecko (Hemidactylus frenatus) has no known toxin or venom, but it can carry pathogens on its skin and droppings; houseflies likewise carry Salmonella and E. coli to food, so food a lizard falls into should not be eaten.
  • After children fell ill at a government school in Kottaiyur in Tiruvallur district in September when a lizard was found in their breakfast, a herpetologist at the Indian Institute of Science, Bengaluru, said house geckos are not poisonous, though hygiene remains a concern.
Shigellosis
  • Shigellosis is a diarrhoeal infection caused by Shigella bacteria, spread through contaminated food and water and by unwashed hands; it can cause dysentery, with blood in the stools.
  • Three children aged 7 to 10 from a school in Kozhikode, Keralam, tested positive for shigellosis after being admitted with vomiting, fever and diarrhoea.

The Tamirabharani and the National Green Tribunal
  • The Tamirabharani rises in the Pothigai hills of the Agasthyamalai range of the Western Ghats and flows through Tirunelveli and Thoothukudi districts into the Gulf of Mannar. The National Green Tribunal was set up under the National Green Tribunal Act, 2010; its Principal Bench is in New Delhi and its Southern Bench in Chennai.
  • Taking suo motu note of a report in The Hindu that 125 fish species, 7 of them endemic, live in the river and face pollution and habitat loss, the Principal Bench issued notice to the Tirunelveli Collector and others under the Environment (Protection) Act, 1986, the Water Act, 1974 and the Biological Diversity Act, 2002, and listed the case before the Southern Bench on 22 January 2027.

Mekedatu: Tamil Nadu writes to the Prime Minister
  • Article 262 lets Parliament provide for adjudication of inter-State river water disputes, which it did through the Inter-State River Water Disputes Act, 1956. The Cauvery Water Disputes Tribunal gave its final award in February 2007, holding the basin to be deficit, and the Supreme Court's judgment of 2018 fixed the monthly deliveries to Tamil Nadu.
  • Chief Minister C. Joseph Vijay wrote to the Prime Minister against a site inspection by Central officials for Karnataka's Mekedatu reservoir of 67.16 TMC across the Cauvery, just upstream of the inter-State border, asking that no approval be given without the consent of the co-basin States; the Assembly passed a resolution on 19 June, and the State's writ petition against the Jal Shakti Ministry's December 2025 guidelines on project reports in the Cauvery basin is pending; Tamil Nadu also moved the NGT's Principal Bench on 27 May 2026 to bar any environmental clearance (Dinamani).

Northeast monsoon: a wet Deepavali
  • Tamil Nadu gets nearly half its annual rain from the northeast monsoon of October to December; forecasts come from the Regional Meteorological Centre, Chennai, of the India Meteorological Department, which works under the Ministry of Earth Sciences.
  • The RMC forecast a wet Deepavali with intense spells in delta and southern districts such as Thanjavur, Tiruvarur, Ramanathapuram and Thoothukudi till 12 November; the State's northeast monsoon surplus stands at 7%, though Chengalpattu, Kancheepuram, Mayiladuthurai, Thoothukudi, Tiruvarur and Thanjavur are in deficit, and a low-pressure area may form over the southeast Bay of Bengal around 13 November.

Captive elephants: how temples acquire them
  • In 2022 the Wild Life (Protection) Act, 1972 was amended to allow the transfer of captive elephants for religious or any other purpose. The Captive Elephant (Transfer or Transport) Rules, 2024 bar their sale as a commodity; in an inter-State move the receiving State's Chief Wildlife Warden assesses the facility and the donor State's warden gives the final permission. Tamil Nadu adds its Captive Elephants (Management and Maintenance) Rules, 2011.
  • Documents showed that the transfer of five elephants from Assam to Tamil Nadu temples, including Durga to the Meenakshi Amman Temple in Madurai, was cleared in a single day, and that some ownership certificates were issued only in 2025 and 2026, though Rule 7(1) requires them to predate the 2024 Rules; genetic profiles must be entered in the Ministry's Gaja Suchana app.

Chennai Metro Phase 2: the tunnel under Phase 1
  • Chennai Metro Rail Limited is a 50:50 joint venture of the Government of India and Tamil Nadu. Its Phase 2 of 118.9 km has three corridors, Madhavaram to SIPCOT (Corridor 3), Poonamallee to Light House (Corridor 4) and Madhavaram to Sholinganallur (Corridor 5), of which 42.6 km is underground.
  • The tunnel boring machine from Panagal Park, which bored under the operating Phase 1 tunnel at Nandanam with the approval of the Commissioner of Railway Safety, will reach Boat Club by the end of November on the 1.9 km stretch of Corridor 4; Nandanam will be an interchange between Phases 1 and 2.

Ranivas mound at Kesariya: a site of national importance
  • Under the Ancient Monuments and Archaeological Sites and Remains Act, 1958, the Centre declares a monument or site to be of national importance, after which the Archaeological Survey of India protects it.
  • A Ministry of Culture notification of 4 November declared the Ranivas mound at Kesariya in Bihar's East Champaran district, spread over 1.63 acres, a site of national importance; 3,686 sites across the country, 70 of them in Bihar, are in the ASI's care.

Judiciary in India - Rule of Law

The ED cannot file a private complaint: High Court
  • The Directorate of Enforcement (ED), under the Department of Revenue of the Ministry of Finance, enforces the Prevention of Money Laundering Act, 2002. A money-laundering case rests on a scheduled offence, a predicate crime that another agency investigates.
  • The Karnataka High Court held that the ED's power under the PMLA is 'derivative and not original', so it cannot file a private complaint under Section 200 of the CrPC or Section 223 of the Bharatiya Nagarik Suraksha Sanhita when the competent agencies decline to act on its information; 'the ED is not a super cop', the court said.

Election petitions and the High Court
  • Under the Representation of the People Act, 1951, an election can be questioned only through an election petition, which is tried by the High Court.
  • The Madras High Court refused to reject an election petition against the Thiruverumbur MLA, holding that the Election Commission's instructions against engaging children in election campaigns have statutory force, so the charge can be tested only at trial.
Voter IDs for welfare: why it is contested
  • Aadhaar, under the Aadhaar Act, 2016, is the identifier for subsidies and benefits paid from the Consolidated Fund of India, while the Elector's Photo Identity Card (EPIC) is issued by the Election Commission; the Election Laws (Amendment) Act, 2021 allows voluntary linking of Aadhaar with the electoral roll.
  • Panchayati Raj Minister Rajiv Ranjan Singh said voter cards with biometric authentication would identify welfare beneficiaries, later adding that they would be used along with Aadhaar; critics link it to the SIR, in which more than 13 crore electors were removed. In Karnataka, the Chief Electoral Officer said duplicate EPIC numbers arose because multiple Form 6 applications were processed independently, while Form 7 deletions stayed pending as the rolls were frozen.

Data protection law and the news media
  • The Digital Personal Data Protection Act, 2023 places duties on data fiduciaries, the bodies that decide why and how personal data is processed, such as banks, insurers, telecom firms and e-commerce platforms (Dinamani).
  • Government sources said the Act does not apply to news organisations and journalists, as they are not data fiduciaries, and that an amendment protecting media work has been finalised; the Digital News Publishers Association's petition in the Supreme Court, which says the Act lacks a media exemption and violates the freedoms of speech and of profession, will be heard on 17 November (Dinamani).

Crop loan waiver restructured
  • Most crop loans reach farmers through cooperative credit societies, and 'cooperative societies' is Entry 32 of the State List. Tamil Nadu's 2026 farm loan waiver covers crop loans from cooperatives, with a full waiver up to Rs. 75,000.
  • A G.O. of the Cooperation, Food and Consumer Protection Department gives a flat Rs. 75,000 waiver for loans above Rs. 75,000 (earlier, Rs. 35,000 above Rs. 1 lakh) and covers loans taken up to 31 March 2026 instead of 28 February; with Rs. 2,842.77 crore more, the scheme now costs Rs. 9,062.83 crore, with 5,90,621 farmers getting a full waiver, 7,34,260 the flat Rs. 75,000 and 10,810 who had already repaid also covered.

Vetri Laptop Scheme: Rs. 2,000 crore sanctioned
  • The Vetri Laptop Scheme, announced in the Tamil Nadu Revised Budget 2026-27 under the Higher Education Department, gives laptops to college students to build their technical skills.
  • Chief Minister C. Joseph Vijay sanctioned Rs. 2,000 crore; the Electronics Corporation of Tamil Nadu (ELCOT) will buy the laptops and check quality, and a High-Level Steering Committee headed by the Chief Minister will monitor it. First- and second-year undergraduate and diploma students of government and aided colleges in 2026-27 are eligible, as are third- and fourth-year professional students left out in 2025-26.

E20 petrol: the BIS standard and the Karnataka tests
  • E20 is petrol blended with 20% ethanol, sold across most of the country to cut dependence on imported crude; its fuel standard is IS 17021 of the Bureau of Indian Standards, which allows 19 to 21% ethanol (Dinamani).
  • Citing a Karnataka report that 11 of 14 samples held more than 20% ethanol, Leader of Opposition Rahul Gandhi sought action against the oil companies; the Petroleum Ministry said 893 samples from 27 States and Union Territories, 56 of them from Karnataka, were within the standard, and that Karnataka had not disclosed its test method (Dinamani).

  • India's foreign exchange reserves, held by the Reserve Bank of India, have four parts: foreign currency assets, gold, Special Drawing Rights and the reserve position in the IMF; the RBI sells dollars from them to steady the rupee (Dinamani).
  • In the week ended 30 October the reserves fell USD 2.691 billion to USD 717.056 billion, with foreign currency assets at USD 591.118 billion and gold at USD 102.591 billion; they had touched a record USD 785.706 billion in the week ended 4 September (Dinamani).

Public libraries in Tamil Nadu and the book procurement row
  • Tamil Nadu's public libraries run under the Madras Public Libraries Act, 1948, the first public library law passed in independent India; books are bought through notifications issued by the Director of Public Libraries.
  • In June 2024 the Madurai Bench of the Madras High Court called the procurement 'nothing short of a scam', noting that old and copyright-expired works were republished under new titles, one being a copy of Kalki's Sivakamiyin Sabatham, and ordered shortlisted books to be put on a web page for public comment; the School Education Department had issued a Transparent Book Procurement Policy by a G.O. of 7 March 2024. The Periyar Arivulagam in Coimbatore has now taken down the questioned books.
