Electronics components and Semicon 2.0
  • The Electronics Component Manufacturing Scheme gives subsidies to make components, their raw materials and capital goods in India, to cut import dependence. The Semicon India Programme, run through the India Semiconductor Mission under the Ministry of Electronics and IT, supports chip design and manufacturing; its second phase, Semicon 2.0, was approved by the Union Cabinet on 15 July 2026.
  • MeitY Secretary S. Krishnan said 12 more proposals worth over Rs. 7,500 crore were approved under the components scheme, and the online application portal for Semicon 2.0 was launched (Dinamani).

HPV vaccine for girls and cervical cancer
  • The human papillomavirus (HPV) causes most cases of cervical cancer; the vaccine works best when given before any exposure to the virus, which is why it is given to girls of 14 and 15.
  • Across Tamil Nadu the HPV vaccine is given free to girls from age 14 until they complete 15, through government hospitals and primary health centres, and with parental consent in Greater Chennai Corporation schools, where a drive began for 3,701 girls in 71 schools (Dinamani).

The Siang dam and the Adi community's protest
  • The Yarlung Tsangpo of Tibet enters Arunachal Pradesh as the Siang and becomes the Brahmaputra in Assam. The 11,000 MW Siang Upper Multipurpose Project, to be built by NHPC, was declared a national project in 2008; it is also seen as a buffer against China's Medog dam upstream.
  • The Adi community, through the Siang Indigenous Farmers' Forum, has declared its 'collective non-consent' to the dam and its pre-feasibility study, saying 27 to 40 villages could be affected; protests at Uggeng and Pasighat met lathi charges, and activists were arrested under the Arunachal Pradesh Unlawful Activities (Prevention) Act, 2014.

Ken-Betwa link, Panna Tiger Reserve and the rights of the displaced
  • The Ken-Betwa project, India's first river link under the national perspective plan, will move Ken water to the Betwa for Bundelkhand through a 96.7 m dam at Daudhan; of the 9,000 hectares it needs, 6,000 are forest, much of it in the Panna Tiger Reserve.
  • Under the Forest Rights Act, 2006, Section 4(5), forest dwellers cannot be evicted until their rights are recognised, and the Land Acquisition Act, 2013, in Section 38(1), requires resettlement to be completed six months before submergence in irrigation projects. The news: an article said about 8,000 Adivasi families in 22 villages are affected while no village's forest rights have been recognised.
Cauvery: the Authority orders 3,000 cusecs for Tamil Nadu
  • The Cauvery Water Management Authority (CWMA) and the Cauvery Water Regulation Committee were set up in 2018 to carry out the Supreme Court's verdict on the Cauvery Water Disputes Tribunal award; Karnataka's releases to Tamil Nadu are measured at Biligundlu on the inter-State border. In a distress year the tribunal's order provides for a pro-rata cut in every State's share.
  • The CWMA, chaired by S.K. Haldar, ordered Karnataka to release 3,000 cusecs a day at Biligundlu from 7 to 21 November; Tamil Nadu, citing the distress clause, said Karnataka owed a shortfall of 16.895 TMC as of 4 November and sought 20.678 TMC in 15 days, saying the burden of distress cannot fall on the tail-end State (Dinamani).

Delhi's air: GRAP and the Commission for Air Quality Management
  • The Commission for Air Quality Management (CAQM) for the National Capital Region enforces the Graded Response Action Plan (GRAP), whose stages tighten curbs on construction and vehicles as the Air Quality Index worsens.
  • A Bench led by CJI Surya Kant called bans on vehicles and construction 'old, tried and failed tools' and asked the Centre and the CAQM for a scientific method, hours before Delhi moved to GRAP III with the AQI above 400.

Tamil Nadu raises compensation for damage by wild animals
  • Forests and the protection of wild animals and birds were moved from the State List to the Concurrent List by the 42nd Amendment, 1976, and the Wild Life (Protection) Act, 1972 protects wild animals, so people cannot kill an animal that raids their crops or homes; the State instead pays compensation in cases of human-wildlife conflict.
  • A Government Order of the Environment, Climate Change and Forests Department raised the scales: up to Rs. 5 lakh for grievous injury or 20 to 60 per cent disability (from Rs. 59,100), Rs. 40,000 an acre for crops (from Rs. 25,000) or the actual loss if lower, up to Rs. 1.5 lakh for a concrete house and Rs. 40,000 for milch cattle; compensation for death or permanent disability was raised to Rs. 10 lakh in 2024, and nothing is paid to those who break the forest and wildlife laws (Dinamani).

Spirit of federalism: Centre - State relationships

Tamil Nadu disbands its committee on Union-State relations
  • Tamil Nadu has long studied Centre-State relations: the Rajamannar Committee of 1969 was the State's first such panel. In April 2025 the State set up a three-member high-level committee under retired Supreme Court judge Kurian Joseph, with K. Ashok Vardhan Shetty and M. Naganathan, which gave Part I of its report on 16 February 2026.
  • A Government Order of 6 November disbanded the committee and moved its mandate to the Tamil Nadu State Law Commission, reconstituted on 7 August 2026, saying the two overlapped; neither body is statutory, the State Law Commission being an executive body created by a Government Order.
Himachal Pradesh's share of Bhakra-Beas power
  • The Punjab Reorganisation Act, 1966, which split Punjab into Punjab and Haryana and moved its hill areas to Himachal Pradesh, set up the body now called the Bhakra Beas Management Board to run the shared Bhakra-Nangal and Beas projects; in 2011 the Supreme Court held that Himachal Pradesh is entitled to 7.19 per cent of their power.
  • A Bench led by CJI Surya Kant ordered Punjab and Haryana to supply Himachal Pradesh about 1,197.3 crore units of power over the next 20 years, the arrears from 1 November 1966 to 2011 less its share of the projects' capital cost, settling a dispute that began in 1966 (Dinamani).

The Vice-President and the Rajya Sabha
  • Article 63 provides for a Vice-President, and under Article 64 the Vice-President is the ex officio Chairman of the Rajya Sabha; Article 66 provides for election by members of both Houses of Parliament.
  • Tamil Nadu Governor Rajendra Vishwanath Arlekar called on Vice-President C.P. Radhakrishnan and Prime Minister Narendra Modi in New Delhi, his first meeting with the Vice-President as full-time Governor of Tamil Nadu.

OBC creamy layer: what the March 2026 ruling changes
  • The creamy layer test excludes the better-off among the Other Backward Classes from reservation. A 1993 Office Memorandum left parental salary and agricultural income out of the income and wealth test.
  • A Bench of Justices P.S. Narasimha and R. Mahadevan clarified that its 11 March 2026 judgment upholding that memorandum does not call for a general revision of past service allocations or seniority, which the Centre had feared for over 6.69 lakh reserved vacancies; the principle will govern allocation for the Civil Services Examination 2025.

  • In the Special Intensive Revision, each elector must return an enumeration form; those whose forms did not come back were marked ASDD (Absent, Shifted, Dead or Duplicate) and left out of the draft roll. Form 6 is meant only for first-time registration.
  • After the Supreme Court asked why deleted voters must use Form 6, the ECI told the Chief Electoral Officers of seven States and UTs, including Delhi and Maharashtra, that ASDD electors may resubmit the enumeration form with a statement of reasons, and that booth-wise lists of them must be displayed afresh at polling stations.

Rice stock limits, OMSS sales and Bharat Rice
  • Stock limits on foodgrains are imposed under the Essential Commodities Act, 1955, whose Sections 6 and 7 deal with confiscation and penalties. Under the Open Market Sale Scheme (Domestic), the Food Corporation of India sells surplus wheat and rice by e-auction to cool prices.
  • With rice prices rising after a deficient monsoon, a 6 November order made traders, millers and retailers declare rice and paddy stocks in six categories on the Food Stock Portal every Friday; the Centre let Tamil Nadu, Andhra Pradesh, Karnataka, Kerala and Telangana impose stock limits until 31 January 2027, doubled OMSS rice sales for 2026-27 to 50 lakh tonnes and gave extra rice to NAFED, NCCF and Kendriya Bhandar to sell as Bharat Rice.

  • On 8 November 2016, the old Rs. 500 and Rs. 1,000 notes, 86% of the currency by value, were withdrawn at four hours' notice to curb black money and counterfeits and push digital payments; the RBI says 99.3% of the withdrawn notes came back to banks.
  • A study using sales across 805 drug firms found that during the cash shortage, sales of medicines for acute illnesses fell about 3.6% by volume compared with those for chronic illnesses, and fell more where public health centres were scarce.

Ethanol blending: the E20 limit and Karnataka's samples
  • India sells E20 petrol, blended with 20% ethanol, made mainly from sugarcane and grain, to cut oil imports and emissions. Fuel testing labs are accredited by the National Accreditation Board for Testing and Calibration Laboratories (NABL).
  • Karnataka's Legal Metrology Department said petrol samples from six districts held up to 31.2% ethanol in NABL-accredited tests, while the oil companies said the tests did not follow statutory procedures.

  • The Tamil Nadu Business Facilitation Act, 2018, amended in 2026, cut the time limit for clearances under 22 State Acts to 21 days and provided for an investment promotion commission.
  • The State constituted the 20-member Commission under the Chief Secretary to review large investments of Rs. 200 crore or more or 5,000 jobs or more, investments linked to Free Trade Agreements and by persons of Tamil origin abroad, and the use of land allotted by SIPCOT, TIDCO, SIDCO, ELCOT and TAHDCO; Dinamani reports the body is set up under the new Section 16-A of the Act, in force from 5 November, towards a USD 1.5 trillion State economy by 2036.

Fake books at Periyar Arivulagam: Naladiyar, Keeladi and 1947
  • Naladiyar, 400 quatrains composed by Jain monks whose names are unknown, is one of the 18 Pathinenkilkanakku works; it is not the name of a poet. Keeladi, on the Vaigai in Sivaganga district, is an excavation site of the Sangam-age urban settlement. When India became independent, the Premier of Madras was O.P. Ramaswamy Reddiyar (1947 to 1949).
  • Writer Perumal Murugan found books at Coimbatore's Periyar Arivulagam, from a publisher that supplied about 1,800 titles, calling Naladiyar a philosopher, naming an unknown person as the 1947 Premier, and showing a Nandi statue from Keeladi, though none was found there; the Minister for Tamil Development ordered an inquiry.
