Genes and personality
  • A genome-wide association study (GWAS) scans the whole genome for small variations that occur more often in people with a trait.

  • At the Emerging Science, Technology and Innovation Conclave (ESTIC) in New Delhi, a Rs. 1 lakh crore research fund through the Anusandhan National Research Foundation was cited; patent filings have risen from about 50,000 to 1.5 lakh.

Water resources - Rivers in India

Cauvery water
  • Inter-State river water disputes are dealt with under Article 262 and the Inter-State River Water Disputes Act, 1956. After the Supreme Court's 2018 Cauvery verdict, the Cauvery Water Management Authority was set up.
  • Tamil Nadu's share is measured at Biligundlu on the inter-State border. Tamil Nadu has asked the Supreme Court to make Karnataka obey the Authority's order of 3,000 cusecs a day there from 24 October to 6 November (Dinamani).
  • Delta samba sowing began late, in September, and the crop needs water till mid-January.

Forest and Wildlife

Pallikaranai marsh
  • Under the Wetlands (Conservation and Management) Rules, 2017, a State Wetlands Authority identifies and notifies wetlands; harmful activities in them are then barred.
  • Pallikaranai marsh, the largest freshwater wetland left in Chennai, is a Ramsar site under the Ramsar Convention, 1971, but is still not notified. It has shrunk from 12,000 acres to 2,000 acres, and no wetland has been notified in Tamil Nadu in eight years (Dinamani).
Project Cheetah
  • Cheetahs, extinct in India since the 1950s, were reintroduced at Kuno National Park, Madhya Pradesh, in September 2022, with animals from Namibia and South Africa.
  • They are also kept at Gandhi Sagar Wildlife Sanctuary and the Veerangana Durgavati Tiger Reserve. A 19-month-old cub died after being shot outside Kuno, the first such attack since 2022.

Biodiversity hotspots and forest clearances
  • India has four of the world's biodiversity hotspots: the Himalaya, Indo-Burma, the Western Ghats and Sri Lanka, and Sundaland, which takes in the Nicobar Islands.
  • Diverting forest land needs Union approval under the Forest (Conservation) Act, 1980. Such approvals can be challenged before the National Green Tribunal, set up under the NGT Act, 2010.
  • A study of clearances from 2020 to 2025 found the Tribunal stopped only 65 of 329 challenged projects, about 20%. Clearing forests raises the risk of zoonotic diseases, which pass from animals to people (Dinamani editorial).

Natural calamity - Disaster management

Storm surge
  • A storm surge is an abnormal rise of sea water pushed ashore by a cyclone's winds and low pressure. Unlike a tsunami, it needs no earthquake.
  • A very severe cyclonic storm has winds of 118 to 166 km/h on the IMD scale.

  • The IMD advanced landfall to between 2 and 4 a.m. on 28 October near Yanam-Kakinada. Yanam is an enclave of Puducherry; winds at landfall were expected at 125 to 135 km/h, gusting to 150 km/h (Dinamani).

Environmental pollution - Climate change

Polluter pays: the Jojari
  • Under the polluter pays principle, part of Indian environmental law through the Supreme Court, the one who causes pollution bears the cost of repairing it.
  • The Luni and its tributaries the Jojari and Bandi are seasonal rivers of the arid zone of western Rajasthan. Textile-dyeing and steel effluents in the Jojari endangered about 20 lakh people. The Supreme Court banned construction within 100 m of its edges and hazardous industries within 500 m.
Glaciers that end in lakes
  • A glacier that ends in a lake or the sea loses ice by calving, when chunks break off its front as icebergs, and by melting below the waterline. Growing glacial lakes raise the risk of glacial lake outburst floods.
  • Such glaciers are just over 3% of the world's glaciers but lost 134 billion tonnes of ice a year between 2000 and 2019, more than half of all glacier ice loss (Nature Communications).
Building India's low-carbon future
  • The Bureau of Energy Efficiency sets the building codes. NITI Aayog expects 86% of the buildings India will have in 2070 to be still unbuilt.
  • Transmission bottlenecks hold back about 60 GW of renewable capacity.

National Renaissance - Indian National Congress

Vande Mataram
  • Vande Mataram was written by Bankim Chandra Chatterjee and appeared in his novel Anandamath (1882).
  • It was sung at the 1896 Congress session in Calcutta. On 24 January 1950 it was declared the National Song, honoured equally with the National Anthem, Jana Gana Mana.
  • Government orders of 28 January and 9 July require the full six-stanza version. Two petitions say they violate the freedom of religion; a Bench headed by CJI Surya Kant has issued notice to the Centre.
  • The pleas also challenge the 2026 amendment to the Prevention of Insults to National Honour Act, 1971, which punishes deliberately obstructing the singing of the National Song with up to three years in prison. The hearing is on 30 November (Dinamani).

  • The Electoral Registration Officer is the statutory authority who decides each claim.
  • Karnataka's final roll struck off 99.32 lakh names: electors fell from 5.54 crore to 4.55 crore. Its population-to-electors ratio is 66.11, against an ideal 60 to 70.
The Election Commission's transfer rule
  • Under Article 324 the Election Commission superintends elections. Before polls it moves officers linked to election work who are posted in their home district or have served three of the last four years in the same district.
  • It has ordered such transfers in the five States with Assembly polls early next year (Dinamani).

How a High Court Chief Justice is appointed
  • Under Article 217, the President appoints High Court judges, including the Chief Justice, after consulting the Chief Justice of India and the State's Governor.
  • The Collegium has recommended Chief Justices for Gujarat, Delhi, Telangana and Uttarakhand; none heads his parent High Court.

Prisons, a State subject
  • Prisons are in the State List (Entry 4, List II), so each State runs its own jails under its prison manual.
  • The Union's Model Prisons and Correctional Services Act, 2023 is a guide that States may adopt.
  • Seventeen remand prisoners escaped from the Thekkampatti sub-jail in Theni district; a security audit of all prisons in Tamil Nadu is under way.

  • All four forces are under the Union Home Ministry.
Data protection
  • Under the Digital Personal Data Protection Act, 2023, the person whose data is processed is the data principal. The Supreme Court has listed the Digital News Publishers Association's plea against the Act and its 2025 Rules for 17 November.
  • The Central Board of Film Certification is a statutory body under the Cinematograph Act, 1952. Scripts and agreements on its e-Cinepramaan portal were found exposed online, and it has informed CERT-In.

  • The Shanghai Cooperation Organisation, founded in 2001, has 10 member states; India and Pakistan joined in 2017. India has stayed away from SAARC meetings in Islamabad since 2016 but attends SCO events there.
  • India will hold the first SCO Civilisational Dialogue Forum on 20 to 22 November at Delhi's Purana Qila, whose excavations span the pre-Mauryan to the Mughal periods. Pakistan hosts the SCO summit in August 2027.

Urban cooperative banks
  • 'Cooperative societies' is in the State List, and the 97th Amendment (2011) added Part IXB on cooperatives.
  • Tamil Nadu raised the housing-loan limit of urban cooperative credit societies to Rs. 60 lakh, or Rs. 1 crore where deposits exceed Rs. 100 crore. Urban cooperative banks are aligned with the RBI limit of up to Rs. 1.40 crore, and repayment is extended to 20 years.

  • The GST Council, set up under Article 279A, is chaired by the Union Finance Minister.
  • A CBIC circular says officers cannot invoke Section 74 merely because tax was unpaid; the show-cause notice must state specific evidence of fraud (Dinamani).
  • The 57th GST Council meeting (8 October) decided to remove officers' power of arrest and to raise the prosecution threshold from Rs. 1 crore to Rs. 5 crore.
Off-budget borrowing
  • The FRBM Act, 2003 brought a hard budget limit, with States' fiscal deficit capped at about 3% of GSDP. Many States borrow off-budget through special purpose vehicles.
  • By the Domar rule, debt stays sustainable while output grows faster than the interest rate. Masala bonds are rupee-denominated bonds sold abroad.
  • An expert panel of Keralam's government has recommended winding up the Kerala Infrastructure Investment Fund Board (1999, restructured 2016), since its borrowing is now counted in the State budget.
Infrastructure investment trusts
  • An infrastructure investment trust (InvIT), regulated by SEBI since 2014, owns income-earning assets such as roads and transmission lines. Investors buy units and receive a share of the income; developers free up capital for new projects.
  • Listed InvITs had 6.53 lakh investors and assets of Rs. 7.3 lakh crore in the first quarter of 2026-27.

Trade deficit with China
  • A trade deficit arises when imports exceed exports. China is India's second-largest trading partner, supplying raw materials and intermediate goods.
  • India uses free trade agreements to widen market access. It is negotiating FTAs with the Southern African Customs Union, Mercosur, the Gulf Cooperation Council, Mexico, Chile and Canada, and an investment protection agreement with the European Union (Dinamani).

Medicine prices
  • The National Pharmaceutical Pricing Authority (1997), under the Department of Pharmaceuticals, fixes ceiling prices of scheduled medicines listed under the Drugs (Prices Control) Order, 2013.
  • Non-scheduled medicines are outside the ceiling, but their trade margins may be capped. The NPPA has capped trade margins on 137 non-scheduled anti-cancer medicines at 30% of MRP from 9 November.
  • The Supreme Court said "economic policy" cannot outweigh citizens' lives, and asked why the 16% retailer margin should not apply to all essential medicines.
Cost overrun
  • The Ministry of Statistics and Programme Implementation tracks central projects costing Rs. 150 crore or more. A cost overrun is the excess of the revised cost over the original estimate.
  • As of September, 1,853 such projects showed an overrun of Rs. 3,21,976 crore (Dinamani).

Bonus and ex gratia
  • The statutory minimum bonus is 8.33% of annual wages and the maximum 20%, paid out of an establishment's allocable surplus.
  • An ex gratia payment is a voluntary amount over the statutory bonus.
  • Chief Minister C. Joseph Vijay ordered the payment for 'C' and 'D' category employees of State PSUs such as the transport corporations and Aavin.

Free milch cows for rural women
  • Dairying gives rural women a steady income. In Tamil Nadu it is organised through milk producers' cooperatives, which supply Aavin.
  • India became the largest milk producer through Operation Flood, the White Revolution begun in 1970.
  • A G.O. sanctions Rs. 57 crore for 2026-27 to give one crossbred cow yielding at least 8 litres a day to each of 10,000 rural women (Dinamani).
Building rules eased
  • The Tamil Nadu Combined Development and Building Rules, 2019 decide how tall and how dense buildings may be. A building above the non-high-rise limit must meet stricter high-rise norms on fire safety, setbacks and approvals.
  • An amendment raises that limit from 18.3 m to 19.5 m; builders had sought 21 m. It also allows commercial use in residential zones along roads at least 12 m wide.
Minor minerals
  • Under Section 15 of the Mines and Minerals (Development and Regulation) Act, 1957 (MMDR Act), States make rules for minor minerals such as rough stone, sand and gravel; major minerals stay with the Centre.
  • Tamil Nadu has extended by three months from 27 October its ban on taking rough stone and its aggregates to other States, except Puducherry and Karaikal, under Rule 3(A) of its 2011 rules against illegal mining.
Battery energy storage
  • A battery energy storage system stores electricity, often from solar and wind, and releases it when demand peaks. It helps the grid absorb more renewable power.
  • Battery storage proposals and schemes from the Vetri Tamizhagam Vision Document are expected at the third Cabinet meeting on 29 October.

  • Kannappar was born Thinnappan in a hunter family at Kalaththi (Kalahasti).
  • He offered meat, wild flowers and water carried in his mouth to a Sivalinga.
  • When the idol's eye bled, he placed his own eye on it; Siva stopped him with the words "Stop, Kannappa". Sambandar, Appar, Sundarar and Pattinathar all praised him.

Temple heritage

Karthigai Deepam
  • Karthigai Deepam is lit atop the Annamalai hill at Tiruvannamalai in the Tamil month of Karthigai. The Arunachaleswarar temple there is the Pancha Bhoota Sthalam for fire.
