It says the Chief Minister always stands by every woman in Tamil Nadu as their elder and younger brother, and that marriage is one of the most joyous occasions in a woman's life. The same Budget provided Rs.560 crore for the Thai Maaman Thanga Mothiram Thittam (Health and Family Welfare Department), under which every newborn delivered in a Government hospital receives a 1-gram gold ring from the Chief Minister as 'Thai Maaman'. The Budget had said it would start on 15 September; it was launched on 28 September 2026 by Chief Minister C. The examination point: a Budget announcement states an intention and fixes an outlay; the Government Order is what makes a scheme operable by fixing eligibility, the application route and the schedule. Until the Order issues, a scheme has money but no rules. Here the Order has added an income ceiling that the Budget speech did not carry, so an answer written from the Budget speech alone is now out of date.
G.O.(Ms) No.29 of the Social Welfare and Women Empowerment Department, dated 6 October 2026 and published in the Tamil Nadu Government Gazette Extraordinary No.436 the same day, makes Aadhaar mandatory for women residing in Tamil Nadu who apply under the scheme. A woman without Aadhaar must apply for enrolment; until she receives the number she may produce one of 12 prescribed alternative documents, such as a bank or post office passbook with photo, PAN card, passport, ration card, voter identity card or driving licence. If fingerprint authentication fails, iris or face authentication is to be used, then a one-time password, and then the QR code printed on the Aadhaar letter.
