The Budget speech presents the scheme as a natural extension of Tamil Nadu's maternal and child healthcare record. As per the recent National Sample Registration System survey, the State's Infant Mortality Rate stands at 11 per 1,000 live births, among the lowest in the country. Further, 99.9 per cent of deliveries in the State take place in hospitals, with over 53 per cent occurring in Government hospitals. To further increase deliveries in Government hospitals and thereby reduce the public's out-of-pocket healthcare expenditure, the Government will implement this scheme, under which every newborn delivered in a Government hospital receives a 1-gram gold ring as a gift from their beloved Thai Maaman, the Chief Minister - commemorating the birth of the child and celebrating the joy and significance of motherhood. A sum of Rs.560 crore is provided in the Revised Budget Estimates.
The ring goes to a baby born alive in a Government hospital or Primary Health Centre in Tamil Nadu on or after 22 June 2026; boys and girls are both covered. The mother must be a resident of Tamil Nadu, registered in the PICME (Pregnancy and Infant Cohort Monitoring and Evaluation) system with a Reproductive and Child Health (RCH) ID. From 8 October 2026, a mother who was born in Tamil Nadu and moved to another State after marriage also qualifies if her parents still live permanently in Tamil Nadu, shown with documents; this relaxation also applies from 22 June 2026. There is no separate application. The hospital checks the PICME number and RCH ID, the delivery record and one proof of the mother's residence in Tamil Nadu (an Aadhaar card, ration card, voter ID, Labour Welfare Board card, Department of Posts address card or nativity certificate), and gives the ring before the mother and baby go home. The same Budget carries two related announcements for women. Under 'Annan's Seer' (Rs.812 crore, Social Welfare and Women Empowerment Department), the Chief Minister will present an 8 gram gold coin and a silk saree to a bride on her wedding day; its Government Order of 5 October 2026 limits it to families with an annual income below Rs.2.5 lakh. 'Thai Care' maternity care and support centres (Rs.23 crore) will let pregnant women stay and receive free meals, medical support and continuous health monitoring as their delivery date approaches. The scheme is now running: babies born in Government hospitals and Primary Health Centres receive the ring at the hospital, and babies born from 22 June 2026 up to the launch are being covered through the hub centres. The rings are bought by the Tamil Nadu Medical Services Corporation under a tender for about 4.41 lakh rings in four lots, planned for August, September and November 2026 and February 2027. The allocation stated at the launch is Rs.755.83 crore for this year, above the Rs.560 crore provided in the Revised Budget Estimates of 5 August 2026. A first lot of 1.28 lakh rings has been procured and is ready, and an order has been issued for a further 4.41 lakh rings.
The Health Minister set out the figures behind the scheme: about 7.80 lakh children are born in Tamil Nadu each year, of which about 4.20 lakh or 53 per cent are delivered in government hospitals; by the National Family Health Survey 99.9 per cent of deliveries in the State take place in a medical institution, and 90 per cent of those are in Comprehensive Emergency Obstetric and Newborn Care centres set up in 130 government hospitals. The share of deliveries in government hospitals has been falling over the last ten years, and the stated aim is to reverse that: if one lakh more people deliver in government hospitals, the public would save about Rs.685 crore in out-of-pocket spending.
The Health and Family Welfare Department has amended the guidelines to widen eligibility. Where a mother was born in Tamil Nadu and moved to another State after marriage, but her parents continue to reside permanently in Tamil Nadu, a child she delivers in a government hospital in Tamil Nadu is now eligible for the gold ring, on submission of relevant documentary evidence. Until this change the mother herself had to be a permanent resident of the State.
The amendment follows a case the earlier wording did not cover. A woman living with her husband at Udayagiri in Mysuru district of Karnataka, whose parents reside at Karaikudi in Sivaganga district, came to Tamil Nadu for childbirth and delivered at the Karaikudi Government Headquarters Hospital on 17 September; the family could not benefit under the conditions then in force. The relaxation was announced in an official release by Darez Ahamed, Principal Secretary, Health and Family Welfare Department.
The relaxation applies retrospectively from 22 June 2026, the same date from which the scheme itself runs.
