The Government of Tamil Nadu has amended the law behind the 20% PSTM reservation - the preferential quota for Persons Studied in Tamil Medium in state government jobs. Act No. 12 of 2026 received the Governor's assent on 6 August 2026 and was published in the Tamil Nadu Government Gazette (Extraordinary No. 345) on 11 August 2026. It changes who can claim the PSTM quota, and how many times. Every fact below is taken directly from the official Gazette.
Under the Tamil Nadu Appointment on Preferential Basis in the Services under the State of Persons Studied in Tamil Medium Act, 2010 (Tamil Nadu Act 40 of 2010), 20% of vacancies in direct recruitment to state government posts are set apart, on a preferential basis, for candidates who studied in Tamil medium. TNPSC applies this quota in its recruitments, including the current Group 2/2A cycle.
The Act rewrites the definition of "direct recruitment" in the 2010 law. Direct recruitment now clearly means appointment through an open competitive examination, interview or both - and it does not include appointment by recruitment by transfer (the route by which someone already in government service moves into another post). "Recruitment by transfer" carries the meaning given in the Tamil Nadu Government Servants (Conditions of Service) Act, 2016.
This change is retrospective from 7 September 2010 - the date the original PSTM Act came into force - so the law is treated as having always meant this.
A new sub-section (1-A) is inserted into section 3 of the 2010 Act: a person who has already been appointed through a PSTM preferential vacancy is not entitled to compete for PSTM preferential vacancies again - except for a post carrying a higher level of pay.
In plain words: the 20% quota is a one-time ladder at each level. If you got a job through the PSTM quota, you can use the quota again only to move up to a better-paid post, not sideways into another post at the same or lower pay.
This rule applies only to preferential vacancies notified on or after 11 August 2026 (the date the Amendment Act was published in the Gazette). Vacancies notified before that date are not affected.
The Act declares that every notification and every appointment made in PSTM preferential vacancies between 7 September 2010 and 11 August 2026 - including appointments of persons who were already in government service - shall be treated as validly made, notwithstanding anything in the principal Act or in any judgment, decree or order of any Court. Nobody already appointed through the quota loses their job because of this amendment.

அரசுப் பணிகளில் தமிழ்வழியில் படித்தவர்களுக்கான (PSTM) 20% முன்னுரிமை இடஒதுக்கீட்டுச் சட்டத்தில் தமிழ்நாடு அரசு திருத்தம் கொண்டு வந்துள்ளது. சட்டம் எண் 12/2026-க்கு 6 ஆகஸ்ட் 2026 அன்று ஆளுநர் ஒப்புதல் அளித்தார்; 11 ஆகஸ்ட் 2026 அன்று தமிழ்நாடு அரசிதழில் (சிறப்பு வெளியீடு எண் 345) வெளியிடப்பட்டது. தமிழ்வழியில் படித்தவர்களுக்கு அரசுப் பணிகளில் முன்னுரிமை அடிப்படையில் நியமனம் வழங்கும் 2010-ஆம் ஆண்டுச் சட்டத்தின்படி (தமிழ்நாடு சட்டம் 40/2010), நேரடி நியமனத்தில் (direct recruitment) 20% காலியிடங்கள் தமிழ்வழியில் படித்த விண்ணப்பதாரர்களுக்கு முன்னுரிமையாக ஒதுக்கப்படுகின்றன. நடப்பு குரூப் 2/2A தேர்வு உட்பட TNPSC தேர்வுகளில் இந்த ஒதுக்கீடு பின்பற்றப்படுகிறது.
2010 சட்டத்தில் உள்ள "நேரடி நியமனம்" என்பதன் வரையறையை இந்தச் சட்டம் மாற்றி எழுதுகிறது. நேரடி நியமனம் என்பது திறந்த போட்டித் தேர்வு, நேர்முகத் தேர்வு அல்லது இரண்டின் மூலமும் நடைபெறும் நியமனம்; பணிமாறுதல் மூலம் நியமனம் (recruitment by transfer) இதில் அடங்காது - அதாவது, ஏற்கனவே அரசுப் பணியில் உள்ள ஒருவர் வேறு பதவிக்கு மாறும் வழிமுறை இதில் சேராது.
இந்த மாற்றம் 7 செப்டம்பர் 2010 முதல் பின்னோக்கி அமலுக்கு வருகிறது - அதாவது, முதன்மைச் சட்டம் தொடங்கிய நாளிலிருந்தே சட்டத்தின் பொருள் இதுவே என்று கருதப்படும்.
2010 சட்டத்தின் பிரிவு 3-இல் புதிய உட்பிரிவு (1-A) சேர்க்கப்பட்டுள்ளது: PSTM முன்னுரிமை காலியிடத்தின் மூலம் ஏற்கனவே நியமனம் பெற்றவர், மீண்டும் PSTM முன்னுரிமை காலியிடங்களுக்குப் போட்டியிட உரிமை இல்லை - உயர்ந்த ஊதிய நிலை கொண்ட பதவிக்கு மட்டுமே விதிவிலக்கு.
எளிய தமிழில்: 20% ஒதுக்கீடு ஒவ்வொரு நிலையிலும் ஒருமுறை மட்டுமே பயன்படுத்தக்கூடிய ஏணி. PSTM ஒதுக்கீட்டின் மூலம் வேலை கிடைத்திருந்தால், அதே அல்லது குறைந்த ஊதிய நிலையில் உள்ள வேறு பதவிக்கு அல்லாமல், மேலும் உயர்ந்த ஊதியப் பதவிக்கு மட்டுமே ஒதுக்கீட்டை மீண்டும் பயன்படுத்தலாம்.
இந்த விதி 11 ஆகஸ்ட் 2026 அன்றோ அதற்குப் பின்னரோ அறிவிக்கப்படும் முன்னுரிமை காலியிடங்களுக்கு மட்டுமே பொருந்தும். அதற்கு முன் அறிவிக்கப்பட்ட காலியிடங்களுக்குப் பாதிப்பு இல்லை.
7 செப்டம்பர் 2010 முதல் 11 ஆகஸ்ட் 2026 வரை PSTM முன்னுரிமை காலியிடங்களில் வெளியிடப்பட்ட அறிவிப்புகளும் நியமனங்களும் - ஏற்கனவே அரசுப் பணியில் இருந்தவர்களுக்கு வழங்கப்பட்ட நியமனங்கள் உட்பட - எந்த நீதிமன்றத் தீர்ப்பையும் மீறி சட்டப்படி செல்லுபடியாகும் என்று இச்சட்டம் அறிவிக்கிறது. ஒதுக்கீட்டின் மூலம் ஏற்கனவே பணியில் இருப்பவர்கள் யாரும் இந்தத் திருத்தத்தால் பணியை இழக்க மாட்டார்கள்.
