If you already have an OTR profile from an earlier exam, skip straight to filling the online application for the current notification - your existing details carry forward automatically.
Fill and submit the exam-specific application, selecting the posts/services you are eligible and wish to apply for, before the last date and time printed in the notification.

Registration fee and validity
One Time Registration itself carries a one-time fee of Rs.150, paid when you first create your OTR profile - this is separate from, and in addition to, the examination fee you pay for each individual notification you apply under. A successfully completed OTR is valid for five years from the date of registration; once it lapses, you would need to register afresh. Aadhaar linking with your OTR is mandatory - your Aadhaar details are submitted to the Central Identities Data Repository (CIDR) for verification, and you cannot create a new OTR, renew an existing one, or apply for any TNPSC recruitment without it.
Editing your OTR after it's created
You are permitted to edit your OTR details whenever required, by uploading supporting documents for the change through the "OTR Edit" option - but any change must be completed before you submit an online application for a specific notification, since your application auto-fills from whatever your OTR currently holds at the moment you apply. Editing your OTR after submitting an application for a particular notification will not retroactively change that already-submitted application; the edit only reflects in applications you submit afterward. Details you need ready before you start

What OTR is not
One Time Registration is not, by itself, an application for any specific post or recruitment - it is only a stored collection of your basic information, referenced automatically whenever you apply. Which date does TNPSC actually calculate my age from? Every TNPSC notification fixes age as on a specific reference date stated in that notification (commonly 1 July of the exam year) - not your date of application, not the exam date itself. Can I request an age relaxation beyond what's listed? What if my qualification is "equivalent" rather than an exact match?
TNPSC notifications generally phrase degree requirements as the named qualification "or its equivalent," and equivalence is decided by the university or the relevant government authority's recognised equivalence rules, not by TNPSC discretion at your convenience. If your degree title differs from the one printed in the notification, obtain a formal equivalence certificate from your university (or check the University Grants Commission's recognised equivalence list) well before certificate verification, rather than assuming it will be accepted informally - "should be equivalent" is not the same as "confirmed equivalent" when your certificates are actually being checked.

Can final year students or candidates with arrears apply for TNPSC?

"The candidates who have written the final year degree examination, may also apply for the preliminary examination, subject to the condition that they should produce the proof of having passed the degree examination while uploading the documents for the main examination, failing which they will not be admitted to the Main Examination."

What this means in practice

You can apply for and sit the Preliminary Examination even if your final year results are not out yet, or even if you currently have live arrears in one or more papers - the only requirement to apply for Prelims is that you have written (appeared for) your final year exam.
By the time you upload documents for the Main Examination, you must have actually passed - every arrear cleared, degree fully completed, certificate or provisional certificate in hand. If you have not passed by that document-upload deadline, you will not be admitted to Main at all, even if you cleared the Prelims cut-off comfortably.
The same notification (clause 4.2.3.4) extends similar logic to final-year M.B.B.S. candidates: those who have passed their final professional medical exam but not yet completed internship may apply to Prelims, provided they submit a certificate confirming the passed exam when admitted to Main, and later produce proof of completed internship at certificate verification.

Does this apply the same way to Group 2 and Group 4?
Yes - this "written the final exam, but not yet passed" provision is standard TNPSC practice, not something unique to Group 1's notification wording. Group 2 and Group 2A's Main Examination and Group 4's single-stage exam both follow the same underlying principle: appearing for your final year/final SSLC-equivalent exam is enough to apply, but you must have actually passed by the relevant document-verification stage for that group. What this means for candidates with arrears specifically
If you have arrears (failed one or more papers in an attempt but appeared for the exam), you are in exactly the situation this clause covers - you have "written" the exam even if you have not yet "passed" it. You remain eligible to apply for and sit the Preliminary Examination. Your real deadline is clearing every arrear before the Main Examination document-upload stage, not before you apply. What "proof of having passed" actually needs to look like
TNPSC's own wording requires you to "produce the proof of having passed the degree examination while uploading the documents for the main examination" - in practice this means a provisional certificate or a consolidated mark sheet showing you have cleared every paper, is what candidates use at this stage; the final, formally printed degree certificate (which many universities issue months after results) is not something you would realistically have by the Main Examination document-upload deadline, and the notification's language ("proof of having passed") is written precisely to accommodate that gap - a provisional certificate or passed mark sheet satisfies it. Always read the exact document list in the specific notification's certificate-verification annexure before your own upload date, since the accepted document types are listed there in full.
